About this file

This is a Salient Characteristics document outlining technical specifications for a large-format scanner system required by the National Mine Map Repository (NMMR) under Department of the Interior's Office of Surface Mining Reclamation and Enforcement solicitation 140S0126Q0002. The NMMR seeks a high-precision, overhead, non-contact imaging system capable of digitizing oversized, fragile historical mine maps in compliance with federal archival standards (36 CFR 1236 Subpart E). The required scanner must equal or exceed the capabilities of the METIS DRS 2020 DCS and feature a minimum usable scanning table of 78 by 47 inches with a vacuum table designed to secure brittle materials without damage. Critical system components explicitly required for maintenance coverage include a 16K CMOS imaging sensor, DC SynchroLight lighting system, and motorized holding/scanning table.

The scanner must achieve stringent image quality performance metrics validated at 400 DPI using NARA-approved methods such as FADGI/DICE standards. Minimum optical resolution of 1600 PPI must be uniformly supported across the entire scanning surface. Specific performance requirements include tone response accuracy (OECF DL* of 5), white balance color differential of 4%, lightness uniformity of 3%, average color accuracy (DE2000) of 3.5, and 90th percentile color accuracy of 8.75. Additional geometric and optical performance specifications address color channel misregistration and MTF50 requirements. The system must comply with all performance metrics of 36 CFR 1236.50(e)(4) to support permanent federal records preservation standards.

Salient Characteristics

1. Introduction The National Mine Map Repository (NMMR) requires a large-format, non-contact table scanner capable of digitizing oversized, fragile mine maps in compliance with 36 CFR 1236 Subpart E. The scanner must meet the performance requirements for permanent federal records and support the physical characteristics of historical mine maps.

The system offered must be equal to or exceed the capabilities and performance of the METIS DRS 2020 DCS.

2. Functional Requirements

2.1 Scanner Configuration

The scanner shall be a high-precision, overhead, non-contact imaging system designed to support fragile, oversized documents.

2.2 Minimum Table Size

The scanning table must have a minimum usable area of 78 × 47 inches.

2.3 Vacuum Table

The system must include a vacuum table capable of securing large, brittle materials without causing damage.

2.4 Non-Contact Capture

The imaging system must operate without direct physical contact between the sensor and the material being scanned.

2.5 Critical System Components

The scanner and its maintenance coverage shall explicitly include the following components:

· 16K CMOS imaging sensor

· DC SynchroLight lighting system

· Motorized holding/scanning table

3. Image Quality Requirements The scanner must meet all performance metrics of 36 CFR 1236.50(e)(4) at 400 DPI, validated using NARA-approved methods such as FADGI/DICE.

3.1 Optical Resolution

Minimum of 1600 PPI optical resolution, uniformly supported across the entire scanning surface.

3.2 Tone & Color Accuracy

· Tone Response (OECF ΔL*): ±5

· White Balance ΔE(ab): ≤4%

· Lightness Uniformity: ≤3%

· Average Color Accuracy (ΔE2000): ≤3.5

· 90th Percentile Color Accuracy: ≤8.75

3.3 Geometric & Optical Performance

· Color Channel Misregistration: <0.5 pixels

· Sampling Efficiency (SFR10): >80%

· MTF50: >40% and <75% of half sampling frequency

· Reproduction Scale Accuracy: ±2%

· Sharpening Modulation: <1.1

3.4 Noise

· Noise Upper Limit (Std. Dev L*): ≤2

4. Software Requirements

4.1 Core Software

Vendor shall install all required scanning and control software on a Government-furnished workstation.

4.2 Post-Processing Tools

The system must include a full software suite providing:

· Lighting correction
