About this file

This document is a Salient Characteristics statement for a federal contract requirement to replace a custom stair runner at the Home of the Commandant, a historic residential building located at Marine Barracks Washington.

The requirement involves providing a custom-fabricated stair runner designed to replicate the existing runner's appearance while meeting durability and safety standards. The contractor must conduct on-site field measurements of three flights of stairs, associated landings, turns, and transitions, with contractor measurements taking precedence over other reference information. The runner must be constructed from durable, professional-quality carpet or runner material suitable for interior residential/institutional traffic and must closely replicate the existing runner's color, pattern, texture, and general character, subject to Government approval. Prior to fabrication, the contractor must provide a physical material sample to the Government for review and approval. The runner must feature professionally finished edges with binding to prevent fraying, be custom-fabricated to fit all three flights and landings, and be installed using professional methods appropriate for existing stair construction. The finished installation must be properly aligned, securely attached, and free from wrinkles, loose edges, bunching, gaps, exposed fasteners, or uneven transitions. The contractor must prepare stair and landing surfaces as necessary, provide all labor, materials, equipment, transportation, tools, and protective coverings, and protect existing historic woodwork, architectural features, and Government property throughout the project. The contractor must immediately notify the Government Technical Point of Contact of any concealed damage or unforeseen conditions, conduct a final inspection with the Government TPOC, correct any deficiencies prior to final acceptance, and provide manufacturer information and maintenance instructions. The required delivery date is April 16, 2027, at Marine Barracks Washington, 912 Charles Poor Street SE, Building 169, Washington Navy Yard, Washington DC 20391.
