About this file

This is a Questions and Answers document for BLM Solicitation 140L3926Q0038, addressing clarifications on the Sloan Canyon National Conservation Area Security Camera System project. The document does not contain pricing information, response dates, or award dates, as it serves solely to clarify technical and logistical requirements established in the underlying Statement of Work.

Key technical clarifications include: Cat 6 cabling is acceptable (Cat 6A not required); 2-way audio cameras are not required; Cisco PoE+ network switches are preferred with no specific model mandate; Avigilon H6A-series cameras (or successors meeting minimum requirements and NDAA Section 889 compliance) are acceptable alternatives to H5A-series models; UPS units are not required; and multi-headed cameras are acceptable if they meet coverage and technical requirements. The contractor must provide all Avigilon Control Center software licensing and determine the number of concurrent connections based on camera count. Regarding infrastructure, the contractor should use the existing equipment rack, point-to-point Ethernet is preferred over trenching (with WPA2 AES encryption required for wireless bridges), X-ray scanning of rammed-earth walls is not mandated but coordination with the Contracting Officer's Representative is required, and the contractor is responsible for integrating/reprogramming existing lighting control systems for new photocells. BLM will provide an active network drop for the NVR; if not ready at installation, the contractor delivers a fully functional system for BLM to subsequently connect to its domain. On-site training for up to 5 personnel is preferred, with deliverables including user and system manuals in hard and electronic copies. The project timeline (kick-off within 10 business days of award, 15-business-day planning phase, 15-business-day BLM review, 45-calendar-day installation) fits within the Period of Performance of September 1–December 31, 2026.

Sloan Canyon NCA Security Camera System Issuing Office: BLM-NV State Office Location: Southern Nevada District Office Solicitation Number: 140L3926Q0038

Questions & Answers

1. Can exposed conduit be used?

Answer: Conduit may be used if it is integrated into the surroundings materials. Aka. Aesthetically pleasing and must be approved by the COR.

1. Are 2-way audio cameras really required?

Answer: No, 2-way audio cameras are not required.

1. The SOW states that BLM workstations will connect to the NVR through the BLM network for camera viewing. Approximately how many BLM workstations will require access to the Avigilon Control Center software?

Answer: We will likely not exceed 10 workstations that require access.

1. Is Category 6A cabling required for the camera system, or is Category 6 acceptable?

Answer: Cat 6 is acceptable. If the cabling is not in conduit, it should be plenum rated.

1. Are UPS units required for the CCTV/NVR/network equipment? If so, should they be contractor-furnished or will they be provided by BLM?

Answer: UPS units are not required.

1. The SOW requires PoE+ network switches. Is there a preferred or required manufacturer/model for the network switches?

Answer: Cisco network switches are preferred. No specific model.

1. Should the contractor install the camera patch panel and associated equipment in the existing rack shown in the solicitation materials, or should the proposal include a new rack?

Answer: Use the existing rack posted in the solicitation materials.

1. Are multi-imager cameras acceptable where the contractor determines they provide appropriate coverage while meeting the minimum technical requirements of the SOW?

Answer: If “multi-imager” cameras is intended to mean multi-headed cameras, that camera would be acceptable.

1. Is there accessible space above the hard-lid ceilings for cable routing, or should contractors anticipate alternative routing methods? We understand that field conditions will also be evaluated during the site visit.

Answer: There is a possibility that the contractor will need to core (drill) through the rammed earth wall. There is a mixture of T-grid above the admin cubicles and hard-lid above the IT closet. Contractor will determine best route.

10. Are there any permits, inspections, licensing requirements, Government-required fees, or similar costs that the contractor should specifically include in its proposal pricing?

Answer: No, permits are not required.

1. Rammed-earth walls - The SOW notes structural rebar may be present and that the contractor should assess whether X-ray is necessary. Can you confirm if X-ray scanning is required before any coring, and whether we can use an alternate route (existing penetrations, surface raceway, etc.) if rebar is in the way?

Answer: X-ray is not required; however, please coordinate with the COR or use an alternate route.

1. Existing conduit and additional trenching -Can you confirm the size, fill capacity, and current condition of the existing conduit from the building to the median? Also, how many light poles (if any) will need new trenching or conduit runs beyond the first pole, what are the approximate distances, and is concrete panel replacement included in the base scope?

Answer: No trenching needed. Point to point ethernet is preferred.

1. Electrical capacity -Can you confirm the existing electrical panel and circuit capacity at the building and at the light-pole circuits that will support the cameras, PoE gear, and photocells? Also, will any panel or circuit upgrades fall under our base scope?

Answer: A single circuit powers the light pole, so no upgrades should be required.

14. Lighting control and photocells -Pole-mounted cameras will need new dusk-to-dawn photocells, and the poles currently share one centralized lighting control unit. Is the contractor responsible for integrating or reprogramming the existing lighting control system, or will BLM handle that separately?

Answer: The contractor is responsible integrating and/or reprogramming if needed.

15. As-built / construction drawings -Since the Visitor Contact Station is new construction, are architectural and electrical as-built or construction drawings available (wall details, locations of rammed-earth sections, existing conduit stub-outs, and structural backing for camera mounts)?

Answer: The as-built construction drawings are currently being finalized.

16. Network handoff -The SOW states BLM workstations will connect to the NVR through the BLM network. Will BLM provide an active network drop or switch port at the building for the NVR, or do we need to extend the network infrastructure ourselves to reach BLM’s existing equipment?

Answer: We will provide an active network drop. If the drop is not ready at the time of installation, the contractor will only need to install a fully functional system, which BLM will subsequently connect to the domain.

16. ACC -software licensing: Who provides the Avigilon Control Center / Unity Video Standard tier licenses, how many concurrent client connections are needed, and are any manufacturer support agreements required? Does BLM already hold enterprise licenses we can use?

Answer: The contractor provides the Avigilon Control Center. The contractor provides all Avigilon licensing. The number of connections needed is determined by the number of cameras.

17. NVR location and Government-furnished items -Where will the NVR and PoE switches be installed? Can you confirm available rack space, dedicated power, cooling, grounding, and any Government-furnished equipment (rack, UPS, etc.)? Also, does “no monitors or workstations are sought” mean no local admin workstation or monitor at the NVR either?

Answer: No monitors or workstations are sought. Rack space and power are available . The IT closet does have cooling. Contractor is responsible for grounding.

18. Training scope -How many BLM staff and Law Enforcement personnel will need training, is on-site or remote preferred, and what is the expected duration beyond basic ACC Standard operation, PTZ control, and motion-zone setup?

Answer: On-site training is preferred. Training is requested for up to 5 people. All user and system manuals shall be handed to COR (both hard and electronic copies).

18. Schedule alignment - Will the sequential timeline in the SOW (kick-off within 10 business days of award, plan within 15 business days, 15-business-day BLM review, 45-calendar-day installation) fit inside the Period of Performance of 1 September–31 December 2026? If BLM takes longer on plan review, does that push the installation window or the overall POP?

Answer: Yes, the timeline will fit within the period of performance.

19. Current-production model equivalency- Are current-production Avigilon H6A-series (or successor) models that meet or exceed the minimum technical requirements acceptable in place of any H5A-series models, as long as they stay fully compatible with ACC Standard tier and are NDAA Section 889 compliant?

Answer: Yes, Avigilon H6A-series (or successor) models that meet or exceed the minimum technical requirements are acceptable.

20. Point-to-point -Ethernet requirements Beyond the prohibition on Wi-Fi, are there any mandatory technical, security, frequency, encryption, or environmental requirements for the recommended point-to-point Ethernet bridges?

Answer: WPA2 AES is required.
