About this file

This document outlines requirements for emergency dispatch services. The Kelberg County Sheriff's Office (KCSO) is currently providing Padre Island National Seashore (PAIS) with professional and licensed emergency dispatch services exclusively for PAIS law enforcement officers. The services include secure communications and computerized information systems access for officers in their daily duties. When emergency calls occur within PAIS boundaries, KCSO dispatch will support park law enforcement in the same manner as they support their own deputies. The independent government estimate for these services is $41,645.21 annually. As the only local entity with a full dispatch center and licensed staff that can directly dispatch all needed emergency resources, concurrently trained and equipped to coordinate responses, and with ten years of experience already providing these exact services to PAIS per an existing cooperative agreement, KCSO is identified as the only acceptable provider to maintain continuity of dispatch support for park law enforcement.

The services being procured is professional and licensed emergency dispatch services provided exclusively by Kleberg County Sheriff's Office (KCSO). The services are specifically intended to provide Padre Island National Seashore's (PAIS) Law Enforcement Officers (LEO) secure communications and computerized information systems access that are exclusively used by LEOs in their day-to-day duties. When emergency calls are made specific to emergencies in the line of duty and within the boundaries of PAIS, KCSOs Dispatch will support park law enforcement in the same capacity and fashion that they support their own Sheriff's Deputies within the line of duty.

The IGE for this requirement is $41,645.21.

The Kelberg County Sheriff's Office (KCSO) is the only entity in the area with a full dispatch center capable of directly dispatching all of the resources needed for incidents within park jurisdiction. They have provided Padre Island National Seashore (PAIS) emergency dispatch services for nearly ten years and possess concurrent jurisdiction, and thus already have in place the necessary equipment and licensed dispatch staff all of whom possess irreplaceable skills, knowledge, and abilities for the effective cooperation and coordination of emergency service responses.

Kelberg County has a Cooperative Agreement with PAIS. The infrastructure and training is in place, thus requiring no further expenses for training, licensing, or radio removal or installation. An interruption of services to gear up and train another provider will significantly jeopardize the safety of PAIS staff performing law enforcement and search and rescue duties.

Market Research was performed using SBA Dynamic SB Search and Quick Search under 922190 and KCSOs Dispatch is the only system in place that has the capacity to provide the level of emergency services dispatch to park LEOs 24-hours, 7-days a week, 365-Days a year. Market Research also identified that KCSO has had 10-years of experience performing the exact same services for the Government specifically PAIS and Government communication equipment that is compatible with KCSO and the state is already installed and operational - This contract seeks to maintain the current continuity of emergency dispatch services and is a natural follow on contract.
