About this file

This document is a U.S. Fish and Wildlife Service Single Source Justification form for a sole source acquisition under the Simplified Acquisition Threshold (SAT). The U.S. Fish and Wildlife Service requires HVAC monitoring and support services for the Mingo National Wildlife Refuge's KMC BACnet Building Automation System, which includes critical HVAC infrastructure like 19 heat pumps, 2 energy recovery units, 2 dehumidifying units, 21 geothermal lines, and associated components. The justification emphasizes the need for an Authorized Installing Contractor and supplier for KMC Controls, with specific authorization to operate in central and eastern Missouri and select counties in southern Illinois, to ensure proper system integration, maintenance, and support.

The document highlights that only KMC-authorized contractors can access necessary tools, training, and support, with unauthorized contractors potentially risking system malfunction, voided warranties, or security vulnerabilities. The procurement is justified under FAR guidelines, with the Program/Project Officer (Benjamin Mense) and Contracting Officer (Dana Arnold) certifying the sole source acquisition procedures. Future requests not requiring support of the existing KMC BACnet systems will be competed as required by the FAR. The cost will be determined fair and reasonable at the time of award.

Text3: Non-authorized contractors may lack access to necessary tools, training, and support, which could result in incomplete service, system incompatibility, or voided warranties. Therefore, limiting competition to KMC-authorized contractors is necessary to ensure the continued functionality, reliability, and supportability of the existing system.
Text2: To ensure proper integration, maintenance, and support of the existing KMC BACnet system, the contractor must be an Authorized Installing Contractor and supplier for KMC Controls, with authorization to operate in central and eastern Missouri and select counties in southern Illinois. KMC Controls systems are proprietary, and authorized contractors have exclusive access to manufacturer-supported tools, software updates, firmware, and technical support. Unauthorized contractors may lack the ability to properly interface with the system, potentially leading to system malfunctions, voided warranties, or security vulnerabilities.
Text1: The U.S. Fish and Wildlife Service (USFWS) requires HVAC monitoring and support services for the Mingo National Wildlife Refuge. The facility is currently equipped with a KMC BACnet Building Automation System (BAS), which controls and monitors critical HVAC infrastructure including 19 heat pumps, 2 energy recovery units, 2 dehumidifying units, 21 geothermal lines, and associated components.
Text4: Future requests that do not require support of the existing KMC BACnet systems will be competed as required by the FAR.

FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

Text6: Price will be determined fair and reasonable at the time of award.
