About this file

This file is a Request for Information (RFI) for the Defense Counterintelligence and Security Agency's (DCSA) National Industrial Security Compliance and Verification Services (NIS-CVS) contract. The opportunity seeks contractors to provide operational support including program management, resource development, technical support, research, analysis, communication, and task management for protecting classified information in cleared industry facilities. The current contract (HS0021-22-F-0044) is held by The Prospective Group and is a firm-fixed-price contract.

The RFI indicates an anticipated staffing requirement across eight primary tasks, ranging from 1-45 personnel per task, with roles including Chief of Staff, International & Special Programs, Counterintelligence, Mission Performance, Industrial Security Technologies, and Cybersecurity support. Key contract requirements include personnel holding at least a SECRET security clearance, potential hybrid/remote work arrangements, a 30-day phase-in period, a 60-day phase-out period, and a 10-business day vacancy limit after initial staffing. The opportunity is restricted to U.S. companies, and the contract will support DCSA's mission of protecting classified information through comprehensive industrial security oversight.

"Pricing: Respondents are asked to review the RFI and provide a rough order of magnitude estimate outlining fully burdened prices for the requirements/specifications outlined above and any other relevant pricing that may apply." In order to provide the most accurate Rough Order of Magnitude (ROM), can you please provide the current staffing levels by location, as well as labor categories, on the contract? The distribution of roles and staffing levels should be determined by the vendor not DCSA
Does DCSA anticipate any preferred mix of contractor roles across prime and subcontractor teams (e.g., distribution of program management, analytic, or specialized IS/FOCI support functions) that would help industry structure teams more effectively? The distribution of roles between prime and subcontractor is determined by the vendor, not DCSA.
To help subcontractors accurately scope their potential contributions, can DCSA share approximate workload ranges or activity bands for major categories such as FCL reviews, FOCI analysis, and SAP data support? The following is based on the government estimate of required support:

Task 1 Chief of Staff - 4-6 Task 2 International & Special Programs - 2-4 Task 3 Counterintelligence - 2-4 Task 4 NISP Mission Performance – 2-4 Task 5 Industrial Security Technologies and Strategy - 1-2 Task 6 Industrial Security Support Researchers - 18-22 Task 7 National Access Elsewhere Security Oversight Center, Industrial Security Oversight Support - 40-45 Task 8 NISP Cybersecurity Office - 1-2

Does the 10-business day vacancy limit apply during the phase-in ramp to achieve full staffing, or only to vacancies resulting from attrition after full operational staffing is achieved? (Draft PWS includes a Phase-In Plan due within 10 business days after award and requires achieving full staff support levels within 30 days.)the 10-business day vacancy limit applies after the initial 30 days requirement for full staffing
For positions requiring Secret/TS/TS/SCI eligibility, may interim-cleared personnel be used to satisfy staffing metrics while pending final eligibility/SCI access, or must all personnel be fully eligible/inscope and/or enrolled in CE/CV prior to beginning performance?Contractor personnel must hold a SECRET pcl at time of onboarding; in some instances, an individual with a SECRET pcl can be onboarded while in-process for TS/SCI

This course is listed for mandatory training: "Workplace Violence Training: DoD Contractor personnel are required to take Workplace Violence training in accordance with DoDI 1438.06." We understand that this course was removed from the official mandatory training list, effective FY26. Could the government confirm?yes, that is correct. This training is no longer required
The phase in period is indicated as 30 days; however, the phase out period in section 1.6 states "the phase-out transition period is anticipated to last for sixty (60) calendar days before the last performance period’s end date, as applicable." Should the phase out period match the phase in period? No. The Phase-In period is set to allow the vendor to fully staff the contract within 30 days of contract award. The Phase-Out period is set to ensure that the contract is kept fully staffed even during the last 60 days of the contract.
