A.1.1 Purpose:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This procurement is being conducted FAR Part 13 Simplified Acquisition Procedures; therefore, competitive range determinations as provided for in FAR Part 15 Contracting by Negotiation, are not applicable under this FAR Part 13 acquisition. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The purpose of this procurement to ensure uninterrupted audiovisual functionality within the CDC EOC by implementing a high-performance, scalable, and redundant AV switching system. The contractor shall deliver a fully operational Crestron AV switching system (or equal) that meets CDC’s requirements for real-time communication, operational continuity, and long-term system reliability.
A.1.2 Solicitation Number:
The solicitation number is 75D30125Q78735 and is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05.
A.1.3 NAICS Code:
The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 - Audio and Video Equipment Manufacturing, with a small business size-standard of 750 Employees. This procurement is full and open. Vendors must be registered in the System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award.
A.1.4 Contract Overview and Period of Performance The government anticipates awarding 1 Firm-Fixed Price contract from this solicitation. CDC anticipates the resulting period of performance will be 6 months from the effective date of the contract. This contract includes the clause FAR 52.217-8, which if exercised, may add up to an additional 6 months to the contract in addition to the total of 12 months.
A.1.5 Place of Performance It is anticipated the performance of this contract will be completely onsite at the CDC, Roybal Campus.

B-2 Supplies and Service Performance Work Statement Title: EOC Audio/Visual System Solution
B-2.1. BACKGROUND
The Centers for Disease Control and Prevention (CDC) Emergency Operations Center (EOC) serves as a mission-critical coordination hub that enables the agency to respond to public health emergencies 24/7/365. The EOC plays a key role in monitoring public health threats, alerting leadership to critical developments, and coordinating response activities across the agency and with external stakeholders.
To maintain operational effectiveness, the EOC relies on a fully functional audiovisual (AV) system that ensures timely communication and real-time situational awareness. The current video switcher system is nearing end-of-life, with multiple failed components and no available spare parts, posing a significant risk of system failure. In the event of failure, the EOC Video Wall and associated displays would become inoperable, disrupting critical information-sharing, emergency briefings, and operational meetings.
To mitigate this risk and ensure continued reliability, the CDC is seeking to replace the existing video switcher system with an upgraded Crestron audio/video switching system. This new system will improve signal distribution, increase system redundancy, and support future scalability. Additionally, the project includes removal of obsolete equipment and cables, optimizing the EOC’s AV infrastructure for efficiency and long-term sustainability.
B-2.2. PURPOSE/OBJECTIVE
The purpose of this procurement to ensure uninterrupted audiovisual functionality within the CDC EOC by implementing a high-performance, scalable, and redundant AV switching system. The contractor shall deliver a fully operational Crestron AV switching system that meets CDC’s requirements for real-time communication, operational continuity, and long-term system reliability.
The objectives of this project include:
· Enhancing Operational Resilience: Deploying a Crestron NVX switching system to provide a stable, high-availability AV infrastructure that eliminates signal failures and system downtime.
· Ensuring Seamless Video and Audio Distribution: The system shall support 4K60 4:4:4 resolution with HDCP 2.3 compliance, delivering zero-latency, lossless signal processing.
· Optimizing AV Infrastructure: The contractor shall remove outdated equipment and redundant cabling, ensuring a streamlined, well-organized AV environment.
· Providing a User-Friendly Control Interface: The system shall include an intuitive, touch-based user interface that allows for easy switching of video and audio sources, and maintain the current look and feel of the existing touch panel.
· Minimizing Disruptions to EOC Operations: All installation activities shall be conducted in a manner that avoids unnecessary downtime, ensuring continuous operational capability during the transition.
· Delivering a Future-Ready Solution: The installed system shall be scalable and adaptable, capable of integrating with future AV technologies and upgrades.

B-2.4. Description of Services & Supporting Requirements The contractor shall provide all labor, materials, and expertise necessary to install and integrate a fully operational Crestron NVX switching system within the CDC EOC. The contractor shall ensure that the final system meets CDC’s operational requirements by delivering a solution that is technologically advanced, user-friendly, and highly reliable. The scope of work includes the following key performance areas:
1. System Installation & Integration
· Install and configure the Crestron NVX switching system to provide seamless AV signal distribution across the EOC.
· Ensure full compatibility with existing network infrastructure, video walls, and peripheral AV devices.
· Implement safeguards against Extended Display Identification Data (EDID) conflicts and HDCP issues to prevent signal loss.
2. Infrastructure Optimization
· Assess and remove obsolete or unused cabling and AV equipment to ensure an organized and efficient system layout.
· Label all retained cables and components according to AVIXA industry standards.
· Implement proper cable management to maintain optimal airflow and system cooling within AV racks.
3. Testing & System Validation
· Conduct comprehensive end-to-end testing to verify seamless routing of all input sources to designated output locations.
· Ensure that all video and audio signals maintain zero latency and no degradation throughout the system.
· Verify the functionality of all control interfaces and confirm that CDC users can operate the system effectively.
4. User Interface & Control System
· Deploy a touch panel interface that provides an intuitive and user-friendly experience for AV switching.
· Include a backup control method to maintain operability in the event of a touch panel failure.
· Work with CDC personnel to customize the control system’s interface to meet operational needs.
5. Training & Documentation
· Provide training sessions for CDC staff on system operation, troubleshooting, and maintenance best practices.
· Deliver two (2) complete sets of As-Built Drawings, detailing system configurations and cabling infrastructure.
· Supply technical manuals and operational documentation in both printed and digital formats.
6. Warranty & Support
· Provide a minimum one-year warranty on all installed equipment and workmanship.
· Supply spare critical components for rapid replacement in case of failures.
· Offer post-installation support and guidance to ensure long-term system performance.
7. Programming Expertise:
· All programming must be performed by a Gold Crestron Master Programmer who will be on-site.

The contractor shall perform all work in coordination with CDC’s AV Team and minimize disruption to ongoing EOC operations. The installed system shall be future-ready, allowing for seamless expansion and integration with new AV technologies as needed.
TASKS TO BE PERFORMED
The contractor shall execute the following tasks to achieve full system functionality:
1. Equipment Procurement & Preparation
· Verify that all existing equipment and components meet CDC’s technical and security standards.
· Inspect and pre-configure AV components to streamline the installation process.
· The contractor is responsible for providing all additional tools, equipment, and personnel necessary for successful project completion.
2. System Installation & Configuration
· Install all switchers, encoders, decoders, network switches, and control interfaces.
· Ensure proper cable routing and integration with existing infrastructure.
· Perform a comprehensive system validation test to ensure all inputs/outputs function as required.
· Address and resolve any issues prior to final acceptance testing.
3. Training & Documentation Delivery
· Conduct hands-on training sessions for CDC personnel.
· Provide all final As-Built Drawings and system documentation.
· Complete a final system walkthrough with CDC representatives.
· Provide a transition plan for ongoing support and warranty services.
B-2.5. GOVERNMENT FURNISHED PROPERTY
The government does not anticipate providing government furnished property. It will provide the following resources to support the contractor’s execution of this project:
· Access to the installation site within the EOC and designated facilities.
· Existing documentation of the current AV system for reference.
· Coordination support from CDC’s AV and IT teams to facilitate insight to inform installation and network integration.
· Storage space for staging equipment and materials during the installation process.
B-2.6. PLACE OF PERFORMANCE AND CONTRACT SUPPORT HOURS
All work shall be performed at the CDC Roybal Campus located at 1600 Clifton Road, Atlanta Georgia, Building 21, in the Emergency Operations Center.
Hours may be arranged to be during or outside of general work hours for the government.

B-2.9. SPECIAL CONSIDERATIONS
Some existing cabling, parts, components, and other AV equipment does exist in the EOC as part of this project. All existing cabling, parts, components, and equipment, that can be appropriately integrated with the switcher shall remain in place. All unnecessary, or obsolete, cabling, parts, components, or equipment shall be removed and provided to the DEOAV team for excessing.
B-2.10. MINIMUM VENDOR QUALIFICATIONS
The vendor shall have demonstrated organizational capacity for projects similar in complexity and scope during the past three (3) years, including specific experience with:
· Design, installation, and integration of large-scale audiovisual (AV) systems, specifically within mission-critical or government operations centers.
· Implementation of Crestron NVX switching systems or similar high-capacity AV switching solutions, ensuring seamless signal distribution.
· Configuration of 4K60 4:4:4 video processing with HDCP 2.3 compliance, including AV-over-IP solutions.
· Networked AV deployments, including configuring AV traffic on managed network switches without disruption to other network functions.
· Removal and replacement of legacy AV infrastructure, including structured cabling, labeling, and documentation per AVIXA industry standards.
· Development of intuitive user interface control systems, including Crestron touch panels and backup control solutions.
· Providing training and documentation to end-users, ensuring system operability and troubleshooting capabilities.
· Adhering to federal security, safety, and operational guidelines, ensuring compliance with government IT security and operational standards.
· Programming Expertise:

B-2.11. ADDITIONAL REQUIREMENTS
Electronic and Information Technology Accessibility
(a) Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 and the Architectural and Transportation Barriers Compliance Board Electronic and Information (EIT) Accessibility Standards (36 CFR part 1194), require that when Federal agencies develop, procure, maintain, or use electronic and information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who are not individuals with disabilities, unless an undue burden would be imposed on the agency. Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.
(b) Accordingly, any offeror responding to this solicitation must comply with established HHS EIT accessibility standards. Information about Section 508 is available at http://www.hhs.gov/web/508. 205 WCAG 2.0 Level A & AA Success Criteria 302 Functional Performance Criteria 502 Inoperability with Assistive Technology 504 Authoring Tools 602 Support Documentation 603 Support Services In order to facilitate the Government's determination whether proposed EIT supplies meet applicable Section 508 accessibility standards, offerors must submit an HHS Section 508 Product Assessment Template, in accordance with its completion instructions. The purpose of the template is to assist HHS acquisition and program officials in determining whether proposed EIT supplies conform to applicable Section 508 accessibility standards. The template allows offerors or developers to self-evaluate their supplies and documentation detail - whether they conform to a specific Section 508 accessibility standard, and any underway remediation efforts addressing conformance issues. Instructions for preparing the HHS Section 508 Evaluation Template are available under Section 508 policy on the HHS Web site http://hhs.gov/web/508.
In order to facilitate the Government's determination whether proposed EIT services meet applicable Section 508 accessibility standards, offerors must provide enough information to assist the Government in determining that the EIT services conform to Section 508 accessibility standards, including any underway remediation efforts addressing conformance issues.
(d) Respondents to this solicitation must identify any exception to Section 508 requirements. If a offeror claims its supplies or services meet applicable Section 508 accessibility standards, and it is later determined by the Government, i.e., after award of a contract or order, that supplies or services delivered do not conform to the accessibility standards, remediation of the supplies or services to the level of conformance specified in the contract will be the responsibility of the Contractor at its expense.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. C.2 FAR, HHSAR Clauses in Full Text 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the expiration of the contract.
HHSAR 352.232-71 Electronic submission of payment requests (February 2022)
(a) Definitions. As used in this clause—
(1) “Payment request” means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract.
(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.
(c) The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.
1. If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer's written authorization with each payment request. As used herein, technical directions are directions to the Contractor which fill in details, suggests possible lines of inquiry, or otherwise completes the general scope of work set forth herein. These technical directions must be within the general scope of work and may not alter the scope of work or cause changes of such a nature as to justify an adjustment in the stated contract price/cost, or any stated limitation thereof.
In the event that the Contractor believes full implementation of any of these directions may exceed the scope of the contract, he or she shall notify the originator of the technical direction and the Contracting Officer, immediately or as soon as possible, in a letter or e-mail separate of any required report(s). No technical direction, nor its fulfillment, shall alter or abrogate the rights and obligations fixed in this contract.
The Government COR is not authorized to change any of the terms and conditions of this contract. Contract changes shall be made only by the Contracting Officer by properly written modification(s) to the contract.
The Government will provide the Contractor with a copy of the COR delegation memorandum upon request.
CDCP.G009 Contracting Officer (Jul 1999)
1. The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions, or other stipulations of this contract.
1. No information, other than that which may be contained in an authorized modification to this contract, duly issued by the Contracting Officer, which may be received from any person employed by the United States Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.
CDCP.G010 Contract Communications/Correspondence (Jul 1999) The Contractor shall identify all correspondence, reports, and other data pertinent to this contract by imprinting thereon the contract number from Page 1 of the contract.
CDC0.G018 Payment by Electronic Funds Transfer (Feb 2018)
1. The Government shall use electronic funds transfer to the maximum extent possible when making payments under this contract. FAR 52.232-33, Payment by Electronic Funds Transfer –System for Award Management, in Section I, requires the contractor to designate in writing a financial institution for receipt of electronic funds transfer payments.
1. In the case that EFT information is not within the System of Award Management, FAR 52.232-34 requires mandatory submission of Contractor’s EFT information directly to the office designated in this contract to receive that information (hereafter: “designated office”); see below. The contractor shall submit the EFT information within the form titled “ACH Vendor/Miscellaneous Payment Enrollment Form” to the address indicated below.
