About this file
This document is a Justification & Approval for Other Than Full and Open Competition (J&A) for the National Park Service. The document justifies a brand-name sole source procurement for Axis security cameras to be installed at Assateague Island National Seashore (ASIS) in Berlin, MD. The total estimated cost for the cameras and associated licensing is approximately $9,545.00, with the acquisition covering specialized security cameras to observe and record recreation fee operations, including collection, handling, and storage of monies and passes. The justification cites FAR 6.302-1, stating that only Axis cameras meet the specific requirements approved by the regional office and Washington Support Office (WASO), and no other sources have expressed interest in the acquisition.
The document indicates that the National Park Service will evaluate future requirements to determine whether this brand-name justification remains necessary or if alternative companies can meet the park's needs. The procurement was initiated by the Contracting Operations East, New England Major Acquisition Buying Office, with key personnel including Vincent Gentilcore as Project Manager for ASIS and Mari Tolleson as the Contracting Officer. The notice will be posted on the Governmentwide Point of Entry (GPE) at https://www.sam.gov, and market research was conducted by the regional office to validate pricing and camera specifications.
