About this file

This document is a Justification for Brand Name Products for a patrol rifle purchase by the National Park Service (NPS). The solicitation is for patrol rifles and suppressors specifically from Colt Manufacturing, as mandated by NPS policy, for the San Antonio Missions National Historical Park. The acquisition is valued up to $50,000 and will be posted on sam.gov for potential sources, though competition is limited due to agency policy requiring these specific brand name products.

The justification cites authorities under FAR including 41 U.S.C. 253(c)(1) and FAR Part 11.105, which allow for restricting competition when only one source can satisfy agency requirements. The document confirms that the chosen Colt rifles and Sure Fire Suppressors are the only manufacturer-approved options, with pricing compared to MSRP and found to be the same or less. The procurement is being processed through the Santa Fe Major Acquisition Buying Office, with certification from the Chief Ranger and Contracting Officer dated June 2025.
