About this file

This is a Technical Compliance Matrix form (Attachment 2) for RFQ 75D301-26-Q-79258, used to demonstrate compliance with minimum technical requirements for a Rugged, Mobile Data Acquisition System for Coal Mine Roof Safety Research. Quoters must complete every row of the matrix by indicating Yes or No compliance, identifying the proposed product/configuration and part number, explaining how the configuration satisfies each requirement, and citing specific manufacturer documentation references. A Yes response alone is insufficient; failure to provide sufficient information to establish compliance may result in the quotation being determined technically unacceptable.

The matrix addresses 23 minimum technical requirements organized into seven sections. Key specifications include: minimum 12 simultaneous data acquisition channels expandable to 24 channels (3.1(a)-(b)); minimum 16-bit resolution and 200 kHz sample rate or 80 kHz bandwidth per channel with anti-aliasing filters achieving 100 dB attenuation per octave (3.1(c)-(d)); synchronized acquisition across channels, onboard data storage, and standalone operation without PC connection (3.1(e)-(g)); universal signal conditioning for IEPE accelerometers, strain gauges, and excitation-requiring transducers (3.2(a)-(c)); DC power operation, no cooling fan requirement, footprint under 10x12 inches, height under 12 inches, weight under 20 pounds, ruggedness to 5g RMS vibration and 50g peak shock per MIL-STD-810, operating temperature range 0°F to 120°F, and IP67 ingress protection (3.3(a)-(h)); wireless connectivity for remote control and configuration via tablet, mobile phone, or PC (3.4(a)); onboard data storage with PC transfer capability (3.4(c)); camera integration with synchronized video and data recording (3.5(a)); CAN bus capability built-in or via add-on module (3.6(a)-(b)); and compatibility with Siemens Simcenter Testlab software (3.7(a)). The quoter must provide a certification that all information accurately describes the quoted product and that all exceptions or deviations have been disclosed.

ATTACHMENT 2 - TECHNICAL COMPLIANCE MATRIX

Purpose: This matrix is used to demonstrate compliance with each minimum technical requirement in Attachment 1, Statement of Requirements - Rugged, Mobile Data Acquisition System for Coal Mine Roof Safety Research.

Products from any manufacturer may be proposed. References to Siemens Simcenter Testlab identify a required interoperability characteristic and do not restrict the manufacturer of the proposed data acquisition system.

Instructions to Quoter: Complete every row. A Yes response alone is insufficient. For each requirement, indicate Yes or No, identify the proposed product/configuration and applicable part number, explain how the proposed configuration satisfies the requirement, and cite the specific page, section, URL, or other location in supporting manufacturer documentation that substantiates compliance.

For any requirement satisfied through an optional, future, or manufacturer-supported expansion/add-on module, identify the manufacturer and model/part number and provide supporting documentation demonstrating compatibility with the proposed system. Unless Attachment 1 requires the expansion item as part of the initial deliverable, future expansion items are not required to be priced as part of the initial configuration.

Failure to provide sufficient information to establish compliance with a minimum requirement, or an exception or deviation affecting a minimum requirement, may result in the quotation being determined technically unacceptable.
