Position requirements include specified education (BA/BS in relevant fields), years of GIS production experience using ESRI software (ranging from 3 to 5+ years depending on level), Python and ModelBuilder proficiency (3+ years), and completion of ESRI training courses. The contract is hybrid Firm Fixed Price and Time and Materials, with a period of performance of one 12-month base year and two optional 12-month years. Operations are Monday through Friday, 8:00 am to 5:00 pm, excluding federal holidays. The primary place of performance is 2800 Cottage Way, Sacramento, California 95825. Deliverables include biweekly progress reports, variable digital/paper products, bimonthly invoices and management reports, and recommended GIS enhancements. All data, code, and products created become property of the United States and are in the public domain unless explicitly exempted by federal law. PERFORMANCE WORK STATEMENT (PWS)
GEOSPATIAL INFORMATION SYSTEMS (GIS) TECHNICAL SUPPORT
1. BACKGROUND
This performance work statement (PWS) is provided to establish requirements for Bureau of Reclamation (Reclamation/BOR) Geospatial Information Systems (GIS) technical support principally for the California Great-Basin Region.
GIS is a complex system of databases and software applications (including but not limited to: Global Positioning Systems, Computer-Aided Drafting, and ESRI software/applications) to capture, store, check and display, analyze data, and produce information related to the surface of the Earth. The data exists as tables, models, maps, and spectral imagery. Geospatial data has a unique component in that it can show relationships between tabular data sets. Its purpose is to support Reclamation’s mission and programs and their analytical needs.
2. OBJECTIVE
To operate the CGBGIS Service Center for the California Great-Basin (CGB) Region of the BOR. This includes developing and maintaining the regional spatial resources enterprise databases and Reclamation-wide enterprise data to meet Reclamation’s objectives and U.S. government policies that concern data.
Support shall include providing GIS and related technologies service support for CGB Region in the following categories:
2.1. GIS Technical Service (Firm Fixed Price)
2.1.1. Software and Application Development
Design and development of geospatial software and applications, including GIS software products, applications for processing, analysis, or adding value to remotely sensed data, and applications to automate routine tasks and to customize end-user interfaces.
2.1.2. Analysis and Modeling
Application of analytical functions (exploratory analyses as well as model-driven analyses) of geospatial software tools.
2.1.3. Positioning and Data Acquisition
Knowledge of the unique geometric and thematic properties of geospatial data, the factors that affect data quality, and data production technologies. This includes data collection, data capture methods and technologies used to collect georeferenced observations and measurements along with the development of metadata on all data created that is to adhere to the FGDC ISO metadata standard.
2.1.4. End-user Support
Provide a Reclamation Help Desk and ESRI enterprise technical support/service.
2.2. Systems Management (Firm Fixed Price)
Includes but not limited to management of the DOI cloud server system, systems configurations for GIS and database technology, management of ArcGIS servers which are to include the web servers (Contractor will work closely with Reclamation IT and or DOI Cloud IT to ensure the integrity of the system).
2.3 Travel (Time and Materials)
Attendance at GIS meetings, conferences, and/or training sessions require prior approval by the Chief of Land Resources no less than thirty (30) days before confirming attendance.
All travel must be in accordance with FAR 31.205-46 Travel Costs and only actual expenses will be reimbursed and will not exceed the proposed.
NOT TO EXCEED $44,800.00 PER YEAR.
3. SCOPE
The scope of this work effort supports the CGBGIS Management Plan and Reclamation geospatial enterprise activities (BORGIS). BORGIS is identified as a Reclamation critical business system and CGBGIS is the California Great-Basin Region’s component of BORGIS. The contractor shall provide GIS experienced personnel to operate and maintain (system administration) the GIS server environment and support Reclamation programs, activities, and projects with digital and paper deliverables (maps, tables, geospatial data analyses, narrative reports, PowerPoint slides, GIS and web services applications) such as:
• Enterprise technical support for end users throughout the Region and Reclamation.
• Management of Region’s geospatial data bases.
• Flood inundation studies and Emergency Action Plan (EAP) updates and exercises.
• Land classification, ownership, and land use (cropping patterns) relationships.
• Surface and groundwater modeling support (e.g., CALSIM, total wetting, watershed).
• Internal and Web-based GIS services and ESRI applications (e.g., ArcGIS Field Maps, Dashboards, Arc GIS Online and other software).
• Compliance/enforcement of water & land use contracts.
• Water deliveries and transfers monitoring and adjustments.
• District boundary, PLSS, and ownership data and map development for property appraisals, Reclamation land resources management.
• Inclusion/exclusion of lands in water user organizations, including tabulation of acreages and adjustment of boundaries.
• Reclamation land records management.
• Global climate change activities and development of facilities operations models.
• Drainage Program analysis and map work, including model and groundwater mapping and modeling
• Land use planning includes but not limited to RMPs, EISs, Feasibility Studies, and project plans.
• Identification of habitat for Endangered Species Act (ESA) compliance with water contracting program.
• Proximity analysis for earthquake response/disaster response assessment programs
• Field Collection map/data preparation.
4. DESCRIPTION
The work performed by the CGB GIS Service Center staff will involve expert use of the ESRI GIS software suite. The Bureau of Reclamation uses an extensive library of natural resource and engineering databases as they relate to water resource management and environmental modeling, The tasks are centered on analysis, development and maintenance of spatial databases, development of applications using but not limited to the following programming languages: VB.net, C#, Javascript/HTML, ASP.net, MVC, ArcObjects/COM, Python. Understanding of frameworks such as Bootstrap, Breeze, JQuery and or Dojo. Other tasks include web-based services, map development and reporting. This includes integrating environmental models (e.g., DHI models, CALSIM, LTC) with GIS, developing links to external databases from the ArcGIS environment and designing user interfaces and helping maintain a sound GIS enterprise environment. Some of the work will also involve the use of Remote Sensing technology. The work performed will require in-depth use of computer hardware and software architecture, including peripheral devices normally used by
GIS such as network printers, scanners, and GPS units and other collection technologies. A thorough understanding of computer architecture and networks is desirable, as the work occasionally requires system management tasks to be performed such as GIS software upgrades, operating system maintenance including but not limited to RMPs, EISs, Feasibility Studies, and project plans).
5. SECURITY
The work defined in this contract is UNCLASSIFIED but involves working with SENSITIVE information with some frequency. This requires that new employees have a completed NAC (National Agency Check) and, at Reclamation’s discretion, the NACI (National Agency Check with Inquiries) prior to reporting for work. Higher clearance levels will be determined on a case-by-case basis. Incumbent employees must maintain existing clearance levels. All contract employees must comply with Reclamation Information Technology (IT) Security Program (ITSP): IT Security Awareness and Training Requirements as described in Directives and Standards IRM 08-09 (http://www.usbr.gov/recman/irm/irm08-09.htm) and WBR 1452.237-80 Security Requirements, Information Technology - Bureau of Reclamation (Oct 2006) Contract employees will comply with Homeland Security Presidential Directive (HSPD-12 and FIPS 201) and Reclamation procedures associated with Personal Identity Verification cards. On a case-by-case basis, contracted employees may be required to sign non-disclosure statements when tasked to work on sensitive assignments.
6. PERSONNEL REQUIRED
The California Great-Basin GIS Service Center is set up to deliver services and support the California Great Basin Region’s and Reclamation’s GIS and related technologies activities as a complete cost recovery activity. Suggested education, training and experience for the different skill level positions are outlined in Section 5.0. The following GIS skill level positions are required:
A. Consulting GIS Specialist - Service Center Manager and Site Supervisor/Application Developer * B. GIS Specialist – Production* C. GIS Specialist – Senior D. GIS Specialist
* Asterisked positions are positions for which no personnel substitutions may be made without the prior approval of the Reclamation Contracting Officer or his/her designee.
6.1. Position Descriptions and Requirements
6.1.1 Consulting GIS Specialist (Service Center Manager and Site Supervisor/Application Developer):
Management of the day-to-day operation and workload of the CGBGIS Service Center staff.
Provides support services associated with these staff such as payroll, billing, benefits programs, health care programs, human resources, travel and training. Coordinates GIS staff efforts to implement Reclamation’s policies and directives by scheduling and assigning tasks and duties to GIS programmers, production specialists and technicians. Oversees GIS operations support and operator training. Provides supervisory and administrative direction on production tasks, including the review of output for accuracy, adherence to design concepts and user standards, and for progress in accordance with work schedules. Supervises the updating and maintenance of the GIS databases. Ensures that the databases’ integrity and user access to the databases are maintained in accordance with the CGBGIS Management Plan.
In addition to the position requirements for GIS Senior Specialists, suggested minimum training and education (NOTE: Comparable work experience is acceptable):
• Systems and network administration supporting GIS, CAD operations.
• Database Management Operations Analyzing GIS systems requirements and defining work requirements.
Designing and developing GIS production and user interface tools.
• Analyzing, designing and developing GIS and program language components to produce, test and implement mathematical modeling systems functional within the GIS.
• Estimating costs for GIS tasks including staffing and hardware utilization requirements.
• Projecting GIS Service Center workloads and recommending hardware and software upgrades to meet upcoming requirements.
Developing enterprise systems and applications using ESRI server technologies that include Javascript, API, ArcGIS Online.
6.1.2 GIS Specialist (Production):
Coordinates with hardware or software vendors to ensure problem free hardware/software environment. Implements quality control procedures. Oversees all procedures performed by associate specialists and data technicians. Monitor and ensure proper data backups. Approve and release final product databases, maps and reports when appropriate and as delegated by the Service Center Manager.
Assists Service Center Manager and Assistant Manager in preparing and implementing user and project setup, accounting, and security. Performs mapping and database management functions on a variety of Reclamation projects. Creates schemas and workflow procedures for the enterprise operation. Manages various data collection technologies. Must have the ability to work independently, as well as within an interdisciplinary GIS Team.
In addition to the items outlined for GIS Specialists, suggested minimum training and education includes the following (NOTE: Comparable work experience is acceptable):
1. BA/BS in the natural, engineering or computer sciences.
2. 3 years or more of Python and or Modelbuilder.
3. Successful completion of any combination of the following ESRI training courses within the last 2 years may be substituted for some of the experience and/or time requirements:
a. Current ArcGIS Desktop or Pro.
b. Building Geodatabases or like coursework.
c. Cartographic Production.
d. ESRI 3D Creation/Analysis or Visualization coursework.
e. Modernizing your Field Workflows Using Fields for
ArcGIS.
f. Demonstrated working knowledge of ArcGIS software suite (incl. Arc Pro & Spatial Analyst).
g. Demonstrated geography, mapping and cartography skills.
h. Experience with ArcGIS Server, and ArcSDE configuration is desired.
i. ArcGIS Online administration.
6.1.3 GIS Specialist (Senior):
Performs systems analysis, concept and design, and program development, implementation, and documentation in the data processing specialty area of GIS. Prepares and implements user/project setup for any given GIS related project. Designs databases, automation and processing macros, and related analytical procedures. Maintains the application software, and the GIS databases. Performs digitizing tasks as needed.
In addition to the items outlined for GIS Specialists, suggested minimum training and education includes the following (NOTE: Comparable work experience is acceptable):
1. BA/BS in the geography, natural, engineering or computer sciences.
2. 3 to 5 years of GIS production work using ESRI software.
3. 3 years or more of Python and or Modelbuilder.
4. Successful completion of any combination of the following ESRI training courses within the last 2 years may be substituted for some of the experience and/or time requirements:
a. Current ArcGIS Desktop or Pro.
b. Building Geodatabases or like coursework.
c. Cartographic Production.
d. ESRI 3D Creation/Analysis or Visualization coursework.
e. Enterprise Geodata Management or like coursework.
f. Modernizing your Field Workflows Using Fields for ArcGIS.
6.1.1. GIS Specialist:
Performs mapping and graphics and tabular data. Assists in database design, automation and processing macros related analytical procedures. Maintains and updates geodatabases. Reviews output for data accuracy and for adherence to end user’s output criteria. Assists with Arc GIS Online, maintains logs, records and files. Provides GIS assistance to Reclamation staff.
Suggested minimum training and education includes the following (NOTE: Comparable work experience is acceptable):
1. BA/BS in Geography or Natural, Engineering or Computer Sciences.
2. 3 to 5 years of GIS production work using ESRI software.
3. Coursework in cartography and or graphic design.
4. Successful completion of any combination of 3 the following ESRI training courses within the past two years. This may be substituted for some of the experience and/or time requirements:
a. ArcGIS Pro.
b. Introduction of Geoprocessing Scripts Using Python.
c. Basics of Python.
d. Managing Lidar Data Using Mosaic Datasets.
e. Map Design Fundamentals.
f. Creating Prediction Surfaces in ArcGIS.
g. Building Geoprocessing Models Using ArcGIS Pro.
h. Creating and Sharing GIS Content Using ArcGIS Online.
i. User Workflows for ArcGIS Online Organizations.
7. TASKS
7.1. Planning
Contractor shall conduct ongoing investigation and analysis of current and emerging technologies and report on their relevance and applicability to the geospatial resources field in support of Reclamation’s mission, programs, and operational priorities. Utilize planning as a tool to keep all CGBGIS Service Center systems operational and available for integration as technologies emerge. Contractor shall work with Reclamation planners and managers in using resources of the CGBGIS Service Center to meet Reclamations mission.
7.2. Operations
Contractor shall ensure proper operation of government provided GIS related supplies and equipment (GIS systems, equipment and software) and ongoing management of Geospatial Cloud services, systems/network administration, and load balancing.
7.3. Development
The Contractor shall provide GIS application development, studies, modeling, map work, proximity analysis, web services including ArcGIS online for the Region and at times Reclamation programs at the enterprise level (Reclamation-wide). Reclamation will become the owner of any developed programs/applications as part of this effort.
7.4. Maintenance
The Contractor shall perform maintenance on the GIS system, collaborate, coordinate with Reclamation IT staff in routine maintenance and/or replacement of servers, system configuration, backups, security, web services, geospatial database maintenance, ArcGIS online, printer/plotter maintenance and other equipment necessary to meet the present and future needs of Reclamation.
7.5. Training
The Contractor shall collaborate, coordinate and train Reclamation IT staff in routine maintenance of GIS systems and data structure/configuration to ensure that the necessary backups, security, web services, geospatial database maintenance, is performed to ensure continuity of the data over time.
Additionally, Contractor shall provide training or assist in the coordination of training for Reclamation staff and GIS users of current software applications and provide the technical user support to those users.
7.6. Travel
The Contractor shall participate in key GIS project and development meetings, BORGIS meetings, and Geospatial technical team meetings to provide training and assistance within the Cottage Way Federal building, California Great Basin Area Offices, field offices and locations within the continental United States as required and approved by the Chief of Land Resources.
7.7. Reporting
The Contractor shall prepare a Weekly Progress/Status and a monthly Management Report/Invoice and shall deliver to COR by documenting accomplishments, plans, program changes, problems, expenditures, and issues for the reporting period.
8. DELIVERABLE(S)/DELIVERY SCHEDULE
The following table outlines the required contract deliverables. Each deliverable, except for the weekly report, shall specify the contract number, deliverable title, Contract Data Requirements List (CDRL)/Data Item Description (DID) number, due date, quantity, and distribution information.
9. CONDUCT
The Contractor working on this contract shall conduct themselves in a professional manner and become familiar with all Government regulations as posted. If any complaints are received, they shall be investigated immediately and the issue either resolved or the Contractor violating the policy removed from the facility.
10. GOVERNMENT FURNISHED EQUIPMENT (GFE)/GOVERNMENT FURNISHED

The Government will provide an one (1) issued laptop and two (2) computer monitors to each of the Contractor GIS personnel. An office printer is available for use.

Should it become necessary for the contractor(s) to relocate to a non-Federal space, the Government will continue to provide one (1) issued laptop and two (2) monitors to each of the Contractor GIS personnel. The Government will provide access to GIS program software and hardware components, architectures, designs, plans, information, and networks required to complete the required tasks.
11. TYPE OF CONTRACT
The government intends to award a hybrid Firm Fixed Price and Time and Materials (Travel) type of contract.
12. PERIOD OF PERFORMANCE
The period of performance shall be for one (1) base year of 12 months and two (2) 12-month option years.
13. HOURS OF OPERATIONS
The Contractor is responsible for conducting business, between the hours of 8:00 am to 5:00 pm, Monday through Friday except Federal holidays or when the Government facility is closed due to administrative closings, or similar Government directed facility closings. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
14. RECOGNIZED HOLIDAYS

The Contractor is not required to provide services on recognized holidays.
15. OVERTIME APPROVAL
Contractors may be required to work overtime to meet BOR deadlines or support emergency response activities, but only at the request of the Chief of Land Resources.
16. PLACE OF PERFORMANCE
A dedicated office space within the Division of Resource Management will be available for use at the following location:

Attendance at GIS meetings, conferences, and/or training sessions may be held at additional remote locations and require prior approval by the Chief of Land Resources no less than thirty (30) days before confirming attendance.
17. IDENTIFICATION OF CONTRACTOR
All Contractor personnel require a Department of the Interior (DOI) Personal Identity Verification (PIV) card that must always be worn while at the facility.
18. CONTRACTOR TRAVEL
Contractor may be required to travel to training events, conferences, and meetings related to GIS. Requires prior approval by the Chief of Land Resources no less than thirty (30) days before confirming attendance.
The Contractor must have valid driver’s license and REAL ID. The Contractor will not be authorized to drive Government vehicles.
18.1. Contractor Vehicle Use Clause
1. While travelling between sites, the Contractor will track all miles for reimbursement. The
Contractor shall be reimbursed at the GSA-established standard mileage rate for all authorized business travel.
2. The Contractor shall provide to the COR a monthly vehicle log with mileage for reimbursement. This log will be supplied by the Government and signed off by the COR monthly.
3. The Contractor is required maintain valid automobile insurance that includes liability coverage meeting or exceeding the minimum requirements. Proof of insurance must be provided upon request.
4. The Contractor agrees to always operate their vehicle in a safe and lawful manner and to comply with all applicable traffic laws and regulations.
19. SHIPPING INFORMATION
All deliverables (Section 8) shall be submitted to the Division of Resources Management for final acceptance by the COR or alternate COR to the following address:

The Contractor shall make use of commercial best practices in the packing and shipment of packages, unless otherwise stated in this PWS.
1. Method of Delivery:
Unless otherwise specified, all deliverables shall be made to MPRO in both hard copy and electronic format.
Generally, electronic copies shall be delivered in conformance with Reclamation standards such as ESRI®, ERDAS®, DHI®, Adobe Acrobat®, and MS Office®
2. Inspection and Acceptance Criteria: The COR, or their designee, is responsible for inspection and acceptance of all incoming shipments and documents.
20. DATA RIGHTS
All data collected and created, all programming code/scripts created, all value added, and all products created are property of the United States and are in the public domain unless explicitly exempted by appropriate Federal law or regulation.
