About this file

This is a Request for Quotation (RFQ) for maintenance and support services for automated environmental monitoring equipment at the Centers for Disease Control and Prevention (CDC).

The CDC seeks maintenance, calibration, and support services for existing IntelliSense environmental monitoring systems across five laboratory branches: Bacterial Special Pathogen Branch (BSPB), Chronic Viral Diseases Branch (CVDB), Infectious Disease Pathology Branch (IDPB), Pox & Rabies Branch (PRB), and Viral Special Pathogens Branch (VSPB). Services include preventive maintenance, corrective repairs, equipment calibration, initial qualification (IQ) and operational qualification (OQ), and 24/7 technical support. The contractor must maintain compatibility and interoperability with the existing IntelliSense environment without degradation of current functionality. An optional scale-up component (CLIN 0006) allows for additional probe additions at a unit price, with a maximum evaluation quantity of 30 units. The contract is firm-fixed-price with a period of performance from September 2026 through September 2027, located at 1600 Clifton Road NE, Atlanta, GA 30329.

Quotations are due by September 28, 2026, at 9:00 AM Eastern Time, submitted electronically to ah78@cdc.gov. Questions must be submitted by September 22, 2026, at 3:00 PM Eastern Time. The solicitation is unrestricted with no small business set-aside. Award will be made to the responsible quoter offering the best value based on streamlined comparative evaluation of technical capability, past performance, and price, with technical capability and past performance weighted more heavily than price. The Government will determine fair and reasonable pricing based on competition and historical data. The contract incorporates FAR and HHSAR clauses, including Service Contract Labor Standards, Buy American provisions, Section 508 accessibility standards, and records management requirements. Offerors must certify capability to provide ISO 17025 NIST-traceable calibration services and demonstrate IntelliSense system compatibility. All quotations must include relevant past performance examples and remain valid for 30 days following the quotation due date.

(c) If the offeror does not certify to the conditions in paragraph (a) of this provision-

(1) The clause in this solicitation at 52.222-51, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Requirements, will not be included in any resultant contract awarded to this offeror;

Components of unknown origin are treated as foreign. Scrap generated, collected, and prepared for processing in the United States is considered domestic; or

(B) The end product is a COTS item; or

(2) For an end product that consists wholly or predominantly of iron or steel or a combination of both, an end product manufactured in the United States, if the cost of foreign iron and steel constitutes less than 5 percent of the cost of all the components used in the end product. The cost of foreign iron and steel includes but is not limited to the cost of foreign iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the end product and a good faith estimate of the cost of all foreign iron or steel components excluding COTS fasteners. Iron or steel components of unknown origin are treated as foreign. If the end product contains multiple components, the cost of all the materials used in such end product is calculated in accordance with the definition of "cost of components".

End product means those articles, materials, and supplies to be acquired under the contract for public use.

Fastener means a hardware device that mechanically joins or affixes two or more objects together. Examples of fasteners are nuts, bolts, pins, rivets, nails, clips, and screws.

Foreign end product means an end product other than a domestic end product.

Foreign iron and steel means iron or steel products not produced in the United States. Produced in the United States means that all manufacturing processes of the iron or steel must take place in the United States, from the initial melting stage through the application of coatings, except metallurgical processes involving refinement of steel additives. The origin of the elements of the iron or steel is not relevant to the determination of whether it is domestic or foreign.

Predominantly of iron or steel or a combination of both means that the cost of the iron and steel content exceeds 50 percent of the total cost of all its components. The cost of iron and steel is the cost of the iron or steel mill products (such as bar, billet, slab, wire, plate, or sheet), castings, or forgings utilized in the manufacture of the product and a good faith estimate of the cost of iron or steel components excluding COTS fasteners.

Steel means an alloy that includes at least 50 percent iron, between 0.02 and 2 percent carbon, and may include other elements.

United States means the 50 States, the District of Columbia, and outlying areas.

(b) 41 U.S.C. chapter 83, Buy American, provides a preference for domestic end products for supplies acquired for use in the United States. In accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute is waived for an end product that is a COTS item, except that for an end product that consists wholly or predominantly of iron or steel or a combination of both, the domestic content test is applied only to the iron and steel content of the end product, excluding COTS fasteners.

(c) Offerors may obtain from the Contracting Officer a list of foreign articles that the Contracting Officer will treat as domestic for this contract.

(d) The Contractor shall deliver only domestic end products except to the extent that it specified delivery of foreign end products in the provision of the solicitation entitled "Buy American Certificate."

A protest must clearly identify any request regarding the above.

(b) Protests or appeals described in (a) shall be submitted to the Associate Director for Acquisition Services, Office of Acquisition Services, Office of Financial Resources, Centers for Disease Control and Prevention by email at ftg4@cdc.gov.

(c) Protests will not be considered if the interested party has a protest on the same or similar issue(s) pending with the Contracting Officer.

CDCL.03 – Disclosure of Artificial Intelligence Use in Contract Performance (May 2026) Offerors must affirmatively identify in their proposal whether or not Artificial Intelligence (AI), including Generative AI, is planned, expected, or may be used in the performance of this contract. If planned or potential AI use is identified, offerors must submit an AI Compliance and Risk Management Plan in accordance with CDCH.10 using the template provided.

L.1 General This is an RFQ for commercial services using RFO FAR 12.201-1 simplified procedures.

Quoters should submit concise quotations containing only the information necessary for the Government to evaluate the factors in Section M. Elaborate presentations, binders, and extensive proposal narratives are neither required nor desired.

L.2 Submission Submit quotations electronically to ah78@cdc.gov no later than September 28, 2026, 9:00 AM Eastern Time. The subject line should state: “75D301-26-Q-79283 - Automated Environmental Monitoring RFQ.” Quoters are responsible for ensuring timely receipt.

L.3 Questions Submit questions in writing to ah78@cdc.gov by September 22, 2026, 3:00 PM Eastern Time.

The Government may post answers to questions that affect quotation preparation. Telephone questions will not be accepted.

mailto:ftg4@cdc.gov

L.4 Quotation Contents A complete quotation should contain the following four parts:

Part 1 - Administrative: legal business name, UEI, CAGE, point of contact, confirmation of active SAM registration, and confirmation of small-business status under NAICS 811210 for informational purposes.

Part 2 - Technical Capability: a concise narrative demonstrating the ability to perform the SOW, including maintenance/calibration, IQ/OQ, 24/7 support, onsite support, IntelliSense compatibility/interoperability, ISO 17025 capability as required by the SOW, and ability to perform optional scale-up additions. Identify any exceptions or assumptions.

Part 3 - Relevant Past Performance: up to three recent and relevant examples for comparable automated laboratory/environmental monitoring maintenance or support. Provide customer, contract/order number if available, period, scope, value (optional for commercial references), and point of contact. The Government may consider information from CPARS and other Government or commercial sources and is not limited to references submitted by the quoter.

Part 4 - Price: completed Section B pricing for CLINs 0001-0006. Prices must include travel and all other costs. Clearly identify any prompt-payment discount separately; such discounts will not be included in evaluated price.

SCLS Exemption Certification. Complete FAR 52.222-48, Exemption from Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Certification. The Government will evaluate the certification of the apparent successful quoter before award. A quoter that does not certify to the exemption conditions remains eligible for award, but the resulting award will be subject to the applicable SCLS requirements and wage determination.

Page Guidance. Technical capability and past performance together should generally not exceed 8 pages, excluding price, resumes/certificates, and required accessibility documentation. This is guidance intended to reduce burden, not a basis for rejecting an otherwise useful quotation unless the solicitation is amended to establish a firm page limit.

L.5 Communications The Contracting Officer may communicate with one or more quoters to clarify quotations, resolve minor issues, request additional information, or solicit revised quotations. Such communications do not constitute discussions under FAR Part 15. The Government is not required to establish a competitive range or use formal source-selection procedures.

L.6 Quotation Validity Quotations shall remain valid for at least 30 calendar days after the quotation due date.

SECTION M - EVALUATION FACTORS FOR AWARD

CDCM.04 Evaluation of Artificial Intelligence Compliance and Risk Management Plan (May 2026)

The Artificial Intelligence (AI) Compliance and Risk Management Plan submitted as a part of the offeror’s proposal will be evaluated for quality and completeness. The AI Compliance and Risk Management Plan will be rated on a “Pass/Fail” basis considering the clearness, appropriateness, and inclusiveness of the elements described under CDCH.10.

All proposals that contain planned or potential AI use and do not contain an acceptable AI Compliance and Risk Management Plan will be considered non-responsive and ineligible for award.

The AI Compliance and Risk Management Plan may require later revision during contract performance as described in CDCH.10.

M.1 Basis for Award The Government intends to issue a purchase order to the responsible quoter whose quotation represents the best value to the Government. The Government will use a streamlined comparative evaluation under RFO FAR 12.203. The evaluation is not subject to FAR Part 15.

The Government will not use numerical scoring, adjectival ratings, or a competitive range unless the Contracting Officer determines that doing so would aid the evaluation.

The Government will compare quotations considering Technical Capability, Past Performance, and Price. Technical Capability and Past Performance, when combined, are more important than Price. As quotations become more equal in non-price merit, Price becomes increasingly important. The Government may select a higher-priced quotation when the comparative advantages are determined to justify the price premium.

M.2 Technical Capability The Government will evaluate how well the quotation demonstrates the capability to satisfy the SOW, with particular attention to: (1) maintenance, calibration, IQ/OQ, and support capability;

(2) compatibility and interoperability with the existing IntelliSense environment; (3) ability to meet required support/response times and service all equipment in Attachment 2; (4) ability to provide qualified personnel and required ISO 17025/NIST-traceable calibration capability; and

(5) ability to furnish and integrate optional scale-up additions without degradation of existing system functionality. Predetermined subfactor scoring will not be used.

M.3 Past Performance The Government will consider the recency, relevancy, and quality of available past performance information for similar automated environmental/laboratory monitoring services, maintenance, calibration, qualification, and system support. The Government may use CPARS, submitted references, and other Government or commercial sources. A quoter without relevant past performance will not be evaluated favorably or unfavorably solely for that reason.

M.4 Price The Government will evaluate the total price of CLINs 0001-0005 plus 30 times the quoted unit price for CLIN 0006. Evaluation of the maximum CLIN 0006 quantity is for evaluation purposes only and does not obligate the Government to order any quantity. The Contracting Officer will determine the prospective award price fair and reasonable, preferably based on competition and, as appropriate, comparison with historical prices, the IGCE, market information, or other price analysis techniques.

M.5 Responsibility and Eligibility Award is contingent upon the apparent successful quoter being responsible, eligible for award, and actively registered in SAM as required. The Government may request information necessary to make responsibility and eligibility determinations.

M.6 Award Without Further Exchanges Quoters should submit their best technical and price terms initially. The Government may issue a purchase order based on initial quotations without requesting revisions, but reserves the right to communicate with quoters and request revised quotations when doing so is in the Government’s interest.
