About this file
This document is a Justification & Approval for Other Than Full and Open Competition for a simplified acquisition, dated 09/10/2025, with PMIS# 342935. The National Mall and Memorial Parks (NAMA) is seeking to procure a MORBARK BVR13 brush chipper specifically to support vegetation management and maintenance operations. The acquisition is justified by the need for equipment compatibility with existing inventory, as NAMA currently owns and operates the same make and model, which minimizes additional training, spare parts, and potential operational disruptions.
The brush chipper will be used to process woody debris and fallen branches across high-traffic areas of the National Mall and surrounding memorial parklands. The solicitation requires delivery, equipment demonstration, and includes warranty and service terms. Market research was completed, and the procurement is limited to the specific MORBARK model to ensure continuity with current equipment, leverage existing staff training, and maintain an existing inventory of compatible replacement parts and service support.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER $3,000 AND UP TO $250,000
(See FAR 13.106-1)
Date: 09/10/2025
PMIS# 342935
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The National Mall and Memorial Park (NAMA) is responsible for maintaining park operations and facilities for over twenty-five million annual visitors. While it is a historic park, NAMA is a popular recreation destination for viewing some of the most iconic memorials in the world. Brush chipping services are required to manage and reduce woody debris, ensuring safe and accessible park areas for all visitors in a variety of urban locations. This machine will be utilized for work within The National Mall and Memorial Park.
The National Mall and Memorial Parks (NAMA) is soliciting bids/proposals for the acquisition of a brush chipper to support vegetation management and maintenance operations across designated areas of the park. This equipment will be used to process woody debris and fallen branches generated through routine landscape maintenance and storm cleanup. Requirements include delivery, demonstration of equipment capabilities, and any applicable warranty and service terms. The brush chipper will be utilized throughout high-traffic, high-visibility areas on the National Mall as well as in surrounding memorial parklands.

Explain:
This acquisition is limited to MORBARK BVR13 brush chipper in order to ensure compatibility and continuity with existing equipment currently in the agency’s inventory. The National Mall and Memorial Parks (NAMA) presently owns and operates brush chippers of this make and model. As such, a substantial inventory of replacement parts is already maintained on-site, and local vendors within the commuting area provide reliable access to parts and authorized service support.
Furthermore, park personnel have received training specific to the operation and maintenance of this equipment. Procuring a brush chipper of a different brand would necessitate the purchase of additional spare parts, tools, and accessories incompatible with current inventory. It would also require retraining of staff, resulting in increased costs and potential disruption to operations.

In accordance with FAR 11.105, the use of brand-name specifications is deemed essential to the Government’s requirements, and no other make or model will satisfy agency needs without causing undue burden or inefficiencies.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
