A. Project Description
This project is for the construction of a residential septic system on Fee land.
For the septic system, the contractor shall install 4” solid sewer pipe, an underground doublesweep cleanout, a 1200-gallon 2-compartment septic tank with effluent filter, 1200-gal watertight concrete pump chamber with pump (Hydromatic SP-40 or equal), float switches, all controls, lids, valves, secured PVC floatstem, waterproof junction box, switch and alarm panel, 2” CL 200 PVC forcemain and manifold, and a gravel bed drainfield with laterals, washed drain rock, and backfill per design and local and state regulations. Contractor shall also pump out and abandon the existing septic tank.
Further investigation of the site is the responsibility of the contractor. Any permits are the responsibility of the contractor.
B. Ownership
This project will provide a new septic system and drainfield to a private home owned by a member of the Nisqually Tribe. Upon completion, the facility will be transferred to the homeowner. The system will be operated and maintained by the homeowner.

D. Scope of Work
Work is to be completed on a private home under the jurisdiction of Thurston County.
D.1 Work Requirements: The septic system construction shall include:
a) Mobilization and Demobilization
b) Installation of approximately 20 lineal feet of 4 inch PVC ATSM 3034 solid sewer pipe
c) Installation of one underground sewer cleanout per design
d) Installation of one 1200 gallon 2-compartment septic tank with effluent filter per design
e) Installation of 1200 gallon pump chamber with effluent pump, switches, valves, lids, and controls per design
f) Installation of 58 lineal feet of 2-inch CL 200 PVC forcemain and 8 lineal feet manifold
g) Installation of approximately 600 square foot gravel bed drainfield with laterals, washed drain rock, and backfill per septic design
h) Pump and abandon existing septic tank
E. Technical Requirements
E.1 Codes, References, and Standards Work under this contract must be performed in compliance with the codes, references, and standards listed below. If conflicts exist between these references, the Washington Administrative Code (WAC) shall take precedence.
a) WAC Chapter 246-272A, On-site Sewage Systems
b) WAC Chapter 246-272C, On-site Sewage System Tanks
c) WAC Chapter 51-56, State Building Code Adoption and Amendment of the 2018 Edition of the Uniform Plumbing Code
d) Indian Health Service Technical Provisions
e) County Approved Septic Design
E.3 Submittals
a) Pre-Construction (submit with payment invoice)
i. Manufacturer’s product information for system components, septic tank, pump chamber, and effluent pump and controls
ii. Equipment or material variations from those specified in the design

E.3 Work Execution Requirements
i. The Contractor is responsible for determining the exact location of all utilities before construction. The Contractor is responsible for protecting utilities from damage during construction.
ii. The Contractor must attend a pre-construction meeting before beginning work under this contract, unless otherwise explicitly authorized by the Contracting Officer.
iii. A minimum of five days of continuous dry weather conditions is required prior to commencing work, unless explicitly waived by the COR.
iv. All excess debris generated during construction not used for backfill must be removed from site.
v. All areas disturbed by construction activities must be finish-graded.
vi. The Contractor must not damage or disturb soils when clearing drainfield.
vii. The Contractor must notify and obtain approval from the COR before deviating from the Design.
viii. The Contractor must obtain approval from the Contracting Officer via the COR prior to installing material quantities in excess of those specified on the Bid Schedule.
ix. The Contractor must notify and advise the COR on all work to be done or in progress sufficiently in advance so that proper inspection can be performed.
x. The Contractor must provide the Designer and COR 24-hours’ notice for inspection prior to final backfill.
xi. The Contractor must obtain approval for final backfill from the Health Department via the Septic Designer or COR.
E.4 Material Specifications
a) Install materials as specified in sections D & E above. Materials specified may be substituted with equals upon approval from the Tribal Project Manager and Project Engineer.
