SOLE SOURCE (INCLUDING BRAND NAME) JUSTIFICATION AND APPROVAL
FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES
This document sets forth the justification and approval as required by 13.106-1(b)(1) & (2).
1. Contracting agency and activity.
The department of the Interior, Bureau of Land Management (BLM), Southern Nevada District Office located in Las Vegas requests the Department of Interior, BLM Nevada State Office, to contract on a limited source basis for brand name compatibility.
2. Nature and/or description of action being approved.
The Sloan Canyon National Conservation Area is new construction and requires a new Avigilon network security system. As with any public-facing site, the visitor contact station (VCS) faces unique security challenges. To safeguard personnel, federal property, sensitive information, and critical infrastructure, the facility requires a comprehensive security camera system that can record activity in and around the VCS, provide a crime deterrence presence, and can seamlessly integrate with broader security operations. Implementing such a system will help ensure that the visitor contact station remains both an inviting public space and a secure operational hub for managing this NCA. BLM facilities must be standardized on one platform to ensure both cost efficiency and complete system integration / management. (Note: This also reduces complexity and cost on the support and operation side). Therefore, BLM Nevada Sloan Canyon National Conservation Area visitor contact center will be using Avigilon network security system as Avigilon is the statewide standard.
3. Description of supplies or services.
The Contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to perform required services under this contract per the statement of work. The selected contractor will provide a comprehensive camera design for the interior and exterior or the VCS, and the parking lot, delivery, and on-site assembly and installation of the camera system. The work shall be performed in a manner that will ensure value or effectiveness in use of staff or facility time. The Contractor shall have only competent and qualified personnel perform the work.
4. Estimated dollar value.
The Independent Government Cost Estimate (IGCE) for this requirement is . The IGCE is based on current hardware price data using internet searches of equivalent Avigilon models.
5. Statutory authority.
_X__41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold.
____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).
6. Rationale supporting use of the authority stated in paragraph 5.
In accordance with FAR 8.405-6(b)(1) Contracting Officers may solicit using brand name specifications if the brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
Ensuring all equipment is compliant with the Avigilon environment secures our capability of using one location to centrally control all CCTV operations from the Nevada State Office.
Avigilon CCTV products and associated Avigilon hardware / software is the statewide standard and has already been installed in offices throughout Nevada.
7. Other information.
Allowing Sloan Canyon to procure an alternative to Avigilon CCTV products and associated Avigilon hardware / software provider, portions or all the system components could experience incompatibility events that would impact site security and situational awareness as well as the ability to obtain break / fix / troubleshoot support. This allows for centralization of management and reduces the physical and logical footprint to meet the mission requirements.
8. The efforts to identify additional sources including the market research conducted.
This brand name justification does not seek to limit competition and market research has revealed that a large majority of CCTV vendors supply and support the Avigilon product line.
9. Future plans to permit competition.
Due to the number of vendors capable of accomplishing this work competition is still expected.
While this brand name specification does limit some products, they are still commercially available and therefore endorses as much competition as practicable.
10. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.
