1. Scope of Services

The Contractor shall provide passenger motor coach shuttle services in support of a two-day public event at Fort Moultrie National Historical Park on Sullivan's Island, South Carolina.

Service consists of two continuous shuttle routes operating between two park-and-ride origins in Mount Pleasant and a designated drop-off/pick-up location at the Fort Moultrie info tent and drop/board point on Poe Avenue. The Contractor shall furnish all labor, vehicles, fuel, insurance, dispatch, supervision, management, and boarding tokens necessary to perform the services described herein.

2. Background and Operating Environment

The event is a signature commemorative activity within the South Carolina 250th (SC250) / America 250 (A250) framework, with publicly announced dates of June 27 and June 28, 2026 and programming hours of 9:00 AM to 5:00 PM each day. Planning visitation is approximately 5,000 visitors per day. On-site parking at Fort Moultrie and surrounding Sullivan's Island is severely limited, and the island is accessed via the Ben Sawyer Boulevard causeway, which is shared with peak summer beach traffic.

Critical operational conditions the Contractor shall plan for: (a) the Ben Sawyer Bridge is a swing-span bridge that opens for maritime traffic at the discretion of the US Coast Guard, which may cause significant route delays (see Section 10); (b) late-June Saturday/Sunday beach traffic in the corridor is heavy; (c) Sullivan's Island is a small residential community and Contractor operations shall minimize impact on residents; (d) rain-or-shine operations are required, subject to severe-weather protocols.

4. Routes and Stops

The Contractor shall operate two bidirectional shuttle routes:

• Route 501 (Blue): Mount Pleasant Town Hall park-and-ride ↔ Fort Moultrie drop-off zone.

• Route 502 (Red): Lucy Beckham High School park-and-ride ↔ Fort Moultrie drop-off zone.

The overall route geography for both shuttle routes, including the park-and-ride origins in Mount Pleasant and the common termination at Fort Moultrie on Sullivan's Island, is depicted in Technical Exhibit A. The Fort Moultrie drop-off and pick-up configuration, including the one-way loop (Middle Street inbound, Poe Avenue outbound), controlled intersections, and designated boarding zone, is depicted in Technical Exhibit B. The Contractor shall follow the one-way loop at all times and shall not operate against the designated traffic direction.

Specific pickup zones at each park-and-ride origin shall be designated by the separately awarded Parking Management Contractor during mobilization. The Contractor's operational footprint at each park-and-ride origin is limited to the designated boarding curb and approach/departure lane.

5. Vehicle Requirements

All vehicles used in revenue service shall meet the following requirements. These requirements are pass/fail and shall be verified at pre-service inspection.

• Enclosed, air-conditioned, weather-tight motor coaches. All revenue-service vehicles shall be fully enclosed motor coaches with operable air conditioning and heating systems, intact window and door seals, and interiors protected from weather. Open-sided tour vehicles, trolleys, canvas-top conveyances, and vehicles with inoperable or degraded HVAC systems are non-conforming and shall not be placed in revenue service.

• Minimum seating capacity. Vehicles shall have a minimum seated capacity of 40 passengers, excluding the driver.

• ADA lift-equipped vehicles. At minimum two (2) vehicles — one on each route — shall be wheelchair-lift equipped in accordance with the Americans with Disabilities Act and in continuous rotation during revenue service hours. ADA vehicles shall not be held in reserve on an on-call basis.

• Fleet ownership. Vehicles shall be owned or under long-term lease to the Contractor or a disclosed subcontract operator (see Section 8). Offeror shall provide USDOT numbers for all vehicles proposed for revenue service with the quotation.

• Safety compliance. All vehicles shall have a current Federal Motor Carrier Safety Administration (FMCSA) Satisfactory safety rating and shall comply with all applicable Federal Motor Carrier Safety Regulations.

• Pre-service inspection. Not later than 72 hours prior to Day 1 revenue service, the Contractor shall present all proposed revenue-service and spare vehicles for inspection by the Contracting Officer's Representative (COR) or designee. Non-conforming vehicles shall be replaced at no additional cost prior to revenue service.

• Boarding token inventory. The Contractor shall maintain sufficient color-coded boarding token inventory (blue tokens for Route 501; red tokens for Route 502) to issue one token per outbound passenger, per route, for the full operating window of each event day. Boarding token specifications are set forth in Section 6.4.

6. Service Standards

6.1 Base Fleet

The Contractor shall provide the following base fleet, operating both event days:

Route Running Spare Total Contracted

501 (Blue) – MP Town Hall 2 1 3

502 (Red) – Lucy Beckham HS 4 1 5

TOTAL 6 2 8

6.2 Headway and Continuous Service

The Contractor shall provide continuous bidirectional service on each route. Target scheduled headway is ten (10) minutes per route during core operating hours (8:30 AM to 5:30 PM).

Service shall commence with first pickup at each park-and-ride at 8:30 AM on each event day and shall continue until the final passenger has been returned to their origin park-and-ride, not later than 6:00 PM. The Contractor shall make a clearly audible “last bus leaving” announcement at Fort Moultrie on each event day, not less than ten (10) minutes prior to departure of the final return trip, so that visitors can board before service concludes.

6.3 Day 2 Surge Option

The Government reserves the unilateral right to exercise a priced option to augment fleet size on Day 2 (June 28, 2026) by up to four (4) additional vehicles (up to three additional on Route 502; up to one additional on Route 501), bringing the Day 2 ceiling to twelve (12) contracted vehicles. The Contracting Officer shall exercise this option in writing not later than 6:00 PM local time on June 27, 2026. Exercise of the option will be informed by one or more of the following Day 1 triggers:

• Day 1 systemwide ridership exceeds 1,800 passenger boardings;

• Denied boardings exceed 30 at any single stop during any single 60-minute interval; or

• Average passenger wait time exceeds 15 minutes at any stop over any 60-minute interval.

Offeror shall attest in the quotation to the capability to stage surge vehicles and drivers overnight between Day 1 and Day 2 operations.

6.4 Boarding Tokens

The Contractor shall distribute a color-coded boarding token to each outbound passenger at the point of boarding at each park-and-ride origin. Tokens serve three operational purposes: (a) to indicate to each visitor which route (and therefore which park-and-ride origin) they came from for the return trip; (b) to provide a physical-count basis for ridership reconciliation in the daily ridership report; and (c) to provide auditable evidence in support of any Day 2 surge option determination. Tokens shall meet the following specifications:

• Format: single-use paper ticket, disposable paper wristband, or equivalent low-cost consumable. Re-used or returnable token formats are not acceptable.

• Color: clearly distinguishable blue for Route 501 and red for Route 502. The Contractor shall avoid color combinations that are difficult for colorblind visitors to differentiate and shall pair color with printed route identification.

• Content: route number (501 or 502), route name (Town Hall or Lucy Beckham), event date, and a plain-language return-trip reminder (e.g., “Board the RED shuttle to return to Lucy Beckham”).

• Inventory: serialized or batch-marked to permit reconciliation against the daily ridership report.

• Distribution: one token per outbound passenger, issued by the driver or an on-bus attendant at the time of boarding at the park-and-ride origin. Tokens are not required for the return trip from Fort Moultrie.

7. Key Personnel and Staffing

• Driver qualifications. All drivers shall hold a current Commercial Driver's License with Passenger (P) endorsement, current DOT medical certification, and shall be enrolled in the Contractor's FMCSA-compliant drug and alcohol testing program. Drivers shall have not less than twelve (12) months of commercial passenger driving experience.

• Driver staffing ratio. The Contractor shall staff not less than 1.5 drivers per vehicle in revenue service to cover mandatory FMCSA rest and meal breaks without interrupting service.

• Driver employment. Drivers shall be W-2 employees of the Contractor or of a disclosed subcontract operator (see Section 8).

• On-site supervisor. The Contractor shall provide one (1) on-site supervisor per operating day, physically present and reachable by radio and phone, with authority to make operational decisions and to interface with NPS and law enforcement personnel.

• Dispatcher. The Contractor shall provide one (1) dispatcher per operating day, responsible for fleet coordination, bridge-opening notification and severe weather monitoring, spare-vehicle activation, and passenger communication.

• Named driver roster. Not later than five (5) business days prior to Day 1, the Contractor shall submit to the COR a named driver roster identifying each driver assigned to revenue service and named backup drivers sufficient to cover the 1.5-drivers-per-vehicle ratio.

8. Operator of Record and Anti-Pass-Through Provisions

The Government's intent is to contract directly with the operator of record of the vehicles and drivers actually in revenue service, not with a broker or aggregator that subcontracts to one or more local operators and adds a margin. The following provisions apply:

• Operator of record attestation. With its quotation, Offeror shall certify in writing that it is the operator of record of the vehicles and the employer of record of the drivers proposed for revenue service, or shall fully disclose any teaming, subcontract, or vehicle-lease arrangement. Disclosure shall include the name of each subcontract operator, the role of each, and the percentage of the total effort each will perform.

• Subcontract limitation. Not less than fifty percent (50%) of the total cost of contract performance incurred for personnel shall be expended for employees of the prime Contractor, consistent with the principle underlying FAR 52.219-14.

• Fleet ownership documentation. Offeror shall provide USDOT numbers for all vehicles proposed for revenue service. Upon request of the Contracting Officer, Offeror shall provide vehicle registration or long-term lease documentation evidencing that proposed vehicles are under Offeror's (or a disclosed subcontract operator's) operational control.

• Prohibition on undisclosed substitution. The Contractor shall not substitute undisclosed third-party vehicles or drivers into revenue service without prior written approval of the Contracting Officer. Substitution of a disclosed spare is permitted.

9. Coordination Requirements

The Contractor shall coordinate with the following entities during mobilization and operations:

• NPS on-site representatives. NPS staff will be present at the Fort Moultrie drop-off zone during revenue service hours. The Contractor's on-site supervisor shall establish a direct communication link with the NPS Incident Commander or designee at the start of each operating day.

• Parking Management Contractor. A separately awarded contractor is responsible for parking lot management, visitor orientation, wayfinding, queue management, and accessibility assistance at both park-and-ride origins and at the on-site public parking adjacent to Battery Jasper. The shuttle Contractor's responsibility begins at the designated boarding curb. Visitor orientation at the lots, including questions regarding the event, is the responsibility of the Parking Management Contractor. The shuttle Contractor shall coordinate with the Parking Management Contractor on any operational change affecting boarding location or timing.

• Law enforcement and traffic control. Mount Pleasant PD, Sullivan's Island PD, NPS Law Enforcement Rangers, and SCDOT will manage controlled intersections, barricades, and traffic flow during the event. The Contractor shall follow law enforcement direction without exception.

• Communication infrastructure. The Contractor shall participate in a single shared cell phone text group (including key NPS personnel, identified during mobilization) for the duration of revenue service and shall establish a single published public-facing phone number for visitor inquiries regarding shuttle operations.

10. Contingency Operations

10.1 Ben Sawyer Bridge Openings and Excusable Delay

The Ben Sawyer Bridge is a swing-span bridge operated at the discretion of the US Coast Guard to accommodate maritime traffic. Bridge openings are outside the control of both the Government and the Contractor. Performance standards set forth in Section 11 shall be tolled (paused) during documented Excusable Delay events.

Excusable Delay events include, but are not limited to: Ben Sawyer Bridge swing-openings for maritime traffic; traffic collisions on the routes or at the drop-off zone; lightning suspensions issued by the NPS Incident Commander; law enforcement-directed road closures; NWS-issued severe weather warnings rendering operations unsafe; and acts of God. The Excusable Delay period begins when the event commences and ends when normal traffic flow resumes at the affected route segment.

During any Excusable Delay event, the Contractor shall:

• Notify the on-site supervisor and the shared communications cell phone text group within 5 minutes of becoming aware of the event;

• Communicate the delay and estimated duration to passengers on affected vehicles and at affected stops;

• Hold vehicles at safe locations and maintain HVAC operation for passenger comfort;

• Resume normal service within 10 minutes of the event clearing; and

• Document the event (time, duration, cause, affected vehicles, actions taken) in the daily ridership report.

Failure to execute this affirmative response protocol shall not qualify as Excusable Delay, and the underlying performance standards shall apply.

10.2 Severe Weather

Operations are rain-or-shine. Suspension authority for severe weather rests with the NPS Incident Commander, in consultation with the Contractor's on-site supervisor. Lightning protocols shall be based on NWS and NPS guidance. No financial penalty shall be assessed against the Contractor for safety suspensions executed within protocol.

10.3 Vehicle Breakdown

In the event of a mid-route vehicle breakdown, the Contractor shall activate a spare vehicle and have it in revenue service within thirty (30) minutes of the breakdown. The disabled vehicle shall be removed from the route at the Contractor's expense.

11. Performance Standards

The following performance standards apply to revenue service. All standards are subject to tolling during documented Excusable Delay events as defined in Section 10. Contractor affirmative response obligations during Excusable Delay events are enforceable as standalone performance requirements.
