About this file

This Statement of Work (SOW) details a project for road rehabilitation in the Concow area of Plumas National Forest, severely impacted by wildfires in 2018 and 2020. The United States Department of Agriculture (USDA) Forest Service requires a contractor to furnish, haul, and spread 12,300 cubic yards of ¾" Forest Service Class D aggregate base rock across four specific forest service roads: FS Road 23N02 (3,600 cubic yards), FS Road 23N06 (1,500 cubic yards), FS Road 23N22Y (3,800 cubic yards), and FS Road 22N04 (3,400 cubic yards).

The project's technical requirements specify that the aggregate must consist of crushed rock with flat and elongated particles, with no more than 10% larger than a 1:3 ratio. The contractor must provide delivery vehicles capable of operating on narrow, steep, mountainous roads and have an on-site representative to coordinate delivery and spread the aggregate. The road maintenance will be completed by a Forest Service crew that will water, grade, and roll the aggregate after spreading. The entire project must be completed within 60 days after the Notice to Proceed (NTP), and the solicitation is set aside 100% for small business entities under NAICS code 212321 (Construction Sand and Gravel Mining).
