This is a PRE-SOLICITATION NOTICE, Solicitation 75H70124Q00016 for a construction project for the Indian

Health Service (IHS). The purpose of this project is to perform installation of an individual septic system on fee land in Thurston County for the homeowner Anthony Sanchez. This project will be procured as a Total Small

Business Set-Aside solicitation under North American Industry Classification System (NAICS) code 237110 Water and Sewer Line and Related Structures Construction with a size standard of $45 million.. The offeror must be a

Small Business to be eligible for award.

The Government anticipates releasing the solicitation on or about 8 February 2024 timeframe with quotes due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties.

SCOPE OF WORK: This project is for the installation of an individual septic system on fee land located in

Thurston County for a Nisqually Tribal member. This proposed septic system will consist of a sewer cleanout, a

1200 gal 2-compartment septic tank, 1,200-gallon pump chamber, effluent transport line, and a 600 square foot gravel bed drain-field with drain rock and top soil per the design. The existing septic tank will be pumped out and abandoned. Work shall be performed according to the SOW, site drawing, technical specifications, and Washington

Water Resource Department (WWRD) standards, rules and regulations. Further investigation of the site is the responsibility of the contractor. Any permits are the responsibility of the contractor.

LOCATION OF PROJECT: Work is to be completed on a private home, under the jurisdiction of Thurston County

– located in the state of WA.

TERO: TERO fees do not apply.

CONSTRUCTION DURATION: Period of Performance is 45 calendar days after issuance of a Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $25,000 and $100,000.

SITE VISIT: A formal site visit is not planned, but perspective contractor, at their convenience, may contact the homeowner directly. Information on how to visit the site will be provided within the official solicitation under FAR

52.236-2.

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.

NOTE: ALL DATES ARE SUBJECT TO CHANGE. SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES.

For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $45.0 million. For information concerning NAICS and SBA size standards, go to www.sba.gov.

It is the responsibility of the contractor to check www.sam.gov frequently for any amendments or changes to the solicitation. Hard copy documents will NOT be available – all documents for proposal purposes will be posted at the website for download by interested parties.

This solicitation will be procured as a Request for Quotes (RFQ) in accordance with FAR Part 13 and 36 procedures with price only evaluation criteria.
