1.3 PROJECT INFORMATION
A. Project Identification: Lucile Fence Replacement
1. Project Location: Work under this contract is in Idaho County, near Lucile Recreation Site, approximately 8 miles North of Riggins, Idaho. The work locations are shown on the contract maps and drawings.
1.4 WORK COVERED BY CONTRACT DOCUMENTS
A. The Work consists of the following:
1. The work includes construction of approximately 93 rod of four-wire fence with steel anchor structures, 2 four-wire gates, 8 four-wire H-braces, and 5 steel corner braces. There is one fencing location to be constructed that requires use of the access trail, and a second location for one of the four-wire gates and H-brace to be constructed near the parking area.
These locations are shown on the contract maps. Contractor shall furnish all labor, equipment and supplies to complete the project.
1.5 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 5:00 p.m., Monday through Friday, except when otherwise indicated.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 48 hours in advance of the work to the Contracting Officer for approval.

1.6 PROJECT/SITE CONDITIONS
A. Access to Work Sites: Access is generally provided by single-track trails; cross-country travel will be permitted for local access and along fence lines. Steep side slopes, rocks, and brush will make some sections of fence line inaccessible to highway vehicles. Off-road motorcycle and ATV/UTV use is not allowable for the purpose of fence construction. Where access to work crosses private property, Contractor will be responsible to obtain permission for access.
B. Environmental Considerations: Limit brush clearing to a total of twelve feet in width. Disturbance of ground and vegetation shall be kept to a minimum. No scalping will be allowed. Stumps left from cut trees shall be 4 inches or less from existing ground surface. Piling of brush and trees shall not be allowed. Brush and cut trees that have been cleared shall be scattered to give a more natural appearance. Blackberry brush shall only be scattered into areas with existing blackberry vegetation. Hackberry tree located along the western fence line shall be preserved and safeguarded. Brush shall not be scattered or left in the stream channel. The terrain at the fence location is rocky.
1.7 SEQUENCING AND SCHEDULING
A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.
1.8 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the CSI/CSC's "MasterFormat" numbering system.
1. Division 01 – General Requirements: Sections in Division 01 govern the execution of the Work of all Sections in the Specifications.
B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appropriate. Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.
Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.

3.1 PROJECT MEETINGS
A. Pre-work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.
2. The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.
3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Meetings shall be held at the project site, or as determined by the Contracting Officer.
2. Meetings may be called by either the Contracting Officer or the Contractor. Request shall state who should attend and include an agenda.
C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting Officer.
2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.
3. The Contractor shall require the superintendent to be present during this inspection.
3.2 PREPARATION
A. Work Layout: The Government will set stakes to give the Contractor measurements, lines, and grades necessary for the work executed under the Contract. Existing fence lines designate a majority of the enclosure area. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

1.1 SUMMARY
A. Section includes administrative and procedural requirements for unit prices.
1.2 PROCEDURES
A. Unit prices include all necessary material, plus cost for delivery, installation, insurance, applicable taxes, overhead, and profit.
B. Measurement and Payment: See individual Specification Sections for work that requires establishment of unit prices. Methods of measurement and payment for unit prices are specified in those Sections.
C. Government reserves the right to reject Contractor's measurement of work-in-place that involves use of established unit prices and to have this work measured, at Government expense, by an independent surveyor acceptable to Contractor.

SECTION 013300 – SUBMITTAL PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative and procedural requirements for submittals
1.2 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
2. Coordinate transmittal of different types of submittals for related parts of the Work so processing will not be delayed because of need to review submittals concurrently for coordination.
a. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow enough time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.
1. Initial Review: Allow 3 calendar days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.
2. Resubmittal Review: Allow 3 calendar days for review of each resubmittal.
C. Paper Submittals:
1. Place a permanent label or title block on each submittal for identification; include name of firm or entity that prepared each submittal on label or title block.
2. Provide a space approximately 6 inches on label or beside title block to record Contractor's review and approval markings and action taken by Contracting Officer.
3. Include the following information on label for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Submittal number or other unique identifier, including revision identifier.

1) Submittal number shall use Specification Section number followed by a decimal point and then a sequential number (e.g., 061000.01). Resubmittals shall include an alphabetic suffix after another decimal point (e.g., 061000.01.A). Work schedule and value schedules shall be numbers
01000.01 and 01000.02.
f. Number and title of appropriate Specification Section.
g. Drawing number and detail references, as appropriate.
h. Location(s) where product is to be installed, as appropriate.
i. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise specifically identify deviations from the Contract Documents on submittals.
E. Approved Equals:
1. For each item proposed as an “or approved equal,” submit supporting data, including:
a. Drawings and samples as appropriate.
b. Comparison of the characteristics of the proposed item with that specified.
c. Changes required in other elements of the work because of the substitution.
d. Name, address, and telephone number of vendor.
e. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
2. A request for approval constitutes a representation that Contractor:
a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
b. Waives all claims for additional expenses that may be incurred as a result of the substitution.
F. Electronic Submittals: Prepare submittals as PDF package, incorporating complete information into each PDF file. Name PDF file with submittal number.
G. Transmittal: Package each submittal individually and appropriately for transmittal and handling.
Transmit each submittal using a transmittal form. Contracting Officer will return submittals, without review received from sources other than Contractor.
1. Transmittal Form: Use form as directed by Contracting Officer.
H. Resubmittals: Make resubmittals in same form and number of copies as initial submittal.
1. Note date and content of previous submittal.
2. Note date and content of revision in label or title block and clearly indicate extent of revision.
3. Resubmit submittals until they are marked “Approved" or “Approved with notations”.

I. Use for Construction: Use only final submittals with mark indicating "“Approved” or “Approved with notations”. taken by Contracting Officer.
1.3 CONTRACTOR'S REVIEW
A. Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Contractor shall indicate approval and sign off on submittal cover sheet before submitting to Contracting Officer.
B. Approval Stamp: Stamp each submittal with a uniform, approval stamp. Include Project name and location, submittal number, Specification Section title and number, name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.
1.4 CONTRACTING OFFICER'S ACTION
A. Submittals: Contracting Officer will review each submittal, make marks to indicate corrections or modifications required, and return it. Contracting Officer will stamp each submittal with an action stamp and will mark stamp appropriately to indicate action taken, as follows:
1. Approved: The submitted document is acceptable and is allowed to proceed.
2. Approved with Changes Noted: The submitted document is acceptable and is allowed to proceed provided the Contractor incorporates specific changes or corrections as outlined in the accompanying remarks.
3. Revise and Resubmit: The submitted document is unacceptable in its current form and requires changes or corrections as outlined in the accompanying remarks before it can be approved.
4. Rejected: The submitted document is unacceptable and not compliant with the contract documents.
B. After written approval of an item, Contractor may submit substitution for approval, if approved item cannot be purchased or delivered in time to avoid delay in completion of the project.
C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on Drawings.

1. Furnishing all equipment and labor for the removal of 93 rod of existing 3-wire barbed wire fencing.
2. Existing fence line galvanized “T” bar type fence posts will be evaluated by the Contractor and may be approved by the Government for reuse in replacement fence line.
3. Existing steel fence posts will be evaluated by the Contractor and may be approved by the Government for reuse in replacement fence line.
1.2 MATERIAL OWNERSHIP
A. Unless otherwise indicated, demolition waste becomes property of Contractor.
B. Historic items, relics, antiques, and similar objects including, but not limited to, cornerstones and their contents, commemorative plagues and tablets, and other items of interest or value to Government that may be uncovered during demolition remain the property of Government
1. Carefully salvage in a manner to prevent damage and promptly return to Government.

3.1 PREPARATION
A. Clearing: Maximum clearing width is 6 feet on each side of the fence line. Provided minimum disturbance to existing grass and sod. Dispose of debris by scattering.
3.2 REMOVAL
A. Remove all barbed wire strands within the Government fencing section. This includes barbed wire fences, stays, and all ancillary fence materials. Materials removed not designated as salvage for the Government shall become the property of the Contractor. Disposal of materials in a legal manner and payment of fees required is the Contractor’s responsibility. Burning of removed materials is not permitted on the work site.

1.2 SUBMITTALS
A. General: Submittals shall be according to Section 013300 – Submittal Procedures.
B. Manufacturer’s data and written recommendations for application of wood treatments.
1.3 QUALITY ASSURANCE
A. Preservative Treated Lumber: Each piece shall bear a quality mark from an agency accredited by ALSC. The quality mark shall include the preservative retention level, the corresponding application (above ground, ground/freshwater contact, etc.), applicable AWPA standards, and the symbol of the inspection agency.
B. Fabricator’s Qualifications: A person required to apply preservatives must provide evidence of completion of an Environmental Protection Agency approved training course.
1.4 DELIVERY, STORAGE, AND HANDLING
A. Storage: Store materials under cover and protected from weather and contact with damp or wet surfaces. Stack lumber flat with spacers between each bundle to provide air circulation. Provide for air circulation around stacks and under coverings.
B. Handling: Treated materials shall be handled to preserve the integrity of the treatment. Scrapes, penetrations, or abrasions shall be treated with a preservative approved in writing by the Contracting Officer.

2.1 MATERIALS
A. Lumber: Shall be treated according to AWPA U1-24.
2.2 WOOD PRESERVATIVE TREATMENT PRACTICES
A. General: Minimum net retention, penetration, and treatment method shall be according to AWPA U1-UC4A, and the appropriate AWPA standard listed above.
B. Pentachlorophenol: Shall conform to AWPA P3 in petroleum conforming to AWPA P9.
C. Waterborne Preservatives: Shall conform to AWPA P5, as follows:
1. Acid Copper Chromate (ACC)
2. Ammoniacal Copper Arsenate (ACA)
3. Ammoniacal Copper Zinc Arsenate (ACZA)
4. Chromated Copper Arsenate (CCA), types A, B, and C
D. Coal Tar Creosote: Conforming to AWPA P1 or P2.
E. Creosote- Petroleum Oil Solution: Conforming to AWPA P3.
F. Copper Naphthenate: Shall conform to AWPA P3 in petroleum conforming to AWPA P9, for treatment of field cuts, follow the procedures in AWPA M4 using a preservative with a concentration containing no less than 2 percent copper metal.
G. Washing and Kiln Drying: After treatment, lumber and plywood treated with waterborne preservatives shall be washed and kiln dried to a maximum moisture content of 19 and 15 percent, respectively.
2.3 FABRICATION
A. Incising:
1. All lumber except Ponderosa, Red, or Southern Pine, 2-inch nominal or greater in thickness shall be incised prior to treatment. The spacing and shape of the cutting teeth and the method of incising shall be such as to produce a uniform penetration.

PART 1 - GENERAL
1.1 SUMMARY
A. Section Includes: Clearing of areas for fences, and structures. Clearing of vegetation, and debris;
disposal of unutilized materials; and other incidental work related to preparing the site for later use.
1.2 DEFINITIONS
A. Clearing: Consists of the felling, trimming, and cutting of obstructions such as trees into sections and the satisfactory disposal of the trees and other surface vegetation designated for removal, including down timber, snags, brush, and rubbish occurring in the areas to be cleared.
B. Hazardous Waste: Substances likely to cause death or injury by reason of being explosive, flam-mable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful; and includes, but not limited to flammable dust, flammable fiber, combustible liquid, dangerous chemical, flammable gas, liquefied flammable gas, and flammable liquid.
1.3 PROJECT/SITE CONDITIONS
A. Work Limits: Area to be cleared will be all areas parallel to the project fenceline. Total width of clearing shall not exceed 6 feet. This width will be from the centerline of the fenceline. Scalping of topsoil during clearing operations will not be permitted.
B. Burning of Slash: Not permitted.

A. Roads and Walks: Keep roads and walks free of dirt and debris at all times.
3.2 CLEARING
A. Clear trees, stumps, roots, brush, and other vegetation, except such trees and vegetation indicated or directed to be left standing. Limit brush clearing to a total of twelve feet in width. Disturbance of ground and vegetation shall be kept to a minimum. No scalping will be allowed. Stumps left from cut trees shall be 4 inches or less from existing ground surface. Piling of brush and trees shall not be allowed. Brush and cut trees that have been cleared shall be scattered to give a more natural appearance. Blackberry brush shall only be scattered into areas with existing blackberry vegetation. Hackberry tree located along the western fence line shall be preserved and safe-guarded. Brush shall not be scattered or left in the stream channel.
B. Clearing shall also include the removal and disposal of existing obstructions that obtrude, en-croach upon, or otherwise obstruct the work.
3.3 EXPLOSIVES
A. The use of explosives is prohibited.
3.4 DISPOSAL

PART 1 - GENERAL
1.1 SUMMARY
A. Section includes furnishing and installing with Contractor-furnished property, wire fences, enclosures and appurtenances at the locations shown on the drawings unless staked otherwise.
1.2 SUBMITTALS
A. Certificates of Conformance: Submit three copies of written certification from the manufacturer that the Contractor-furnished fence posts and wire conform to the requirements of this section.
1.3 QUALITY ASSURANCE
A. Contractor-furnished gates and accessories will be approved by the Contracting Officer before installation.
1.4 PROJECT/SITE CONDITIONS
A. Access roads shall not be constructed along fence lines and to the construction site unless written approval is granted by the Contracting Officer.
PART 2 - PRODUCTS
2.1 MATERIALS
A. Barbed Wire: A strand of two 12-1/2-ga galvanized wires twisted together with 2-point barbs of 14-ga wire spaced 4 inches apart. Wire and barbs shall be zinc-coated steel, with a zinc coating of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbed wire shall conform to ASTM A 121 or ASTM A 585.
B. Barbless Wire: A strand of two 12-1/2-ga, galvanized wires twisted together. Wire shall be zinc-coated steel wire of at least 0.3 oz/ft2 of coated surface area. The minimum breaking strength of each wire shall be 950 lb-force. The barbless wire shall conform to ASTM A 121 or ASTM A 641.
C. Brace Wires:
1. Double loop four wires of 9-ga smooth, galvanized wire or two wires of galvanized, 12-1/2-ga barbless wire, twisted tight.

2. The minimum weight of zinc coating for 9-gauge wire shall be at least 0.4 oz of zinc/ft2 of coated surface area; for 12-1/2-ga wire at least 0.3 oz of zinc/ft2 of coated surface area.
3. Wires shall be Type I, Class 1 according to ASTM A 641.
D. Clip-Type Wire Fastener: Galvanized wire, 8 gauge.
E. Mechanical Gate Closers: Assembly must include the following salient features:
1. A rigid steel strap or 9-ga smooth wire loop 6 inches from the ground securely connected to the gate post and shaped so the gate stay shall be securely held in place.
2. An adjustable cable or chain, or rigid steel strap fastened to a cam lever device located 6 inches from the top of the gate post. The closer shall be capable of securely holding the gate stay in place.
F. Miscellaneous Wire: Wire for ties, gate loops and fastening wood stays shall be 9 or 12-1/2-ga galvanized wire.
G. Slabs and wedge-shaped members will not be acceptable
H. Staples: Bright-finish or galvanized 9 gauge with slash-cut points 1-1/2 inches long.
I. Steel Fence Posts: ASTM A 702; painted green with white or silver tops, galvanized "T" bar type, with a welded or riveted anchor plate. Furnish with clip-type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/lin ft. exclusive of anchor plate. The anchor plates shall weigh a minimum of 0.67 pounds plus or minus 5 percent and be a minimum of 18 inch2 in area.
J. Steel Gates: Steel frame shall be fabricated according to the drawings. Fasteners, bolts, nuts and other accessories shall be galvanized or cadmium-plated.
K. Wire Gates: Type of Wire and spacing shall be as shown on the drawings. Wood stays for wire gates shall be sound and straight pieces, 3-inch minimum diameter, and of the species listed under posts and braces.
L. Nails: Shall be 40d.
M. Post Grout: The grout shall be a rapid setting commercial product manufacture of anchoring posts.

2.2 GOVERNMENT FURNISHED MATERIALS
A. Steel Fence Posts: Existing fence line galvanized “T” bar type fence posts will be evaluated by the Contractor and may be approved by the Government for reuse in replacement fence line.
B. Steel Pipe Posts: Existing fence line pipe posts will be evaluated by the Contractor and may be approved the Government for reuse in replacement fence line.
PART 3 - EXECUTION
3.1 PREPARATION
A. Clearing: Maximum clearing width is 6 feet on each side of the fenceline and around the enclosure. Provide minimum disturbance to existing grass and sod. Clearing shall be done according to Section 311100 - Clearing.
3.2 INSTALLATION
A. Steel posts shall be used for H-brace, corner brace or gate posts. Drive steel posts.
B. Setting Posts: Dig holes for setting posts to the depth as shown on the drawings. Set posts plumb and to the spacing, grades, and depths as shown on the drawings, unless staked otherwise. Space within 6 inches of that dimension shown on the drawings or in the Data Worksheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill gradually and uniformly with soil around each post. Compact backfill firmly from the bottom of the hole to the ground surface.
C. Driving Posts:
1. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position with cement grout or mortar.
D. H-Brace, Corner Brace, and Gate Post Assemblies: Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct H-braces at the end of fence runs unless shown otherwise on the drawings. Steel H-braces shall be constructed according to manufacturer's recommendations and as shown on the drawings. Alteration of H-brace construction is allowed upon CO approval.
E. Figure Fours and Rock Jacks: May be used in rock or other unusual conditions. Figure fours shall be used in lieu of steel posts, and rock jacks in lieu of wood line posts, except that where a series of figure fours are required, a rock jack shall be substituted for every fifth figure four. Figure fours and rock jacks shall be constructed as shown on the drawings.

F. Wire:
1. Stretch tightly and securely attach to steel posts with standard wire clips.
2. Wire is properly stretched when it is springy to the touch.
3. The wire shall be free to move through the staples as it expands and contracts.
4. Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire or prevent free movement of the wire between the post and the staple.
5. Terminate wire at each H-brace, corner brace, gate post, and stress panel.
6. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
G. Brace Wire: Double-loop and twist tight with a section of T-post. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.
H. Gates: Installed according to the Data Worksheet, the drawings, and as recommended by the manufacturer when applicable.
I. Mechanical Gate Closers: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.
J. Spiking: For spikes larger than 40d, predrilled lead holes shall be used. The hole diameter shall be three-fourths the diameter of the spike and drilled to a depth no greater than one-half the length of the spike.
