About this file

This document is a Questions and Answers (Q&A) memorandum for United States Forest Service Request for Proposal (RFP) 127EAS25R0003, dated 17 July 2025. The solicitation is for furnishing, hauling, and spreading approximately 12,300 cubic yards of aggregate base on Plumas National Forest Service Roads in Concow, CA. The procurement is 100% set aside for Small Business entities under NAICS 212321 - Construction Sand and Gravel Mining, specifically for the Feather River Ranger District.

The Q&A memo addresses three key contractor questions: (1) Forest Service crews can receive 15-18 truck loads per day in a 10-hour period, (2) bottom dump trailers are acceptable for material delivery, and (3) the Schedule of Items (SOI) Activity #5 for trucking/transportation allows offerors to represent transportation costs separately from other task costs. Contractors are instructed to include a Basis of Estimate in their Price Volume explaining proposed pricing rationale, with the option to leave Activity 5 as $0.00 if transportation costs are consolidated in other activity pricing.

FIELD PROCUREMENT OPERATIONS – SOUTHWEST ZONE, CSA 2

17 July 2025

MEMORANDUM FOR RFP 127EAS25R0003

FROM USFS PPS FPO SWZ CSA 2

SUBJECT: RFP 127EAS25R0003 Questions & Answers

1. Question: “How many yards or truck loads per day can [the awardee] expect the Forest Service crew to be able to accept/receive?”

Answer: “The Forest Service crew is able to receive approximately 15-18 loads per day in a 10-hour day.”

2. Question: “Will a bottom dump trailer be an acceptable way to deliver the material? This is the industry standard when using a road grader to place the material.”

Answer: “Yes. A bottom dump trailer is an acceptable way to deliver the material.”

3. Question: “On the [Schedule of Items], what will #5 trucking/transportation represent?”

Answer: “Schedule of Items (SOI) Activity #5 – Trucking/Transportation allows offerors to represent transportation costs separately from the other tasks involved in each activity, 1 through 4. If an offeror’s pricing structure consolidates trucking/transportation in the overall price for each activity, 1 through 4, the offeror may leave Activity 5 as $0.00. Regardless of the SOI approach taken, each offeror must include in their Price Volume a Basis of Estimate, explaining the proposed pricing in sufficient detail to demonstrate a clear understanding of and rationale for the proposed costs.”
