About this file
This is a Statement of Requirements (SOR) for RFQ 75D301-26-Q-79258 issued by the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Mining Research Division (PMRD), for a rugged, mobile data acquisition system designed for coal mine roof safety research.
The NIOSH PMRD requires a complete, field-ready data acquisition system to collect and analyze synchronized, high-frequency sensor data from roof bolting machines operating in underground coal mine environments. Minimum technical specifications include: 12 simultaneous data acquisition channels (expandable to 24), 16-bit minimum resolution, 200 kHz sample rate or 80 kHz bandwidth per channel with 100 dB anti-aliasing filters, onboard data storage, and standalone operation without PC connection. The system must provide universal signal conditioning for IEPE accelerometers, strain gauges, and excitation-based transducers. Physical constraints require a footprint under 10 by 12 inches, height under 12 inches, and weight under 20 pounds. Environmental durability specifications mandate DC power operation, fanless design, IP67 ingress protection, 0°F to 120°F operating temperature range, and ability to withstand 5g RMS vibration and 50g peak shock per MIL-STD-810 standards. The system must support wireless remote control and configuration via tablet, mobile phone, or PC during testing, integrate at least one synchronized camera, and include either built-in or add-on CAN bus capability. Critical software requirement: full compatibility and interoperability with the Government's existing Siemens Simcenter Testlab software environment. The contractor must be the manufacturer or authorized reseller/distributor and provide manufacturer-authorized technical support. Delivery is required six months from award to NIOSH Pittsburgh Mining Research Division, 626 Cochran Mill Road, Pittsburgh, Pennsylvania 15236, with all necessary hardware, software licenses, cables, connectors, and documentation included in the delivered configuration.

STATEMENT OF REQUIREMENTS
Rugged, Mobile Data Acquisition System for Coal Mine Roof Safety Research
1. Background and Purpose The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Mining Research Division (PMRD), requires a rugged, mobile data acquisition system to support research involving roof bolting machines operating in underground coal mine environments.
The system will be used to collect and analyze synchronized, high-frequency data from sensors installed on a roof bolting machine. The resulting data will support NIOSH research evaluating machine response and mine-roof conditions to improve mine safety.
2. Scope The Contractor shall provide a complete, field-ready data acquisition system, including all hardware, software, licenses, cables, connectors, communications equipment, and accessories necessary to meet the requirements below.
The system shall be suitable for installation and operation on a roof bolting machine in an underground coal mine environment.
3. Minimum Salient Characteristics The proposed system shall meet the following minimum requirements.
3.1 Data Acquisition
(a) Provide a minimum of 12 simultaneous data acquisition channels;
(b) Be expandable to support a minimum of 24 data acquisition channels through the addition of compatible modules;
(c) Provide a minimum resolution of 16 bits;
(d) Provide a minimum sample rate of 200 kHz or bandwidth of 80 kHz per channel with analog and digital anti-aliasing filters that achieve 100 dB or more of attenuation per octave, as applicable;
(e) Provide synchronized acquisition across the required measurement channels;
(f) Support onboard data storage; and
(g) Support standalone data acquisition without a wired connection to a PC during testing.
3.2 Signal Conditioning
The system shall provide universal signal conditioning capable of supporting multiple sensor types, including:
(a) IEPE accelerometers;
(b) strain gauges; and
(c) other transducers requiring excitation.
3.3 Rugged and Mobile Operation
The system shall be suitable for operation in the underground mining environment and shall:
(a) Operate using DC power;
(b) Operate without a cooling fan;
(c) Have a footprint of less than 10 inches by 12 inches;
(d) Be less than 12 inches high;
(e) Weigh less than 20 pounds;
(f) Withstand shock and vibration of at least 5 g RMS vibration and 50 g peak shock, consistent with applicable MIL-STD-810 test methods;
(g) Operate over a minimum temperature range of 0°F to 120°F (-17.8°C to 48.9°C); and
(h) Provide a minimum IP67 ingress-protection rating for protection against dust and water.
These characteristics are necessary to permit installation and reliable operation of the system on a roof bolting machine in the intended underground mining environment.
3.4 Wireless Control and Monitoring
(a) Provide wireless connectivity that allows an authorized user to remotely control and configure the data acquisition system, monitor sensor signals, and modify measurement settings using a tablet, mobile phone, or PC during testing.
(b) Wireless transmission of recorded test data is not required.
(c) Measurement data shall be stored onboard the data acquisition system during testing and shall be capable of being transferred to a PC following testing.
3.5 Video Integration
(a) Support integration of at least one camera with synchronized video and measurement-data recording.
3.6 CAN Bus Capability
(a) Provide either built-in CAN bus capability or support for a compatible add-on module that enables the system to acquire CAN bus data.
(b) The capability may be provided as part of the initial system configuration or through a manufacturer-supported expansion option available for future Government use.
3.7 Software Interoperability
(a) Be compatible and interoperable with the Government's existing Siemens Simcenter Testlab software environment.
Program Office Rationale: NIOSH PMRD currently owns and uses Simcenter Testlab software for instrumentation setup, data acquisition, and data analysis. Compatibility with the existing Testlab environment supports efficient data collection and processing by NIOSH PMRD personnel.
4. Required Hardware, Software, and Accessories The Contractor shall provide all components necessary for a complete and operational system, including:
• Data acquisition hardware;
• Signal-conditioning components;
• Data storage components;
• Wireless communication components;
• Required software and licenses;
• Power components;
• Required cables and connectors;
• Camera integration components, as applicable;
• Required mounting/accessory components; and
• Manufacturer documentation.
All components necessary to satisfy the minimum requirements of this SOR shall be included in the delivered configuration unless the SOR expressly identifies the capability as a manufacturer-supported future expansion option.
5. Commercial Product and Technical Support The Government anticipates acquiring a commercial product.
The Contractor shall be the manufacturer or an authorized reseller/distributor of the proposed system.
Manufacturer-authorized technical support shall be available for the delivered configuration.
6. Delivery The complete system shall be delivered to:
NIOSH Pittsburgh Mining Research Division Attention: David Yantek 626 Cochran Mill Road Pittsburgh, Pennsylvania 15236
Required delivery: Six months from the date of award.
7. Inspection and Acceptance The Government will inspect the delivered system for completeness and verify that it satisfies the minimum salient characteristics identified in this SOR.
