DIVISION 01 PROJECT SPECIFICATIONS
GENERAL REQUIREMENTS
PART 1 – SUMMARY OF WORK (SECTION 01 11 00)
1.1 WORK COVERED BY CONTRACT DOCUMENTS
A. General: All work outlined below will be performed under a single contract.
B. Project Location: This project is located at the Historic F Ranch on the Point Reyes National
Seashore at coordinates 38.08370, -122.95597.
C. Project Background: Well #1 is one of two wells that supply water for the Park’s Beaches
Water system. Both wells were installed in the mid 1960’s. Well #2 failed in 2010 and has been replaced. Well #1 is collapsing due to screen failure in the well casing. This well will be replaced to ensure delivery of fire suppression and fresh drinking water to one visitor center, three comfort stations, one cafe, two ranches and one residence. Currently the water system is being supported by one 50-foot deep well. In addition to alternating to increase the life cycle of the well equipment, the second well will provide a backup should the first well fail.
D. Project Scope of Work: This project will replace Well #1 at Gallagher Ranch with a new well.
The new well will alternate with the existing well to supply water to the Beaches Water System which consists of a 20,000-gallon tank, a 50,000-gallon tank, and several miles of transmission lines. The system provides drinking water and fire suppression to the Ken Patrick Visitor
Center, Drakes Beach Cafe and restrooms, comfort stations at North and South Beaches, two ranches and one Park residence. The new well will be plumbed to the existing water treatment building and distribution piping. The existing well will be destroyed according to Marin
County, California regulations.
E. Environmental protection: Work shall include protection of the natural environment with all means necessary, including measures required by the Government and Contractor’s best management practices. To minimize environmental impact, construction activity shall be limited to a small allowable work area and shall require collection of drilling spoils (mud and dirty water) in a portable tank that is to be hauled to a legal disposal facility outside the Park.
Work shall also include erection of a silt fence at the boundary of the work area as directed by the Government.

1.3 GOVERNMENT-FURNISHED ITEMS
A. The Government is not providing any Government furnished items.
1.4 PUBLIC / STAFF USE OF THE SITE
A. General: The project site will be open to the public and/or staff during construction. The contractor shall at all times conduct his operations to ensure the least inconvenience to the public and staff. Temporary closures may be permitted upon specific written approval of the
COR.
1.5 CONTRACTOR USE OF SITE
A. General: Limit use of the site during the construction period to the project area limits as outlined on the attached site map.
B. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.
C. Park Entry: Vehicles associated with the Contractor shall be waived the entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicle(s). Please note that the entrance fee is waived only for the purpose of reporting directly to a specific work location. Any deviation for recreational purposes is subject to payment of required entrance fees.
1. Provide the Contracting Officer’s Representative (COR) with a listing of all contract personnel and their associated vehicles entering the park on a daily basis.
2. Provide the COR with a listing of anticipated deliveries for each week.
D. Site Access: The contractor shall access the project site as outlined on the attached site map.
Do not drive vehicles off road or access non-project areas without permission from the COR.
E. Working Hours: Regular work hours shall be limited to daylight hours from 7:00 a.m. until
5:00 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires prior approval from the COR.
F. Staging and Storage: Confine the storage of equipment and materials to the staging / lay-down / storage areas as established at the preconstruction meeting.
G. Waste Management: Construction mud and dirty water generated by the work shall be fully contained and controlled at all times so as to not run off into the surrounding natural environment. A Waste Management Plan detailing the plan for containing and disposing of this material shall be developed and submitted for approval before any work begins. The
Waste Management Plan shall describe in sufficient detail how the Contractor will handle and dispose of mud and dirty water.

H. Property Damage: The Contractor is required to report missing, lost, stolen, or damaged property occurring within the park. This report must be made to a Law Enforcement Ranger or Park Dispatch at the first available opportunity at (702) 293-8998.
I. No Smoking Policy: Smoking is prohibited inside or outside within 25 feet of any buildings in the park. This applies to existing buildings and buildings under construction or renovation.
Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.
PART 1A – DEFINITION OF CONTRACT LINE ITEMS (SECTION 01 27 00)
1A.1 Contract Line Item 1 – Mobilization/Demobilization
A. See Part 8A – Section 01 71 13 for details of this item.
1A.2 Contract Line Item 2 – Construct new well according to specifications at the location specified.
This item includes design development, submittals, environmental protection, construction services to drill and develop the well, suppling and installing the specified pump, testing the well, permitting the well, connecting to the existing water system complete in-place ready to supply water to the system, and closeout procedures needed to perform the work as described in the construction documents.
A. See Section 33 11 13 for work details of this item.
B. Measurement for payment will be compliance with the construction documents, passing inspection by permitting jurisdiction(s), and certification by the COR. No measurement will be made of quantities for payment. Payment shall be by lump sum. Lump sum price for this bid item shall be considered as including all labor, equipment, materials, and incidentals to complete the specified work.
1A.3 Contract Line Item 3 – Destroy existing Well # 1 according to Marin County, California regulations.
A. See Section 33 01 10.81 for work details of this item.
B. Measurement for payment will be compliance with the construction documents, passing inspection by permitting jurisdiction(s), and certification by the COR. No measurement will be made of quantities for payment. Payment shall be by lump sum. Lump sum price for this bid item shall be considered as including all labor, equipment, materials, and incidentals to complete the specified work.
PART 2 – WORK RESTRICTIONS (SECTION 01 11 40)
2.1 WORK RESTRICTIONS
A. General: The Contractor must comply with the following work restrictions:

B. Contractor personnel shall comply with all Federal and State law and regulations, including the Point Reyes National Seashore Superintendent’s Compendium. Any exception must be specifically justified and approved in writing by the Contracting Officer. The
Superintendent’s Compendium can be found at this internet address:

C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the COR.
D. Vehicles / Heavy Equipment:
1. Rules of the Road: All vehicles and heavy equipment will comply with posted traffic regulations, including speed limits and double-yellow center lane markings. Vehicles and heavy equipment shall take every safe opportunity to use paved roadside pullouts in order to allow faster moving traffic to pass. Failure to comply with traffic regulations will result in a citation being issued to the driver.
2. Vehicle Parking: The contractor shall park vehicles and heavy equipment in designated areas as established at the preconstruction meeting. Vehicles are not permitted within long-term or overnight parking along park roads or in associated overlooks / pullouts.
3. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times.
4. Vehicle Exhaust: All vehicles will be properly maintained to ensure that the exhaust produced is within legal limits. Effects of excessive vehicle exhaust may be subject to enforcement of State and Federal laws regarding emissions as well as those regarding threatened and endangered species.
5. Spills: The Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state environmental quality laws regarding disposal and cleanup of hazardous / industrial wastes. Contractor must immediately notify the COR of spills.
6. DOT Compliance: All vehicles are to be compliant with all DOT requirements including but not limited to driver with appropriate license class, medical examiner card as appropriate with license class, carrying three (3) triangles or three (3) flares, mounted fire extinguisher, and valid DOT safety sticker.
7. Slow Vehicles: The Contractor is to notify the COR of slow vehicles that may cause traffic delays or extended traffic lines. Vehicles that are slow are requested to enter the
Park AFTER 2:00 p.m. and exit the Park BEFORE sunset.
8. Oversized Vehicles: Oversized vehicles are defined as vehicles where the width of the vehicle or load exceeds one lane (i.e., beyond the center line of the paved road).
Oversized vehicles must not exceed the clearances along the Park road corridor.
Oversized vehicles will require an escort and drivers must avoid driving on the edges of the Park road. The Contractor is to notify the COR of oversized vehicles, scheduled
PORE - 166033 Division 01 - 5 dates, and estimated arrival times at the park entrance; and the identity of who is escorting the vehicle (e.g., police, contractor, etc.). Vehicles that are oversized are requested to enter the Park AFTER 2:00 p.m. and exit the Park BEFORE sunset.
9. Road & Weight Restrictions: All vehicle load, weight, and size limitations, as established by State law, apply to vehicles operated on the Park road (36 CFR § 4.11).
No loads heavier than the current load rating for park roads and bridges will be permitted.
10. Water and Wastewater Systems: The Contractor is not authorized to open/close valves, operate pumps and/or de-energize the water or wastewater system; An NPS Utility
Systems Repairer/Operator (USRO) must do or be onsite to observe
11. Water: Contractor to install NPS approved backflow preventer and meter at NPS specified location. Contractor will be billed monthly at rate of $65 per 1,000 gallons not to exceed 10,000 gallons per day. Prior to using water, agreement between NPS and contractor must be signed. Billings are sent electronically via email, thus additional information from contractor is point of contact information to send billings and finally company tax ID number.
E. Resource Protection:
1. General: The Park is committed to protecting natural and cultural resources found within the park and adjacent lands. The Contractor must comply with the following rules and conditions:
2. Preservation of Natural Features: Prevent damage to natural surroundings. Do not attach ropes, wires, guy lines, cables, or chains to trees or vegetation. Restore damaged areas and replace damaged trees, vegetation, and grass at no expense to the government.
3. Invasive Species: The introduction of non-native invasive species can threaten rare and endangered species or can create new populations of non-native species not traditionally found in the park. The contractor is required to inform personnel, subcontractors, and vendors to thoroughly clean all vehicles (especially the tires), equipment, tools, supplies, and materials prior to packing / loading. The Park requires and will perform inspections to prevent transport of non-native species PRIOR to arriving at the park entrance.
Contact the Equipment Inspector at least (3) three days in advance of park entry to arrange for inspection(s) at the loading dock or point of origin.
4. Endangered Species: Endangered species are protected by Federal law. Obey all park regulations. Drivers must obey all traffic laws and watch for animals on or alongside road or at the jobsite. Contact Park Dispatch at (415) 561-4700 immediately if animal is hit or injured or will not move off the road.
The following measures are required to minimize disturbance to endangered wildlife:

a. Work shall be conducted to ensure the work area is cleaned up at the end of each work shift so that loose tools, debris, and materials are not left out in a manner that could present a hazard to a listed species.
b. Noise and vibrations of equipment shall be kept to a minimum when working in the vicinity of a listed species.
c. Hazmat spill prevention protocols shall be employed when using gas-powered equipment.
d. Tarps shall be used to contain all paint chips and building debris from exterior surfaces that may fall to the ground.
e. Ensure loose nails and screws do not make it to the ground when working on exterior surfaces as these can be detrimental to listed species.
5. Archaeological Resources: Archaeological resources are physical evidence of past human activity, including evidence of the effects of that activity on the environment.
Archaeological resources are found above and below ground and underwater. The
Contractor’s Project Superintendent, or designee, will observe all ground-disturbing activities in archaeological sensitive areas. If the Contractor discovers resources, the
Contractor shall stop work or relocate to a non-sensitive area and contact the COR immediately. The Park may also have an Archaeological Monitor at the jobsite who is authorized to stop work upon discovery of archaeological resources. Archaeological resources typically found in the park or at the project site will be discussed further at the preconstruction meeting.
6. Soundscape / Noise: The contractor shall minimize noise levels at the project site to protect the soundscape of the park. Perform noise-producing work in less sensitive hours of the day or week or as directed by the COR.
PART 3 – PROJECT MANAGEMENT (SECTION 01 31 00)
3.1 SUBMITTALS
A. Division 01 Submittal Documents: The following documents shall be submitted a minimum of one week prior to the Preconstruction Meeting. If all of these documents have not been received one week prior to the scheduled Preconstruction Meeting date, the meeting will be cancelled and the Notice to Proceed (NTP) will not be issued. Work shall not commence until written Notice to Proceed has been issued.
1. Letter designating the Project Superintendent.
2. Construction Schedule - Submit a baseline schedule with start date, end date, major work activities and durations, estimated pre-final inspection date, and other major milestones.
Provide updates to baseline schedule as needed / requested during construction.
3. Schedule of Values (SOV) – Submit a schedule of values with a breakdown of component work activities for which progress payments will be requested. The total costs for the component work activities shall equal the total contract price.

4. Accident Prevention Plan (APP) – provide a Health and Safety Plan that will ensure that the procedures, methods and materials used in this removal and installation are compliant with OSHA standards and best practices for employee and site safety. This plan must include name of responsible on-site supervisor, first-aid procedures, outline of each phase of the work, and the hazards associated with each major phase, methods proposed to ensure property protection and safety of the public and planning for potential emergency situations.
5. Licenses and Certificates – Provide a copy of all active California Contractor Licenses and
Certifications and well-driller certifications.
6. A list of Subcontractors for this project.
7. Written statements from subcontractors certifying compliance with applicable labor standard clauses.
8. Satisfactory evidence of liability insurance coverage and workman’s compensation for the
Contactor and all subcontractors.
B. Division 02-49 Submittal Documents: The following documents shall be submitted to the COR prior to construction start. If these documents have not been received and approved by the NPS prior to construction, the construction start date may be delayed.
1. Product Data – Submit product cut sheets/material data on all products to be used for approval. Indicate the size, model, or type of each recommended product.
2. Samples – When requested, submit a physical sample of a product or an array of color choices for approval.
3. Shop Drawings - Submit shop drawings that embody all major elements of the work.
a. Drawings shall be developed in AutoCAD or similar drafting software.
b. Drawings shall include details, dimensions, notational information, and other data to ensure the contractor has a complete understanding of the work.
c. Drawings shall be submitted to the COR in PDF format. Allow 2 weeks for the drawings to be reviewed by NPS staff. The Contractor shall incorporate review comments into the shop drawings and resubmit for final approval.
3.2 PRECONSTRUCTION MEETING
A. Preconstruction Meeting: Before the start of construction, the COR will arrange for a preconstruction meeting either on site or via teleconference. The meeting agenda will include the following topics:

3.3 REQUESTS FOR INFORMATION (RFIs)
A. General: On discovery of the need for additional information or interpretation of the Contract
Documents, the Contractor shall prepare and submit a RFI utilizing the form attached.
1. COR will only respond to RFIs submitted by the Contractor.
2. Coordinate and submit RFIs in a prompt manner to avoid delays in the work.
B. RFI Form: Include a detailed, legible description of the subject or item needing information or interpretation on the RFI Form with:
1. RFI number, numbered sequentially.
2. Date.
3. RFI subject.
4. Specification Section number and title and related paragraphs, as appropriate.
5. Drawing number and detail references, if applicable.
6. Photographs or sketches if applicable.
7. Contractor's suggested resolution. If the Contractor's suggested resolution impacts the contract time or the contract sum, Contractor shall state impact in the RFI.
C. Response to the RFI: The COR will review each RFI, determine the action required, and respond accordingly.

PART 4 – SUBMITTAL PROCEDURES (SECTION 01 33 23)
4.1 SUBMITTAL PROCEDURES
A. CM-16 Transmittal Form: All submittals shall be transmitted using National Park Service CM-
16 form attached to the end of this specification section. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Complete all applicable fields, sign the form, and attach all supporting documentation.
PART 5 – SAFETY REQUIREMENTS (SECTION 01 35 23)
5.1 SAFETY REQUIREMENTS
A. First Aid Equipment: Provide adequate first aid equipment for all contract employees and the hazards associated with the types of ongoing construction work at the site.
B. First Aid Training: Provide adequate training to all Contractor personnel to ensure prompt and efficient application of first aid.
C. Personal Protective Equipment (PPE): Provide personal protective equipment (PPE) that meets applicable OSHA and ANSI standards for all contract employees.
D. Hazardous Materials: Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.
Store hazardous materials in accordance with manufacturers and OSHA recommendations.
Maintain MSDS onsite for each chemical used on the jobsite. Immediately report all spills of hazardous materials to the COR.
E. Safety Meetings: At a minimum, conduct weekly "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the week.
F. Emergency Contacts: Post telephone numbers and reporting instructions for ambulance, hospital, fire department, police, and park dispatch in conspicuous locations at the site.
G. Emergency Reporting: In the event of an emergency medical incident, the Contractor shall Dial
911 as needed. The Contractor shall also contact Park Dispatch at (415) 561-4700 for any medical emergency, traffic accident, or personal injury occurring within the Park. Park Dispatch is called so that the entrance station will be prepared should any emergency vehicles need to enter the Park and so that any available Emergency Medical Services personnel in the Park might respond until such time as the ambulance arrives.
PART 6 – QUALITY REQUIREMENTS (SECTION 01 40 00)
6.1 QUALITY REQUIREMENTS
A. General: The Contractor is responsible for all quality control to guard against defects and deficiencies in the work. Inspect and test work as needed to ensure that the quality of materials, workmanship, construction, finishes, and functional performance are in compliance with applicable specifications, drawings, building codes and standards.

B. Quality Control (QC) Daily Reports: Submit quality control daily reports documenting the progress and quality of the work. The Contractor’s Quality Control Supervisor shall utilize the forms attached at the end of this Section. The submission frequency of the QC Daily
Report to the COR will be determined at the preconstruction meeting.
PART 7 – TEMPORARY FACILITIES & CONTROLS (SECTION 01 50 00)
7.1 TEMPORARY FACILITIES & CONTROLS
A. General: The contractor will be allowed to set up temporary facilities and controls as outlined. All temporary facilities and controls shall be removed from the site before final acceptance of the work.
B. Temporary Utilities: The following utilities / services are available for use at the project site:
1. Electrical Power Service: Electrical power is available at the site. The contractor may use battery powered tools or furnish portable generators with proper fuel containment and emergency spill kits.
2. Water Service: Non-potable water service is available at the site. The contractor shall is allowed to conversantly use the available non-potable water required for construction and cleanup.
3. Sanitary Facilities: Restrooms are available at the public beaches approximately 3 miles from the site.
4. Telephone Cellular Service: The project site has limited cellular service availability.
C. Temporary Office: The construction of temporary office buildings or installation of trailers will not be allowed in the park. If the contractor requires office space, the park will attempt to accommodate the contractor with an existing space for administrative work.
D. Temporary Enclosures: If necessary, the contractor shall construct an enclosure fence, barrier, or partition to prevent people and animals from entering the project site except by gates / doors.
E. Temporary Traffic Controls: If traffic flow is to be impeded, the contractor shall erect and maintain barricades, danger signals, and warning signs in accordance with the Manual on
Uniform Traffic Control Devices (MUTCD), 2009 edition. The contractor shall provide adequate traffic control, including flaggers on either side of any work performed in the road.
Any workers on or near the road must wear highly visible, bright clothing. 0
PART 8 – UNDER AN ACRE POLLUTION PREVENTION (SECTION 01 57 23)
8.1 SUMMARY
A. NPS Standards and Guidelines require that water quality be protected at all times to ensure compliance with the Organic Act. The Contractor must prepare an Under-An-Acre Pollution
Prevention Plan (UPPP) for each project resulting in less than 1 acre of soil disturbance or not otherwise subject to the requirements of the NPDES program.

B. The work of this section consists of implementing measures to Well Water Discharge and
Temporary Storm Water Pollution during construction activities in conformance with NPS guidance for UPPPs.
8.2 DEFINITIONS
A. Environmental Pollution and Damage: The presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances; or degrade the utility of the environment for aesthetic, cultural, or historical purposes.
B. UPPP: Developed and implemented pollution prevention plan to protect the environment from pollutants on construction projects with less than one acre of disturbance in conformance with NPS guidelines.
8.3 SUBMITTALS
A. After contract award and before the pre-construction conference, prepare and submit:
1. A UPPP in conformance with NPS guidelines and adherence to all applicable construction storm water management practices.
B. Inspection Schedule: Submit schedule for inspection and monitoring of all pollution prevention measures.
C. Erosion Control Products: Submit manufacturer's product information and installation recommendations for silt fence, filter fabric, erosion control blanket, straw bales, wattles, and any other materials proposed for use on this project.
8.4 QUALITY ASSURANCE
A. The Contractor must prepare and submit a plan to the Contracting Officer’s Representative
(COR) for review and concurrence.
B. Orientation Meeting: The Contractor is responsible for arranging and conducting Pollution
Prevention meetings/briefings to inform all parties scheduled to be on-site during the project of the measures to be implemented for proper pollution prevention and control.
1. Installation of silt fences, straw bales, wattles storm, and other forms of pollution prevention controls must not begin until after this meeting has occurred.
C. Pollution Prevention Manager: The Contractor must designate the Pollution Prevention
Manager who will be responsible for the implementation, inspection, maintenance, and amendments to the approved plan.
1. The Pollution Prevention Manager must be familiar with UPPP procedures and Best
Management Practices (BMPs) and must ensure that emergency procedures and the plan are updated as needed and available for inspection.

2. When changes in the approved plan are required, the Pollution Prevention Manager must prepare and certify an amendment and submit to the Contracting Officer for review and concurrence.
8.5 UNDER AN ACRE POLLUTION PREVENTION PLAN

8.6 ENVIRONMENTAL PROTECTION
A. Protection of Natural Resources: Comply with applicable regulations and these specifications.
Preserve the natural resources within the project boundaries and outside the limits of work performed under this Contract in their existing condition or restore to an equivalent or improved condition as approved by the COR.
B. Construction Zone: Arrange construction activities to minimize pollution (i.e., erosion, trash, etc.) to the maximum practical extent.
1. Work zone is limited to area mowed around the two existing wells. A silt fence shall be installed around the work limits including along the gravel road above the expected outlet location of the well test pump outlet pipe.
2. Clearing, excavation, and grading must be limited to those areas of the project site necessary for construction. Minimize the area exposed and unprotected.

3. Clearly mark and delineate the limits of work activities.
4. Equipment must not be allowed to operate outside the limits of work or to disturb existing vegetation.
5. Material must be stored away from locations where water is present to the greatest extent practicable.
6. All drilling fluids shall be contained and disposed of off the Park in a legal manner.
7. The area near the outlet of the pump test pipe shall be protected from scour erosion.
An example would be to place a strawbale for the outlet water to run on. The outlet of the pump test pipe shall be upslope of the wells and not expelled directly into the wetland areas.
8.7 UNDER AN ACRE POLLUTION PREVENTION PLAN EXECUTION
A. Review and Acceptance: The Contractor and the COR will jointly review the draft Plan and agree to any needed revisions. The Contractor will incorporate all jointly agreed to revisions, and then sign and submit the final Plan to the COR. The final Plan will be the document enforced on the project.
1. The jointly agreed to Plan will describe and ensure implementation of the practices which will be used to reduce the pollutants in well water discharges and storm water discharges.
2. The Contractor must maintain a current copy of the Plan and all associated records and forms at the jobsite throughout the duration of the project.
3. The Plan must be available at all times for public inspection and for the inspection and use of the COR.
4. Concurrence by the COR to the jointly agreed to Plan will not relieve the Contractor of responsibility for compliance with other applicable environmental regulations.
B. Implementation: The Contractor must implement the Plan as required throughout the construction period and maintain all erosion control elements in proper working order.
1. Do not perform clearing and grubbing or initiate test well work until the Plan has been implemented.
8.8 SITE INSPECTIONS AND PLAN REVISIONS
A. Inspections: The Contractor and the COR (or authorized representative) will perform weekly inspections of the site.
1. The inspections will look at disturbed areas that have not been completely stabilized, areas used for storage of materials, locations where vehicles enter or exit the site, and all other erosion and sediment controls that are included in the Plan.
2. Inspections must be documented by the Contractor in their Contractor's Daily Quality
Control Reports (CDQCR.)

3. Copies of the CDQCRs that include UPPP inspection information must be retained onsite in the Plan notebook throughout the construction period.
B. Plan Revisions: It may be necessary to revise the Plan during construction to make necessary improvements, revisions, or to respond to unforeseen conditions noted during construction or site inspections.
1. The Plan must specify the mechanism whereby revisions may be proposed by the
Contractor or the COR.
2. The Contractor and the COR will jointly review each revision to the Plan before changes are incorporated and implemented. The Contractor will then provide a revised copy of the Plan to the COR.
3. Accepted modifications will be implemented within seven (7) calendar days following the date of the inspection when deficiencies or necessary corrections are first noted.
C. Negligence: Provide additional temporary erosion and pollution controls made necessary by
Contractor's errors or negligence at no additional cost to the Government.
8.9 EROSION CONTROL MEASURES
A. Erosion control measures must consist of appropriate BMPs for well water discharges and storm water discharges, including but not limited to silt fencing, barrier protectors, straw bales, wattles, temporary soil retention blankets, excelsior drainage filters, and sediment traps.
Note: If straw bales are used locally purchased rice straw only is allowed to reduce chance of invasive species introduced to site.
B. Erosion control measures must be used to contain well water discharges within the construction zone. A sufficient area should be established to allow the discharged water to infiltrate into the native soil in such a manner that does not result in erosion of the natural ground surface.
Surface water flows must be managed to avoid scouring and sediment transport in any area that receives surface water flow from well discharges. Slopes exist within the vicinity of the test well site as shown on the project Plans. The Contractor will be responsible for ensuring well water discharges infiltrate into the native soil properly as described in this section.
C. All opportunities to facilitate the surface water to percolate into the ground must also be considered, such as utilizing sprinkler heads to evenly distribute the water or utilizing a diffuser pipe manifold and adequate vegetated flow paths.
D. Earthen barriers (non-jurisdictional dams) or holding ponds will not be authorized.
E. Well discharge water and precipitation runoff must be direct around and away from all fuel containment, storage, and work areas within the construction site boundary.
F. Divert well discharge water and precipitation runoff away from the wellhead.
G. Construction water used for dust control must have a controlled application rate to prevent sheet flow within the project area as well as out from the construction boundary and into other areas of the Park.

H. Furnish, install, maintain, and operate necessary control measures and other equipment necessary to prevent erosion as described in the approved UPPP.
8.10 MAINTENANCE OF TEMPORARY FACILITIES
A. Ensure erosion and sediment control features remain effective throughout the test well work.
Maintain these features as necessary and reconfigure to adapt to changing conditions.
B. Continuously monitor erosion and sediment control features during test well development and pumping test. Inspect these features before and after each significant precipitation event.
Promptly repair weakened, damaged, and lost erosion and sediment control features.
8.11 REPORTING
A. If a discharge occurs or if the project receives a written notice or order from any regulatory agency, the Contractor will immediately notify the COR and will file a written report to the
AHJ within seven (7) days of the discharge event, notice, or order. Corrective measures must be implemented immediately following the discharge, notice, or order. The report to the AHJ must contain the following items at a minimum:
1. The date, time, location, nature of operation, and type of discharge, including the cause or nature of the notice or order.
2. The BMPs deployed before the discharge event, or prior to receiving the notice or order.
3. The date of deployment and type of BMPs deployed after the discharge event, or after receiving the notice or order, including additional BMPs installed or planned to reduce or prevent re-occurrence.
4. An implementation and maintenance schedule for any affected BMPs.
8.12 SEDIMENT DISPOSAL
A. Sediment resulting from stormwater processes removed from temporary sediment control features must be disposed on the site within previously disturbed area at the end of the project as part of the site restoration. Sediment must be dried out prior to use in site restoration. The locations the sediment is applied must not be in areas susceptible precipitation runoff.
B. Sediment resulting from mud drilling processes shall be removed from the site and disposed of in an acceptable manner.
8.13 REMOVAL OF TEMPORARY POLLUTION CONTROL MEASURES
A. All temporary control measures shall be removed with permission of the COR within ten (10) working days after final acceptance of the project, and/or once grading is completed, and slopes have stabilized.
PART 9 – MOBILIZATION / DEMOBILIZATION (SECTION 01 71 13)
9.1 MOBILIZATION / DEMOBILIZATION

A. General: The work under this section consists of the mobilization and demobilization of the contractor's forces and equipment necessary for performing the work required under the contract. It does not include mobilization and demobilization for specific items of work for which payment is provided elsewhere in the contract. Mobilization will not be considered as work in fulfilling the contract requirements for commencement of work.
B. Mobilization shall include all activities and associated costs for transportation of contractor's personnel, equipment, and operating supplies to the site; establishment of offices, buildings, and other necessary general facilities for the contractor's operations at the site; premiums paid for performance and payment bonds including coinsurance and reinsurance agreements as applicable; and other similar miscellaneous items.
C. Demobilization shall include all activities and costs for transportation of personnel, equipment, and supplies not required or included in the contract from the site; including the disassembly, removal, and site cleanup of offices, buildings, and other facilities assembled on the site specifically for this contract.
D. This work includes mobilization and demobilization required by the contract at the time of award. If additional mobilization and demobilization activities and costs are required during the performance of the contract because of changed, deleted, or added items of work for which the contractor is entitled to an adjustment in contract price, compensation for such costs will be included in the price adjustment for the item or items of work changed or added.
E. Measurement and Payment: Payment will be made as the work proceeds, after presentation of paid invoices or documentation of direct costs by the contractor showing specific mobilization and demobilization costs and supporting evidence of the charges of suppliers, subcontractors, and others. When the total of such payments is less than the lump sum contract price for this item, the balance remaining will be included in the final contract payment. Payment of the lump sum contract price for mobilization and demobilization will constitute full compensation for completion of the mobilization and demobilization work.
Payment will not be made under this item for the purchase costs of materials having a residual value, the purchase costs of materials to be incorporated in the project, or the purchase costs of operating supplies.
PART 10 – EXECUTION (SECTION 01 73 40)
10.1 EXECUTION
A. Examination: Examine the project area and site facilities and verify compatibility between existing conditions and the scope of work.
B. Preparation: Take field measurements or conduct surveys to verify dimensions before fabrication or installation.
C. Installation: Install all systems or components according to the specifications, manufacturer’s recommendations, permit conditions (where applicable), and local, State, and Federal codes, standards, and regulations.
D. Correction of the Work: Upon discovery of defects or damage of new work or to existing facilities damaged by new work, repair or replace damaged systems or components and restore substrates and finishes.
E. Progress Cleaning: Clean the project site and work area on a daily basis. Keep site free of waste and debris in proper containment. Properly dispose of all waste and debris offsite.

F. Final Cleaning & Waste Disposal: At the completion of the work, clean all surfaces and remove all waste materials, trash, tools, equipment, machinery, and surplus items from the project site and legally dispose of all waste items. Remove all temporary barriers and remove from the site.
PART 11 – CLOSEOUT PROCEDURES (SECTION 01 77 00)
11.1 SUBSTANTIAL COMPLETION AND FINAL INSPECTION
A. When the project, or a designated portion of the project, is substantially complete, the
Contractor shall request a final inspection in writing. Upon receipt of the written request that the project is substantially complete, the COR will proceed with a final inspection within ten
(10) days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.
B. If the work is determined to be substantially complete at the final inspection, the COR will prepare a Letter of Substantial Completion with a Punch List of deficiencies to be corrected before final acceptance. The Contractor shall complete the work described in the Punch List within thirty (30) calendar days, as weather permits. If the Contractor fails to complete the work within this time frame, the COR may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of Construction clause of the contract.
C. If the work is determined to be not substantially complete, the COR will notify the Contractor in writing. The Contractor may request a new final inspection. All re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction clause of the contract.
D. After all deficiencies have been corrected and the project is complete, a Letter of Final
Acceptance will be issued by the Contracting Officer (CO).
11.2 CLOSEOUT SUBMITTALS
A. Operation & Maintenance (O&M) Manual: Submit three (3) hard copies (in D-ring binders) and three (3) thumb drives with all operation and maintenance information including but not limited to a preventative maintenance schedule, operating instructions, product / material cut sheets, system diagrams, as-built drawings, progress photos, product warranties, and a one (1) year Contractor-issued warranty on all workmanship starting from the date of final acceptance.
11.3 DEMONSTRATION & TRAINING
A. Demonstration & Training: Provide onsite demonstration and training to NPS operators and staff on the proper, safe operation of all new systems and components.
