Replaster the Interior of the Springhouse
SECTION B - SCOPE OF WORK
B-1 Project Title
Replaster the Interior of the Springhouse - Carl Sandburg Home National Historic Site
B-2 Work Description
1. Scope: This contract is to provide for the replastering of the interior walls and ceiling of the Springhouse at Carl Sandburg National Historic Site.
2. Background: This project will rehabilitate the interior walls and ceiling of the Spring
House at the Carl Sandburg Home National Historic Site in Flat Rock, NC. The building built circa 1853 is approximately 10.5’ (front and back walls) x 10’ (sides) x 8.5’ high on the interior with plaster walls and ceiling and a concrete floor. The work performed under the contract will consist of removing wire lath and installing new lath and plaster.
3. Specific Requirements: The contractor shall provide all supervision, labor, material, equipment, and other related services and supplies to replace the interior plaster of the
Spring House.
4. Performance of work:
• Wood studs on the walls and ceiling shall be inspected and replaced as needed using like materials.
• Damaged and broken lath and any other loose debris will be removed, and loose undamaged lath will be nailed back in place. Next, a water mist will be sprayed on the old retained wood lath to keep it from twisting when the new, wet plaster is applied.
• New wire lath shall be installed horizontally and attached to the studs with 1.5” roofing nails. Not more than 7” should be between fasteners. Overlap seams of wire lath by 4”.
Metal lath will be attached to the retained original wood lath with tie wires at 9” on center at edges, ends, and at laps between framing members.
• Sand should be used as a base coat aggregate, and lime putty, mixed with 35 percent gypsum will be used as a finish coat.
• The minimum total thickness of the plaster on metal lath is 5/8 inch.
• First, all old plaster is cleaned out of the space to be patched, loose lath will be re-nailed.
Next, a water mist will be sprayed on the old lath to keep it from twisting when the new, wet plaster is applied. The plaster will then be applied in layers over the metal lath.
• To ensure the plaster is completely dry before painting, the plaster should be allowed to cure for at least two weeks. Then an alkaline-resistant primer specifically formulated for new plaster should be used, with an oil-based paint for the final coat.
• The contractor shall comply with all applicable building codes and Federal
Regulations. In addition, the contractor shall follow all manufacturers' instructions and best accepted trade practices.
• The contractor shall take all necessary precautions to protect surrounding areas and government property from damage.
• The contractor shall be responsible for repairing (or replacing) any areas or items damaged because of the performance of their work.
• The contractor shall be responsible for the daily cleanup and removal of any debris created during the performance of their work.
• The contractor shall not proceed to make any repairs or perform any work not described in the Scope of Work without prior approval from the Contracting Officer.
• The contractor shall supervise all work operations to ensure that the work completed or in progress, does not subject the National Park Service employees or park visitors to harmful, dangerous, damaging or otherwise deleterious (harmful) exposure during the work period.
• All waste shall be disposed of off-site upon completion of the project.
5. Materials and Workmanship:
• All material shall be new and unused, unless otherwise specifically addressed in the contract.
• The contractor shall use the necessary number of skilled workers who are thoroughly licensed, trained and experienced in the necessary craft, and who are completely familiar with the specified Scope of Work for this contract.
6. Project Scheduling:
• The Contractor shall perform pre-authorized work during normal working hours 7:30AM until 5:00 PM Monday thru Friday. Work on weekends and federal holidays will not be permitted. The contractor shall coordinate specific on-site work schedule with the
Contracting Officer and COR five days prior to performance start date. While on site, the
COR may be reached by mobile phone during normal business hours. Any work outside of normal business hours shall be pre-approved by the Contracting Officer and COR.
• The contractor shall submit to the National Park Service a work schedule for approval prior to start of the project.
7. Completion of Work:
• The project will not be considered complete until the work has been inspected, tested, and accepted by National Park Service representatives.
• The Contractor shall supply a One Year warranty for all equipment, labor and materials used once substantial completion of the entire project occurs. Materials and equipment shall be warranted as stipulated by the Manufacturer’s Instructions.
8. Safety & Environmental Compliance:
• The contractor shall comply with pertinent provisions of the Occupational Safety and
Health Act (OSHA), and state, local, safety, laws.
• The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.
• The Park safety officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten Government and contractor employees or damage to Government property.
• The contractor shall immediately report to the Contracting Officer, COR and Park safety officer all accidents resulting in employee injury or death or damage to property while performing this contract.
9 Insurance:
• The Contractor shall be insured in accordance with State of North Carolina insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought onsite.
The Government will not accept any liability due to contractor employee negligence.
• Workers Compensation: The contractor shall furnish proof of workers compensation insurance to the Contracting Officer for those employees performing work related to this contract and shall comply with the Workman’s Compensation Laws of the State of North
Carolina
• Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claims as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.
B-3 General Requirements:
1. All measurements are approximate. Contractor shall be responsible for exact measurements.
2. It is required that all contractor and subcontractor personnel submit copies of applicable licenses (Ex: electrical, plumbing, etc). from the city and state showing their legal business address of operation.
3. All installations shall be performed in a professional manner and in accordance with all local and national codes.
4. Contractor shall remove all debris from the premises and make every effort to recycle the materials removed from the building.
5. Contractor shall ensure that the workplace is protected and returned to normal conditions for the next workday.
6. PRIOR TO THE BEGINNING OF WORK, the contractor shall submit for approval all MSDS sheets on all materials and chemicals intended for use during the project.
7. Contractor use of government material and/or equipment is not permitted.
