5. DETERMINATION BY ORDERING ACTIVITY CONTRACTING OFFICIER THAT

THE CONTRACTOR’S UNIQUE QUALIFICATIONS REQUIRES THE USE OF

THE CITED AUTHORITY.

The current deployed client-server-based digital content management solution, MagicInfo, has reached end-of-life and must be replaced. Appspace offers a robust, cloud-based platform that integrates digital signage, conference room booking, and workspace reservation functionalities within a single, user-friendly interface. Compared to other vendors reviewed, as a cloud-based service, Appspace will reduce operational costs as a single solution for all ONR digital content devices, including digital displays, touch displays, hoteling, and conference room scheduling devices. Although many of these products offer similar content management capabilities, Appspace provides a unique advantage in managing content across multiple devices deployed at

ONR. The purchase of any of the other products would result in the replacement of some of these devices due to incompatibility or require additional software product integration to meet all requirements. The implementation of Appspace at ONR will provide a single, fully integrated solution that streamlines workspace reservations, conference room bookings, and digital signage management. Appspace’s unique qualifications provides the best option for interoperability and compatibility with our existing hardware, for migration of existing digital content, and for transitioning to a cheaper cloud-based service.

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS WERE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE

Various vendors were contacted to determine if their commercial solutions best met ONR’s needs. The ONR Program Office researched these solutions through demos and the vendors websites and determined that AppSpace best met ONR’s needs.

7. DETERMINATION BY ORDERING ACTIVITY CONTRACTING OFFICIER THAT

THE ORDER’s PRICE WILL BE FAIR AND REASONABLE.

Since AppSpace is commercially available software through authorized resellers, comparisons will be made to determine if the costs are fair and reasonable. The Government will seek at a minimum 2-3 small business authorized resellers for competitive quotes.

8. DESCRIPTION OF THE MARKET RESEARCH.

Eight (8) vendors were contacted to compare their commercial solutions and to determine which solution best met ONR’s needs. Although many of these products offer similar content management capabilities, Appspace provides a unique advantage in managing content across multiple devices deployed at ONR. The purchase of any of the other products would result in the replacement of some of these devices due to incompatibility or require additional software product integration to meet all requirements.

9. ANY OTHER SUPPORTING FACTS
