NOTICE: This is a Request for Information (RFI) issued by the Defense Counterintelligence and Security Agency (DCSA). This RFI is issued solely for informational and planning purposes – it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue a solicitation in the future. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DCSA is not at this time seeking proposals/quotes and will not accept unsolicited proposals/quotes. Contractors are advised that the U.S. Government will not pay any costs associated with the preparation of responses to this RFI; all costs associated with responding to this RFI will be solely at the Contractor’s expense. Not responding to this RFI does not preclude participation in a future solicitation, if any is issued. If a solicitation is released, it will be via the governmentwide point of entry (GPE) at https://sam.gov or on the General Services Administration’s (GSA) eBuy website at https://www.ebuy.gsa.gov/. It is industry’s responsibility to monitor these websites for any information that may pertain to this RFI.

The information and insights obtained from responses to this RFI may be used in developing or refining procurement package documentation and any eventual solicitation action(s). All submissions become the property of the Federal Government and will not be returned. All submissions shall be unclassified and any proprietary information shall be clearly marked.
For the purposes of market research, this RFI was released on SAM.gov for widest dissemination. DCSA Mission: DCSA is the national security agency in the Federal Government dedicated to protecting America’s trusted workforce and trusted workspaces—real or virtual. DCSA combines two essential missions: Personnel Security and Industrial Security, which are supported by Threat/Counterintelligence and Training/Education/Certification functions.
Personnel Security includes distinct support through mission areas of Background Investigations, Adjudications, and Vetting Risk Operations.
Industrial Security (IS) conducts risk management activities with respect to the U.S. Government’s defense industrial base, including critical technologies and the defense supply chain. This is accomplished through oversight of the National Industrial Security Program (NISP), issuance of facility security clearances, foreign ownership, control, and influence mitigation measures, information system cyber security oversight, and other activities related to protecting classified and controlled unclassified national security information and related technology.
RFI Background: IS supports the DCSA mission to protect classified information and materials in the hands of cleared industry by ensuring compliance with 32 CFR 32 117 (National Industrial Security Program Operating Manual, NISPOM) and Executive Order 12829 as amended. Additionally, IS works in partnership with facility security officers and industry partners to ensure the protection of classified information released under contractual obligations or research and development efforts. In order to continue to perform this mission in an evolving and increasingly complex environment, IS must continuously review, analyze, and update processes, procedures, organizational structure, and methods. IS continues to develop and implement initiatives that will drive consistency, improve performance, and provide for a more effective and efficient workforce. This contract requires contractors to provide operational support to include program management, resource development, technical support, research, analysis, communication, task management, risk identification for cleared facilities, collation of data sets, increased oversight of the FCL process/FOCI mitigation, and support to IS Senior Leadership.
The scope of the effort is to provide professionals who are trained in security and counterintelligence and who are knowledgeable of Executive Orders, Department of Defense (DoD) regulations and directives that govern National Industrial Security Program (NISP) implementation. Specifically, the Contractor must be able to provide personnel, who can work with limited supervision to assess a Contractor's dependency upon foreign interests, assess a Contractor’s initial and continuing overall eligibility for a facility clearance (FCL), to include knowledge center development and support, and review security arrangements for the import and export of classified information that is being transferred under the Direct Commercial Sales (DCS) program. Additionally, the Contractor must understand the Cognizant Security Authorities (CSAs) associated with special program contracts and be able to analyze data related to security vulnerability assessment reports associated with these programs. The scope of work includes evaluating the quality of reports prepared for release outside DCSA and advising the DCSA Government project manager (GPM)/task managers or contracting officer’s representative (COR) as to the findings. The Contractor shall manage Special Access Programs (SAP) databases and SAP report repositories as well as assist with the management of the Foreign Ownership Control or Influence (FOCI) database and report repositories. In addition, the Contractor's personnel shall assist in the preparation of various internal and external policies and directives concerning the safeguarding and protection of classified information and submit the results to the appropriate COR or task manager for coordination and evaluation. In addition, Contractor personnel must support the analysis and development of Risk Management processes and execution procedures. Contractor personnel must be proficient in using Microsoft Office products.
Current Contract Information: There is a current contract under which these services are being performed, and the contract type is firm fixed price (FFP). Any potential follow-on contract would also be structured as an FFP contract. The place of performance is specified in the accompanying performance work statement (PWS) provided with this RFI.
Security/Other Requirements: The attached PWS provides full information on the security requirements and should be reviewed carefully before responding to this RFI. (See paragraph 1.6.7. of the PWS.)
Requirement Information: DCSA’s Contracting and Procurement Office seeks information on sources for the services described in the attached PWS.
PWS Conversion Information: DCSA is also looking for feedback from Industry on ways to move the PWS from its current form to an outcome-based, deliverable-based format. This change will allow more flexibility for industry innovation in meeting the requirements of the PWS and better aligns with the requirements of recent Executive Orders.
Proposed NAICS Code and PSC: Based upon initial market research performed via SAM.gov and eBuy.gov searches, the Government identified the following NAICS and PSC for this effort. Data collected on Attachment 1, RFI Response Form, will provide insight into the most appropriate NAICS code and posting location for any resultant solicitation.
