About this file

This is a Statement of Work (SOW) for the rehabilitation of a 4-inch steel condensate drain line at Building 765, Defense Logistics Agency (DLA) Installation Management at Susquehanna, New Cumberland, PA. The project involves trenchless rehabilitation using Cured-In-Place Pipe (CIPP) lining technology to restore structural integrity and extend service life of approximately 170 linear feet of existing 4-inch steel pipe without excavation. The contractor must furnish all labor, supervision, specialized equipment, materials, consumables, and transportation necessary to complete the work.

The scope encompasses six sequential tasks: site access and pre-construction setup, pipeline cleaning and mechanical preparation to remove scale and rust, CIPP lining material supply and installation using 170 linear feet of 4-inch Perma-Liner™ SCRIM CIPP liner (or government-approved equivalent) with manufacturer-approved resin system, curing and processing per manufacturer specifications with temperature and duration documentation, post-installation Closed-Circuit Television (CCTV) inspection to verify quality, and cleanup and demobilization. Deliverables include manufacturer material data sheets and resin cure specifications due 5 business days prior to mobilization, post-installation CCTV inspection video in digital format due within 3 business days of curing completion, and final inspection and acceptance sign-off upon work completion. The period of performance is 30 calendar days from Notice to Proceed, with work performed Monday through Friday from 0700 to 1600 hours at the on-site location. The government will provide water access, dedicated parking and staging for a 25-foot trailer and support truck, and all necessary facility and access permits. Quality acceptance requires successful lining and curing without visible structural defects, CCTV verification of smooth and fully cured pipe interior, and restoration of work areas to original condition. The contractor must comply with all local, state, federal, and OSHA safety regulations, maintain appropriate PPE, and prevent chemical or resin spills.

STATEMENT OF WORK (SOW)

CURED-IN-PLACE PIPE (CIPP) LINING OF

CONDENSATE DRAIN

Defense Logistics Agency (DLA) Installation Management @ Susquehanna Building 750, New Cumberland, PA

1.0 Project Title and General Information

Project Title: Rehabilitation of 4-Inch Steel Condensate Drain Line via Cured-In-Place Pipe (CIPP)

Requesting Agency: Defense Logistics Agency (DLA) Installation Management Susquehanna

Location: Building 765, New Cumberland, PA 17070-5076 Primary Point of Contact (POC): Jesse A. Wenrich, Maintenance Leader

2.0 Background and Objective

The Defense Logistics Agency (DLA) at Susquehanna requires the rehabilitation of an existing 4-inch steel condensate drain line located at Building 765. Over time, condensate drain lines undergo internal corrosion, scale buildup, and structural degradation.

To restore structural integrity, prevent future leaks, and extend the service life of the pipeline without costly excavation, the government requires trenchless rehabilitation. The objective of this contract is to secure a qualified contractor to clean, prepare, and line approximately 170 linear feet (LF) of the existing 4-inch steel condensate pipe using a structural Cured-In-Place Pipe (CIPP) system.

3.0 Scope of Work

The Contractor shall furnish all professional labor, supervision, specialized equipment, materials, consumables, and transportation necessary to perform the trenchless rehabilitation of the designated 4-inch steel condensate drain.

Rehabilitation of approximately 170 linear feet of existing 4-inch steel condensate drain pipe using a structural, manufacturer-approved CIPP lining system.

4.0 Technical Requirements and Specific Tasks

The Contractor shall execute the project in strict accordance with the following sequence of tasks and industry standards (e.g., ASTM F1216 or ASTM F2019 for CIPP):

Task 1: Site Access and Pre-Construction Setup

The Contractor shall access the existing 4-inch steel condensate line strictly through designated, available access points as approved by the Government POC.

The Contractor shall coordinate the physical footprint of equipment, including a service trailer and truck, within the designated parking area.

Task 2: Pipeline Cleaning and Mechanical Preparation

The Contractor shall thoroughly clean the interior of the existing 4-inch steel pipe to remove scale, rust, tuberculation, and any debris that could interfere with the adhesion or structural footprint of the liner.

Cleaning shall be performed using appropriate mechanical cleaning equipment (e.g., mechanical cutters, high-speed chains, or hydro-jetting as approved).

All debris extracted during the cleaning process must be managed and disposed of by the Contractor in accordance with local environmental regulations.

Task 3: CIPP Lining Material Supply and Installation

Liner Materials: The Contractor shall supply 170 linear feet of 4-inch Perma-Liner™ SCRIM CIPP liner (or a Government-approved equivalent meeting or exceeding the technical specifications of high-strength, scrim-reinforced liners).

Resin System: The liner shall be saturated (wet-out) with a manufacturer-approved resin system designed specifically for the thermal and chemical demands of a steam/condensate drain environment.

Inversion & Installation: The saturated liner shall be inverted into place within the existing 4-inch steel pipe using the manufacturer’s recommended installation and pressure procedures to ensure a tight, continuous, jointless fit against the host pipe wall.

Task 4: Curing and Processing

The Contractor shall cure the resin-saturated liner in strict accordance with the liner manufacturer's technical specifications (utilizing steam, ambient, or hot water curing methods as appropriate for the selected resin system).

The Contractor must monitor and document the curing temperature and duration to guarantee a complete chemical cross-linking and structural cure.

Task 5: Post-Installation Inspection (CCTV)

Following the full cure of the liner, the Contractor shall perform a detailed post-installation Closed-Circuit Television (CCTV) inspection of the entire rehabilitated pipeline length.

The CCTV inspection must verify that the liner is free of defects, dry spots, lifts, ridges, or structural anomalies, and that any required pipe connections or terminations are completely clear and functional.

Task 6: Cleanup and Demobilization

Upon successful inspection, the Contractor shall clean and restore the work area, remove all equipment, waste materials, and demobilize from the facility.

5.0 Deliverables and Schedule

The Contractor shall submit the following deliverables to the Government POC:
