About this file

This is a Justification and Approval for Other Than Full and Open Competition document for a simplified acquisition under FAR 13.106-1, dated March 31, 2026, with PR Number 44043247.

The procurement is for Pioneer Equipment to perform repair and service work on six rotary air compressors located at three water treatment facilities: Callville Bay, Echo Bay, and Katherine Landing. The total contract value is $24,396.30 ($4,066.05 per unit). The justification cites urgent and compelling circumstances as the basis for sole source procurement, noting that failure to complete repairs promptly would result in potential mechanical failure of the compressors, disrupting the facilities' ability to produce clean and safe potable drinking water and necessitating temporary shutdown of park areas due to insufficient water supply for drinking, sanitation, and fire protection. Pioneer Equipment was selected based on their 10+ year history as the service provider, their possession of required specialized parts and food-grade synthetic oil in stock, their ability to mobilize immediately, and their familiarity with the equipment. Market research was conducted through online research of parts costs and pricing at two other vendors, and the Contracting Officer Representative contacted Las Vegas-area businesses regarding availability, pricing, and SAM.gov registration status. Other service providers were either unable to meet the required timeline due to parts lead times or were not registered in SAM.gov. The document was digitally signed by Arthur Samons and Contracting Officer Bradley Metler on April 1, 2026.

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Pioneer equipment to perform necessary repairs/service of six (6) rotary air compressors located at Callville Bay, Echo Bay, and Katherine Landing water treatment facilities. Pioneer Equipment has the necessary parts and are able to mobilize ASAP to perform the services. Their quote is $24,396.30 for all six units ($4,066.05 each). Historically, LAKE has paid Pioneer for annual service on a charge card, as the price per unit was under micro purchase. Pricing has escalated this year and LAKE can no longer use micro purchase and must contract for this urgent PR.

2. Sole Source Justification rationale (Check one and explain below):

______ Only one responsible source.

__X___ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

______ Other _____________________________________________________

Explain:

If the systems continue to operate without essential repairs the possibility of mechanical failure increases , resulting in the loss of one or more units. This would disrupt our ability to produce clean and safe potable drinking water for visitors and staff. This would lead to a temporary shutdown of an entire park area due to insufficient water for drinking, sanitation, and fire protection. These units take specific parts and food grade synthetic oil that are not readily available at local parts or hardware stores. Pioneer equipment has all parts and oil in stock and has been our service provider for all our water treatment plant air compressors for over 10 years; they are familiar with and know what is needed to complete this urgent request in an timely manner. Other services providers in the Las Vegas area were contacted but either were unable to meet our timeline (lead time for parts) or were not in SAM.gov. Because material, fuel and parts costs have increased. Pricing for each air compressor has exceeded the micro-purchase limit.

Since this is likely a permanent change in how we obtain this service, LAKE will create a PR for annual service with option years and optional repairs NTE $XXX.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Performed online research to confirm cost of parts to two other vendors of air compressor parts and food grade oil. COR called businesses in Las Vegas area to inquire on availability, pricing and SAM.gov registration.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
