The system must provide real-time monitoring and real-time recording with automatic 30-day retention on an Avigilon NVR, support motion-detection recording, and operate across an outdoor temperature range of -30°C to +65°C with IP67 enclosure rating.

The contractor shall deliver a customized site plan within 15 business days of the post-award kickoff meeting, with BLM review requiring an additional 15 business days. Installation must be completed within 45 calendar days of plan approval, with all testing conducted in the presence of BLM personnel. The contract includes one-year warranty from written acceptance, with options for four additional years, plus one-time training for BLM law enforcement and staff. Additional deliverables include detailed cost breakdowns for hardware, software, and installation labor; technical documentation and user manuals; and system schematics. The contractor is responsible for all equipment, installation supplies, labor, electrical infrastructure including conduit installation and photocell sensors for existing light poles, networking setup via point-to-point ethernet (no WiFi permitted), and compliance with federal security regulations. Work shall be performed Monday through Friday, 8:00 am to 4:00 pm, at the on-site location, with three business days advance notice to the Contracting Officer's Representative required before commencing work.

Sloan Canyon National Conservation Area Visitor Contact Station Camera Security System

BLM Southern Neveda District Red Rock/ Sloan Field Office

March 2, 2026

1. Introduction The Sloan Canyon National Conservation Area (NCA) is preparing to open a new visitor contact station in 2026, that will serve as the operational hub and primary gateway to some of southern Nevada’s most significant cultural and natural resources. Designed to welcome the public, support educational programming, and protect the area’s renowned petroglyph sites, the facility represents a major investment in visitor experience and resource stewardship. As with any public-facing site, the VCS faces unique security challenges. To safeguard personnel, federal property, sensitive information, and critical infrastructure, the facility requires a comprehensive security camera system that can record activity in and around the VCS, provide a crime deterrence presence, and can seamlessly integrate with broader security operations. Implementing such a system will help ensure that the visitor contact station remains both an inviting public space and a secure operational hub for managing this NCA.

2. Background This Performance Work Statement (PWS) outlines the requirements for the installation of a security camera system at the Sloan Canyon National Conservation Area Visitor Contact Station (VCS). The purpose of the system is to provide continuous monitoring and recording of unauthorized access, theft, or tampering. By recording suspicious activity in real time, a security camera system supports the safety of personnel, safeguards government assets, and ensures compliance with federal security standards.

The VCS facility is approximately 3000 square feet. The 800 square foot visitor space has two points of entry. There is a security door between the visitor space and the employee workspace. The 2200 square-foot employee workspace has one point of entry from the outside and one point of entry from the visitor area. See Figure 1.

3. Scope The Sloan Canyon National Conservation Area is new construction and requires a new Avigilon network security system. To ensure consistency, compatibility, and cost‑effective support across BLM Nevada, the Avigilon ACC Client software is the approved CCTV standard established through BLM Configuration Management. The Contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to perform required services under this contract. The Selected Contractor will provide a comprehensive camera design for the interior and exterior or the VCS, and the parking lot, delivery, and on-site assembly and installation of the camera system. The design should provide for maximum surveillance based on the recommended camera locations identified in Figures 1-5 below. The work shall be performed in a manner that will ensure value or effectiveness in use of staff or facility time. The Contractor shall have only competent and qualified personnel perform the work.

The exhibit area shown in the figures may contain exhibit pieces in Fall 2026; contractors must avoid damaging them while working.

3.1 This will be a firm, fixed price contract.

4. Required Tasks The contractor shall perform the following tasks:

4.1 Assess the building and provide a customized plan and installation of the most current security camera technology that meets federal security standards, provides complete coverage of interior and exterior spaces, and meets our specific location requirements. This includes:

4.1.1 The design and installation of a comprehensive security camera system that provides interior and exterior coverage of the three doors into the VCS , the exterior of the VCS, including the amphitheater and art wall, the parking area, and the interior visitor contact/exhibit area from various angles. No fixed quantity of cameras is mandated. See attached Figures.

Cameras should ideally monitor entrances, exits, and parking lots. If a set of cameras (exterior or interior) clearly captures who enters and leaves through the doors, then the coverage is adequate.

4.1.2 Provides real-time monitoring.

4.1.3 Provides real-time recording, which is automatically saved for 30 days.

4.1.4 Ensures the system can provide detailed functionality reporting.

4.1.5 Detailed breakdown of the cost for hardware, software, and installation of the system including the one-year warranty with the option of 4 additional years.

4.1.6 Contractor shall supply all the equipment and installation supplies, including labor necessary to complete the installation of the approved system configuration.

4.1.7 Detailed breakdown of one-time BLM LE and staff training expenses.

4.1.8 A site visit is recommended prior to submitting a proposal for the contract but is not mandatory. However, incomplete site knowledge will not be an allowable reason for medication after contract award.

4.1.9 Proposed system must comply with federal security regulations and standards.

4.1.10 Additional lighting on camera poles as required.

4.1.11 Detailed minimum technical requirements

4.1.11.1 The contractor shall provide an outdoor-rated, IP-based camera system meeting or exceeding the following minimum requirements. Equipment shall be new, commercially available, and suitable for continuous operation on federal facilities and public lands.

PTZ (should only be used where it is the only solution), dome and bullet cameras are acceptable for both interior and exterior applications.

4.1.11.2 Imaging and Video

a. Minimum 4 MP (2560 × 1440) resolution with progressive scan CMOS sensor

b. Up to 30 fps at full resolution

c. True day/night operation with mechanical IR cut filter

d. Low-light performance of ≤ 0.005 lux (color) and ≤ 0.001 lux (B/W); 0 lux with IR

e. Support for wide dynamic range (WDR) and digital image enhancements (3D noise reduction, defog, backlight and highlight compensation, electronic image stabilization)

4.1.11.3 Lens and Zoom

a. Minimum 25× optical zoom and 16× digital zoom

b. Variable focal length suitable for wide-area coverage and long-range identification

c. Auto/manual focus with proportional zoom capability

4.1.11.4 PTZ Performance

a. 360° continuous pan and tilt range of at least -15° to +90°

b. Pan/tilt speeds up to approximately 80° per second

c. Minimum 300 presets, with patrols, patterns, and automatic park actions

d. Power-loss position memory and scheduled PTZ operations

4.1.11.5 Illumination and Deterrence

a. Integrated IR illumination with minimum effective range of 100 meters

b. Integrated white light illumination for color imaging at close range

c. Smart illumination control

d. Support for visible warning lights and audible alerts

4.1.11.6 Video, Audio, and Events

a. Video compression supporting H.265 and H.264

b. Multiple simultaneous video streams with configurable bit rate and ROI

c. Built-in microphones and speaker for live audio and two-way communication

d. Minimum 1 alarm input and 1 alarm output. System does not require to be integrated with the PACS or IDS at this time.

e. Support for motion detection, video tampering, intrusion detection, line crossing, and region-based events

4.1.11.7 Network, Security, and Inoperability

a. Ethernet interface (10/100 Mbps)

b. Compliance with ONVIF Profile S, G, and T or equivalent open standards

c. Support for HTTPS, 802.1X authentication, user access control, and encrypted communications

d. Avigilon Control Center software at the "Standard" tier. BLM workstations will connect to the NVR through the BLM network for camera viewing. No monitors or workstations are sought

e. Compatibility with standard video management systems and modern web browsers

f. There is no exiting network cabling running from the building to the light poles. It is recommended to use point to point ethernet for remote non-cabled cameras. WIFI is not allowed.

4.1.11.8 Storage and Power

a. Cameras could be mounted to existing light poles. If this is the case, each light pole will require installation of a photocell sensor to allow lights to have dusk to dawn functionality. Currently all light poles are on a lighting control unit and one dusk to dawn photocell sensor. Contractor is responsible for installing an electrical supply that can adequately support the requirements of the proposed project. A conduit runs from the building, across the pavement, to the median where the light poles are located. A few concrete panels must be replaced to complete the trenching to the first light pole. Contractor to verify.

b. Onboard storage via memory card slot supporting at least 512 GB. Avigilon NVR with storage capability averaging 30 days motion only.

Motion-based recording should be limited to motion events, with motion zones and analytic events determining when recording occurs.

c. Support for network-attached storage

d. PoE+ (IEEE 802.3at) and 12 VDC power support

e. PoE+ network switches. Cameras will reside on a private network

f. Solar powered cameras are not allowed.

g. Exposed conduit is not allowed.

h. If coring through the rammed earth wall is required, note that structural rebar is present. Contractor should assess whether x-ray is necessary. Fire caulking is not required for penetrations.

4.1.11.9 Environmental Compliance

a. Operating temperature range of -30°C to +65°C (-22°F to 149°F)

b. IP67-rated (or higher) enclosure for dust and water ingress

c. Surge, lightning, and transient voltage protection

d. Suitable for use in federal outdoor environments and compliant with applicable DOI IT and security requirements

5. Plan Approval, Installation, and Acceptance

5.1. Kick-off meeting

5.1.1. Within 10 business days of the contract award, the BLM will host a post-award meeting with the selected vendor.

5.2. Other meetings:

5.2.1. Contractor shall be responsible for providing meeting agenda, materials, and any administrative or facilitation support.

5.2.2. Meeting location or method (will be determined during kick-off meeting).

5.3. The customized plan will be provided to the BLM within 15 business days of the kick-off meeting or the site visit, if determined to be necessary.

5.3.1. BLM will have 15 business days to review the proposed plan.

5.4. After BLM approves customized plan, contractor will have 45 calendar days to install the equipment as outlined in the approved plan.

5.4.1. Contractor will conduct thorough testing with BLM present to ensure functionality and compliance with the approved plan and federal security standards.

5.5. Acceptance Criteria:

5.5.1. Successful installation of the system as outlined in the approved plan.

5.5.2. Completion of functionality testing.

5.5.3. Staff training provided on the use and maintenance of the system.

6. Maintenance and Support

6.1. All work is to be warranted for 1 year from the date of written acceptance by the BLM.

6.2. Establish a maintenance schedule for ongoing system assessments and updates.

6.3. Provide initial one-time training for staff and LE personnel on the use and maintenance of the system.

6.4. Deliver all necessary documentation, including user manuals, system schematics, maintenance guidelines, and compliance certifications.

7. Place of Performance

7.1. All work will be conducted on site at the Sloan Canyon NCA Visitor Contact Station on Nawghaw Poa Road in Henderson, Nevada.

7.2. The contractor shall operate during normal business hours, Monday through Friday, from 8:00 am to 4:00 pm, excluding Federal Holidays. The contractor must notify the Contracting Officer’s Representative (COR) three business days prior to the commencement of work.

8. Security Requirements

8.1 The contractor and all personnel must have and present a valid photo ID to work on-site.

All personnel must comply with federal security policies and procedures.

9. Notice to contractors:

All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the Government. The Contracting Officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the Contracting Officer.
