About this file
This document is an Addendum #2 to the Invitation to Bid (ITB) S-63400-00005723 for the Dining Hall Window Restoration project at the Silver Falls State Park Youth Camp in Oregon. The addendum modifies the previous solicitation by clarifying that aluminum is an acceptable replacement material for the window screens, as long as the final appearance is uniform. The ITB closing date remains unchanged at April 6, 2023 at 2:00 PM, and prospective bidders have until April 3, 2023 to submit any written questions or protests regarding this addendum. The project is being managed by the Oregon Parks and Recreation Department (OPRD) and is located within Marion County and Sumpter City.
The addendum also provides OPRD's responses to bidder questions, clarifying that a performance bond is not required, and that bidders should assume the presence of lead-based paint and include the associated costs in their bids. Contractors are advised to review the technical specifications and other solicitation documents carefully to ensure they are fully informed of the project requirements.

OPRD CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions asked by Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
1. QUESTION: Is aluminum an acceptable option for replacement screen material for the dining hall sash restoration project? If not, could you let me know what is required.
RESPONSE: Yes. See Item 1 in Addendum for additional details.
2. QUESTION: Is it ok for me to write in costs for the performance bond and excess insurance requirement?
RESPONSE: OPRD is not requiring a Performance Bond on this project. All insurance and bond costs associated with the project should be included in costs in Line1 - Mobilization, Overhead.
3. QUESTION: It looks like the contractor needs to verify if there’s lead in the finishes. Do I write into the bid the costs of materials and labor to manage the lead dust and then if I don’t find lead, I remove those charges from the Project?
RESPONSE: Contractors may run into lead based paint and should assume it contains lead based paint in the pricing and practice.
