About this file
This is a Technical Compliance Matrix form for RFQ 75D301-26-Q-79258, a U.S. federal procurement for a rugged, mobile data acquisition system intended for coal mine roof safety research. The matrix serves as the template quoters must complete to demonstrate compliance with all minimum technical requirements specified in Attachment 1 (Statement of Requirements). Products from any manufacturer may be proposed, though the system must be compatible with the Government's existing Siemens Simcenter Testlab software environment. Quoters are required to complete every row by indicating Yes or No for each requirement, identifying the proposed product/configuration and part number, explaining how the proposed configuration satisfies the requirement, and citing specific manufacturer documentation supporting compliance. A Yes response alone is insufficient; quoters must provide detailed explanations and substantiating evidence. For requirements satisfied through optional, future, or manufacturer-supported expansion modules, quoters must identify the manufacturer, model/part number, and compatibility documentation; such expansion items need not be priced unless Attachment 1 requires them as part of the initial deliverable. Failure to provide sufficient information or disclosure of exceptions/deviations affecting minimum requirements may result in technical unacceptability.
The matrix specifies 21 minimum technical requirements organized into seven sections covering data acquisition capabilities (12 simultaneous channels expandable to 24, 16-bit resolution minimum, 200 kHz sample rate or 80 kHz bandwidth with 100 dB anti-aliasing filters, synchronized acquisition, onboard storage, and standalone operation), signal conditioning (support for IEPE accelerometers, strain gauges, and other excitation-requiring transducers), physical and environmental specifications (DC power operation, no cooling fan, footprint less than 10 by 12 inches, height under 12 inches, weight under 20 pounds, MIL-STD-810 shock/vibration resistance of 5g RMS and 50g peak, operating temperature range 0°F to 120°F, and IP67 ingress protection), wireless connectivity and remote control capabilities, data storage and transfer functions, camera integration with synchronized video recording, CAN bus acquisition capability (available in initial configuration or as future expansion option), and Siemens Simcenter Testlab software compatibility. The form includes fields for quoter name, manufacturer, make/model, proposed system configuration, and primary part/model number, and concludes with a certification statement that the quoter must sign and date, attesting that all information accurately describes the quoted product and that all exceptions or deviations from RFQ requirements have been disclosed.

ATTACHMENT 2 - TECHNICAL COMPLIANCE MATRIX
Purpose: This matrix is used to demonstrate compliance with each minimum technical requirement in Attachment 1, Statement of Requirements - Rugged, Mobile Data Acquisition System for Coal Mine Roof Safety Research.
Products from any manufacturer may be proposed. References to Siemens Simcenter Testlab identify a required interoperability characteristic and do not restrict the manufacturer of the proposed data acquisition system.
Instructions to Quoter: Complete every row. A Yes response alone is insufficient. For each requirement, indicate Yes or No, identify the proposed product/configuration and applicable part number, explain how the proposed configuration satisfies the requirement, and cite the specific page, section, URL, or other location in supporting manufacturer documentation that substantiates compliance.
For any requirement satisfied through an optional, future, or manufacturer-supported expansion/add-on module, identify the manufacturer and model/part number and provide supporting documentation demonstrating compatibility with the proposed system. Unless Attachment 1 requires the expansion item as part of the initial deliverable, future expansion items are not required to be priced as part of the initial configuration.
Failure to provide sufficient information to establish compliance with a minimum requirement, or an exception or deviation affecting a minimum requirement, may result in the quotation being determined technically unacceptable.
