Performance Work Statement
1.0 Definitions
1.1 Refuse: Items thrown away and intended for disposal, including garbage, rubbish, ashes, street cleanings, and solid industrial wastes.
1.2 Garbage Solid or semi-solid, animal and vegetable wastes resulting from the handling, preparation, dispensing, cooking, and consumption of food: This includes but is not limited to waste food, non-edible portions of food stuff, food wrappings and containers.
1.3 Rubbish: Solid wastes consisting of both combustible and non-combustible wastes such as tin cans, yard clippings, wood, glass, bedding, crockery, and similar materials.
1.4 Dumpster: A closeable receptacle for the temporary retention of refuse. Container is steel, box-like and bear proof.
2.0 Objective / Scope of Work: This is a requirement for Refuse Collection and Disposal Services within
Big Horn Canyon National Recreation Area (NRA). The Government contemplates award of a contract, including a Base Year plus Four Option Years to result from this combined synopsis/solicitation. The main objective of the requirement is timely collection and removal of refuse from multiple sites within the Park, along with the subsequent disposal (e.g., at an off-site and state approved/licensed sanitary landfill or recycling center location). Landfill disposal fees shall be the contractor’s responsibility.
Work will be conducted in the south district of Bighorn Canyon NRA, accessible from Lovell, WY.
Dumpsters shall be 3-cubic yard size/capacity for 11 sites, and 30-cubic yard size/capacity for one site.
All dumpsters shall be bear proof.
The successful contractor shall perform refuse and recycling collection, along with transportation and disposal, in accordance with all applicable laws, regulations, standards, instructions, and commercial practices, and as described in the Performance Work Statement (PWS). The Contractor shall furnish all labor, equipment (fully operated), supervision, transportation, operating supplies, materials, and incidentals necessary to complete the work. All work shall conform to the terms and conditions of the solicitation and any resultant contract.
Safety, sanitation, bear-proof operations, and customer service, all of which are of paramount importance, are key constituents for the contractor to incorporate into the services delivered to the
Government. Moreover, the contractor is encouraged to, and expected to, use innovative approaches in order to effectively and efficiently accomplish the work at a reasonable cost. Visitors to Big Horn Canyon
NRA should be able to quickly recognize the steadfast commitment to stewardship of the Park by way of the contractor’s careful attention to detail and dependable/high quality services.
3.0 Location / Place of Performance: Work will be performed in Big Horn Canyon National Recreation
Area (South District), Big Horn County, WY (reference Section IV for a vicinity map of Big Horn
Canyon National Recreation Area). Refuse collection sites, within the Park boundaries, are designated on the ‘Site Location Map’ included in Section IV.
4.0 Period of Performance, Base Year and Option Years
The period of performance shall be for one (1) Base Year period and four (4) Option Year periods. Note:
It is not guaranteed that Option Year periods will be exercised by the Government.
The Base Year performance period for Refuse Collection and Disposal Services shall commence following contract award and will continue through 08/15/2019.

4.2 If Option periods are exercised, there shall be no break in Refuse Collection and Disposal
Services between performance periods.
5.0 Specified Tasks
5.1 Dumpsters and recycling containers (reference Section 6.0, ‘Refuse Collection and Disposal
Services Schedule’ below) shall be emptied on each scheduled day. The contractor’s objective shall be to collect and dispose of Park refuse and recyclable materials in a manner such that the bear-proof dumpsters and recycling containers are maintained in a sanitary manner, free of dirt, debris, odor, and pests.
5.2 Adequate measures shall be taken to prevent spillage of refuse during removal operations. All refuse spilled during removal shall be cleaned up by the contractor prior to leaving the site. The contractor shall be responsible for immediately cleaning up any spills, debris, etc. after collecting the refuse or recyclables from a specified collection location. The contractor shall pick up and remove all litter and waste on the ground within a ten-foot radius of the dumpster or recycling container during the collection.
5.3 Each dumpster or recycling container will be completely emptied of its contents each time it is scheduled for pick-up.
5.4 After emptying each dumpster or recycling container, the contractor shall return the containers to their proper stations and ensure each dumpster or recycling container is in an upright position with the lid securely in place and closed. The contractor must ensure that each dumpster or recycling container lid is closed and secured, and that the bear lock system is engaged. There can be no deviation from this policy, as the bear population is large and bears travel through the Park frequently.
5.5 The contractor shall report any refuse that was not properly inserted into the dumpsters and recycling containers to the Contracting Officer’s Representative (COR). The contractor will not be responsible for refuse that was not properly inserted into the containers.
5.6 The contractor and company employees shall work as quietly and inconspicuously as possible while in the presence of the public.
5.7 Historical Data - Dumpster Yardage
• May — September: 528 yards total (Summer Months, 16 weeks, weekly collection)
• October — April: 132 yards total (Winter Months, 2-4 pick-ups)
• Roll on/roll off box: Three pulls annually, 3 tons each (estimated)
5.8 Disposal: No ‘in Park’ disposal will be available to the contractor. The contractor shall transport and dispose of all solid waste at a licensed off-site, outside of the Park, location selected by the contractor. The contractor shall dispose of recyclable materials at an off-site, outside of the
Park, recycling processing center. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for all permits or fees associated with disposal at any/all off-site, outside of the Park, disposal locations.
5.9 Weighing of Vehicles/Ticketed Reporting: All vehicles utilized in the collection of refuse and recyclable materials shall be weighed on state certified scales at the disposal facility. Incoming and outgoing vehicle weights shall be recorded on weight tickets to determine the amount of refuse (e.g., tonnage) collected at the Park. Vehicle weights shall be recorded on machine printed weight tickets provided by the operator at the weigh station. Empty vehicle weights will be on record at any/all disposal locations, and with the Contracting Officer. The contractor shall submit to the Contracting Officer the vehicle weight (complete receipts bearing the name, address, and telephone number of the receiving facility) for every load of materials recycled or disposed. The weight totals will be tallied monthly in the Solid Waste and Recycling Report and submitted with the Contractor’s invoice (reference Section 4.10, Reports and Records, below).
5.10 Reports and Records: The contractor shall provide a monthly Solid Waste and Recycling Report to the Contracting Officer no later than the fifth working day of the month, following the month covered in the report. For solid waste, the report shall include the total tonnage of refuse collected and disposed of, and must indicate the specific place of disposal (e.g. incinerator, sanitary landfill, or other disposal location). If specific areas of county landfills are designated, this shall also be noted. For recyclables, the report shall show the total weight of each type of recyclable material collected and the gross proceeds received for recyclable sales per type of material.
5.11 Conduct / Public Contact: The contractor and company employees, including subcontractors, shall treat all members of the visiting public with respect and courtesy.
6.0 Refuse Collection and Disposal Services Schedule
6.1 Seasonal Adjustments: Services include the weekly collection and removal of refuse during the summer and winter visitor seasons and occasional (e.g., ‘call when needed’) service of one (1) 30-yard dumpster for the National Park Service at designated locations as follows.
• Weekly Service for 16 weeks: Begins the week prior to Memorial Day and continues through the week of Labor Day for eleven (11) 3-yard dumpsters. Preferred collection day is Thursday.
• One-time Service: Collection during the first week of December for eleven (11) 3-yard dumpsters.
• One-time Service: Collection during the third week of May for eleven (11) 3-yard dumpsters.
• Occasional, ‘Call when needed’, Service: Collection will be scheduled with the contractor
5 business days in advance of desired date for one 30-yard dumpsters. Service includes up to 5 separate pick-ups during any applicable contract period (e.g., during the Base
Year and/or any Option Year period).
6.2 Hours of Operation: Work shall be performed between the hours of 6:00 am and 6:00 pm local time, unless otherwise approved in advance by the Government.
6.3 Changes in Collection Schedule: The Government reserves the right to change the designated day of the week that collections are to be made. In such case, the Contractor shall be given 7-days’ notice of the collection day change. Any other change to the collection schedule must be agreed to by the parties in writing and shall be processed as a contract modification.
6.4 Number of Containers: Contractor will provide eleven (11) 3-cubic yard dumpsters and one 30-cubic yard dumpster.
6.5 Collection Points: Collection shall occur at two primary sites within the NRA: 1) the Horseshoe Bend
Marina area; and, 2) the Barry’s Landing Boat Ramp and parking area. Seven (7) 3-yard dumpsters will be situated around the Horseshoe Bend Marina area; four (4) 3-yard dumpsters shall be situated around the Barry’s Landing area. Distances from Lovell, WY to the collection sites range from 20 to
35 miles The Government may make minor changes to the collection sites in the general vicinity of the identified locations (5 business days’ advance notification shall be provided to the contractor).

7.0 Contractor Furnished Equipment
7.1 Contractor-Furnished Vehicles: The contractor shall provide all refuse and roll-off recycling type collection vehicles and shall be responsible for maintenance of all vehicles necessary to perform the services outlined herein. Contractor’s vehicles shall have the company name prominently displayed on both sides of the vehicle. Vehicles shall be kept clean to present a neat and reputable appearance. All vehicles shall be registered, licensed, insured, and operated in accordance with all applicable local, state and federal regulations by licensed/qualified drivers. Vehicles used in the performance of the work shall be in operable condition and shall meet local, state, and federal safety requirements and applicable regulations. Vehicles found to be unsafe and/or unable to function as designed, shall be restricted from entering the Park. Vehicular repairs shall not be undertaken inside the Park. The Government may inspect the contractor's vehicles at any time and may direct the removal of any unsafe or objectionable vehicle from the Park. The contractor shall supply all necessary equipment of the size and type needed to provide the services outlined in the
PWS. Equipment shall be outfitted with the proper safety and noise limiting devices and will be maintained to operate safely. Refuse removal/haul-off equipment shall be an enclosed collection truck (compaction type) designed to prevent loss of refuse in transit.
7.2 Dumpsters: The contractor shall furnish all dumpsters and recycling containers as specified in the
PWS and they shall be constructed for commercial use.
8.0 Key Personnel and Contact Information
8.1 The contractor shall provide adequate and qualified personnel to perform the specified services.
8.2 Superintendent: The contractor shall provide an on-site Superintendent who shall be designated in writing to the Contracting Officer. The Superintendent shall oversee all work performed and shall ensure that all work is sufficiently completed during each trip into the Park.
8.3 Contractor Contact Information: The contractor will provide the Government with the contact information as outlined below. The contractor will be responsible for keeping the contact information updated and communicated to the Government. The contractor will notify the
Contracting Officer of any changes to this contact information in writing.
a) Emergency contact information, including name and telephone number, for the hours between 6:00 AM and 6:00 PM local time;
b) Emergency contact information, including name and telephone number, for the hours between 6:00 PM and 6:00 AM local time;
c) Contact information, including name, telephone number, and email address, for contract administration issues;
d) Contact information, including name, telephone number, and email address, for contract billing issues;
e) Contact information, including name, telephone number, and email address, for refuse collection and disposal issues.
9.0 Safety
9.1 Safety Equipment: All contractor personnel must use approved safety equipment appropriate for the contract work being performed. Safety equipment must conform to OSHA Safety and Health Standards.
9.2 Accident Reporting: The contractor shall immediately notify National Park Service Law
Enforcement (by dialing 911) of any and all accidents to which the contractor's employees are a party or witness to; and, of any and all accidents involving the company’s employees or equipment working under this contract. For contract-related emergency issues, the contactor shall contact the Contracting
Officer's Representative (COR) who will be designated at the time of award, or the Contracting Officer.
10.0 Preservation of Structures and Natural Features: The contractor shall confine all activities to the specific areas where the services are to be performed. Damage to, or destruction of, any structure or natural feature by the contractor shall require repair or replacement, as the Contracting Officer may direct, at the Contractor's expense.
11.0 Lost and Found Property: It shall be the responsibility of the contractor to ensure that any/all articles found by the contractor's employees are turned in to the government for recording and proper disposition. Items should be turned in within one working day of the time they are found.
12.0 Quality Control / Quality Assurance: The Contractor is responsible for the quality and accuracy of all work performed. The Government is responsible for Quality Assurance.
This is a performance based requirement. Tasks/Deliverables and Performance Standards are outlined as follows (reference the Quality Assurance Surveillance Plan, located in Section IV). The Government will monitor the contractor’s performance in accordance with the Quality Assurance Surveillance Plan
(QASP) to ensure that the Refuse Collection and Disposal Services comply with the Performance Work
Statement (PWS).
Service requirements are summarized into Performance Tasks/Deliverables that relate directly to mission essential items. The Performance Standards briefly describe the minimum acceptable levels of service required for each Task/Deliverable. The Performance Standards are critical to mission success.

*Visitors and staff can open and shut trash doors with normal effort. (A defective unit is one that can’t be used with normal effort by a person; bear latches don’t secure properly, or it does not seal properly to contain odors/smells.)
*Defective unit replaced within one working day upon notification or discovery.
* Odors/smells are not noticeable by adjacent activities (boat launches, campsites, picnic areas, etc.)

12.1 Quality Control / Work Plan: The contractor shall develop and submit to the Contracting
Officer for approval, a quality control program to ensure continuous, cost effective, and efficient collection and disposal of Bighorn Canyon National Recreation Area refuse materials. A complete list of equipment/vehicles that will be used, with detailed description (make, model, size, type, etc.) must be included. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
12.2 Service Summary: Acceptance of the services performed will be based on compliance with the
Performance Standards. Non-compliance associated with the PWS and Performance Standards may constitute unsatisfactory performance and the contractor may be required to correct deficiencies. Repetitive or continuous failure to meet the contract requirements may result in termination of the Contractor’s right to proceed.
