GENERAL REQUIRMENTS
SUMMARY OF WORK
PART 1 GENERAL
1 .1 DESCRIPTION
A. Description
Culverts and ditches along the parkway have grown over with vegetation, small trees, and brush, causing sediment and debris to clog ditches and culverts. Additionally, some culverts have developed erosional scour at the outfalls and around headwalls of the pipe. In some locations these conditions are causing a drastic change to the maintained landscape along the parkway and if left unaddressed could result in failures leading to the loss of the parkway road.
In the Natchez and Port Gibson Districts of the Parkway, from approximately mile post 5 to mile post 45, the presence of loess soils at drainage crossings makes extensive erosion occur on a cyclic basis especially around drainage structures, putting them at risk of failure.
This project seeks to stabilize and recondition selected drainage culvert outfalls where excessive erosion has occurred or is in progress and install countermeasures to this erosion. This stabilization will be accomplished by removing silt, removing obstructive vegetation, repairing erosion, placing riprap in areas where erosion is excessive or reoccurring, and filling any voids around the headwalls of the drainage structure.
B. Quantities and specific locations of work are estimated and subject to change. Final Contract price shall be based off of unit price bid for each item bid per unit of work completed in accordance with the specifications and contract documents.
C. The US Depart of Transportation Federal Highway Administration Standard Specifications for
Construction of Roads and Bridges on Federal Highway Projects FP-14 will be the guiding document for work to be performed. And more specifically the sections highlighted in this document.
D. All temporary signage and traffic control cost shall be included in the Maintenance of Traffic Pay
Item and paid on a Percent of work complete basis.
E. Additional consideration related to Threatened and Endangered Species.
Tricolored bat. -- Tricolored bats can sometimes utilize culverts. Contractor will work with the NPS to survey for bats prior to culvert cleaning, repair or work in proximity to the culvert.
Additionally, construction will be limited to July15 to December 15 in accordance with guidance from the US FWS. Please note that these dates may change with new guidance from USFWS.
The actual dates will be confirmed at the pre-construction conference. If for any reason construction needs to occur outside of that window, NPS will re-consult with FWS on how to proceed and the contractor will be expected to follow that guidance.
2 SUSTAINABILITY STATEMENT
This project consists of drainage repairs, cleaning, and reconditioning as needed adjacent to drainage structures on the Natchez Trace Parkway. Performing this work will make the structures more resilient to flooding events and other climate changes.
By doing this work now and periodically in the future the life of the structure will be sustainably increased and risk of catastrophic failure and loss of life will be reduced.
A. Accessibility Statement
This project consists of drainage repairs, cleaning, and reconditioning as needed adjacent to drainage structures on the Natchez Trace Parkway.
Since all anticipated maintenance work is to be performed in areas of the Roadway Profile that are not typically accessible to the public, no changes to existing accessibility are anticipated.
2 .2 LOCATION
A. Natchez Trace Parkway, Natchez District - MP 34 to MP 35 near Natchez and Port Gibson.
2 .3 CONTRACTOR’S USE OF PREMISES
A. Work hours shall be within daylight hours between 7:00 AM and 5:00 PM. The contractor may work other hours only with the permission of the Contracting Officer (CO) or COR. Work on
Saturdays or Federal Holidays and at night may be performed only with prior consent of the CO.
Work on Sundays shall not be permitted except in case of emergencies.
B. Contractor shall, at all times, conduct his operations to ensure the least inconvenience to the government. A minimum of twenty-four hours prior notice shall be required before any utility to any building is turned off to commence work.
C. Confine storage of materials to locations designated by the CO or COR. Staging areas shall be determined during the pre-construction conference. The Contractor may store materials and equipment at the work site at his own risk.
D. Existing Facilities:
1. The contractor shall be responsible for the preservation from injury or damage, resulting directly or indirectly from the execution of the work, of all public and private property along and adjacent to the parkway. The contractor shall use every precaution necessary to prevent damage to pipes, conduits, and other underground structures; also, all overhead structures such as wires, cables, etc.; and poles, trees, shrubbery and crops, within or outside of the right of way. Any utility lines damaged by the contractor shall be repaired at once at the contractor’s expense. All trails and roads adjacent to or intersecting the project shall be protected from damage. Contractor shall protect curbs and sidewalks from damage. At the completion of the project, bridges and curbs shall be swept clean to remove any loose material or fresh hot mix that was deposited during construction.
2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
3. Any damage to existing facilities resulting from the contractors’ actions shall be repaired to original condition by the contractor.
4. Coordination:
a. The Parkway’s facilities shall not be closed to the public during construction. The contractor shall coordinate with maintenance staff on the Park’s operations during construction.
E. Hauling Restrictions: When hauling on National Park Service roads, do not exceed the following load restrictions without permission granted by the Natchez Trace Parkway.

Where the ground is saturated with water or during periods of freezing and thawing, the Contracting
Officer may impose further load restrictions or suspend hauling.
Haul vehicles shall turn around only at intersections and parking areas, not on the Park Road.
Operate loaded vehicles hauling material at speeds not exceeding 40 MPH and spaced at 500-foot minimum intervals. On bridges, speeds shall not exceed 25 MPH and not more than one loaded hauling vehicle shall be allowed on any bridge at one time. Hauling of materials, supplies, and equipment over the park road, other than within the limits of the project, shall not be permitted without prior approval of the Contracting Officer. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Contracting
Officer.
F. Housekeeping: Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work. Equipment that is leaking any type fluids shall be repaired immediately or removed from the parkway boundary. Cleaning equipment at the end of work day shall only be performed at locations approved by the COR.
Leftover asphaltic materials or millings shall be loaded on to a haul vehicle and removed from the parkway boundary at the end of each work day unless directed otherwise. No excess asphalt or millings shall be left on the shoulders.
2 .4 FIELD VERIFICATION
A. Examination of the site: All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on ground conditions as if they had inspected the job site. No change orders will be approved for work obvious during a site visit. Please see FAR 52.236-27 - Site Visit
(Construction).
B. The contractor shall field verify all new and existing dimensions affecting the work of this contract before ordering products.
2 .5 PERFORMANCE PERIOD:
A. The contractor shall have 40 Working Days from the Notice to Proceed to complete all work awarded under this contract. A Working Day shall be considered every day that does not fall on a federal holiday, Saturday, or Sunday. In the case of rain, wet soil, other weather-related delays, or delays required by the government, time may be extended. The Contractor may provide documentation as to which days, within their Period of Performance, time should not be charged due to weather, to the COR for Review and Approval.
2 .6 INSPECTION – CONTROL OF WORK
A. The CO or COR shall decide all questions which may arise as to the quality or acceptability of materials furnished or work performed and shall decide all questions which may arise as to the interpretation of the plans and specifications and all questions as to the acceptable fulfillment of the terms and provisions of the contract.
B. No work shall be done nor material used without inspection by the COR, and the contractor shall furnish every reasonable facility for ascertaining whether or not the work performed and materials used are in accordance with the requirements and intent of the specifications and contract. Any work done or materials used without inspection by the CO or COR may be ordered removed and replaced at the contractor's expense. Materials will be inspected and approved as promptly as practicable on delivery at the job site. The work will be inspected as it progresses, but failure to reject any defective work or material shall not in any way prevent later rejection.
2 .7 CONSTRUCTION MATERIALS
A. All materials shall be Contractor-furnished.
B. Unless otherwise provided, tests of materials shall be made by the contractor in accordance with the methods given in the current edition of the AASHTO publication Standard Specifications for
Highway Materials and Methods of Sampling and Testing in effect on the date of invitation for bids.
C. Materials shall be so stored as to ensure the preservation of their quality and fitness for the work.
Stored materials, even though approved before storage, may be inspected prior to their use in the work, and they shall meet the requirements of the specifications at the time it is proposed to use them.
2 .8 ACCIDENT PREVENTION
A. Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).
B. Submittals:
1. Safety Plan: A Safety Plan shall be prepared and submitted to the COR before work can begin. The Safety Plan should be a written document that describes the process for identifying the physical and health hazards that could harm workers, procedures to prevent accidents, and steps to take when accidents occur. The written safety plan is your blueprint for keeping workers safe. The plan needs to compile the list of activities and what hazards exist and what safety equipment will be used to prevent accidents from occurring. The plan shall include:
a. Name of responsible supervisor to carry out the program
b. 24 hour emergency contact information
c. First aid procedures
d. Training, both initial and continuing
e. Planning for possible emergency situations
f. Contractor to identify nearest location of medical facility for emergencies
g. Recognition that work may be performed in remote areas with limited communication or cell phone coverage
2. Safety Meetings: As a minimum, conduct one weekly 15 minute "toolbox" safety meetings.
These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week.
Document and submit meeting minutes to the COR within one day after the meeting.
C. Qualification of Employees:
1. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.
2. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
D. Accident Reporting: The Contractor shall report all accidents to the COR as soon as possible and assist the CO and other officials as required in the investigation of the accident.
E. First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
F. Protective Equipment: It is always the Contractor’s responsibility to require all those working on or visiting the site to wear necessary protective equipment. The contractor shall maintain, at minimum, four (4) sets of Personal Protective Equipment (PPE) necessary for the work being performed, onsite at all times.
G. Hazardous Materials: Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical. It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources.
Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
1. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
2 .9 PRECONSTRUCTION CONFERENCE: See FAR 52.236-26
A. Pre-construction Conference: Before the start of work, the CO will arrange for a prework conference with the Contractor to determine any requirements that must be resolved to accommodate the work. Upon completion of the meeting and/or resolution of any items required, site work may proceed in concurrence with the Notice to Proceed.
2 .10 SUBMITTALS
A. General Submittal Procedures:
1. General: Prepare and submit submittals required by individual Specification Sections.
Types of submittals are indicated in individual specific sections.
a. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using National Park Service form CM-16 form. The form will be provided by the
CO. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form.
2. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the CO will consider other contractual remedies. Work shall not commence until written Notice to
Proceed has been issued. CO will notify Contractor of tentative date for the Pre-
Construction Conference:
B. Shop Drawings, Product Data, and Samples:
1. Product data, shop drawings, and any necessary samples shall be submitted for approval by the CO and COR. Product data should be given for each component of the system identifying the manufacturer and the product specifications. Shop drawings shall include detailed notes and drawings indicating the system design and layout including the layout and location of the outdoor/indoor units, wiring diagrams, routing of coolant lines, etc.
2. For submittals specified above, forward submittals to CO at least 15 days before need for approval (depends on length of project).
3. After approving submittals, CO will return one copy to the Contractor. If submittals are not approved, CO will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.
C. Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.
1. For each item proposed as an “approved equal,” submit supporting data, including:
a. Drawings and samples as appropriate.
b. Comparison of the characteristics of the proposed item with that specified.
c. Changes required in other elements of the work because of the substitution.
d. Name, address, and telephone number of vendor.
e. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
2. A request for approval constitutes a representation that Contractor:
a. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
b. Will provide the same warranties for the proposed item as for the item specified.
c. Has determined that the proposed item is compatible with interfacing items.
d. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
e. Waives all claims for additional expenses that may be incurred as a result of the substitution.
3. Approved Equals will be evaluated and approved/disapproved during the submittal process.
2 .11 PROJECT CLOSEOUT
A. Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
B. Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
C. Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the CO in writing. The CO or
COR will make an inspection within 10 days of receipt of request or at a mutually agreeable time.
1. If the work is determined to be substantially complete, following the final inspection, the.
CO will prepare a Punch List and the work will be considered substantially complete.
2. If the work is not determined to be substantially complete following the final inspection, the CO will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
3. Contractor shall complete the Punch List within 10 calendar days, documented weather permitting.
4. If CO determines that the work is not substantially complete; he will immediately notify
Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
5. If the Contractor fails to complete the work within the time frame, the CO may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.
6. Disposition of any permits and warranties required by the specifications in this section.
D. Acceptance of the Work: After all deficiencies have been corrected, the project can be accepted. A
Letter of Acceptance may be issued. A Release of Claims document must be executed and submitted to the CO before final payment can occur.
E. Warranties
1. Manufacturer’s warranties and product registration shall be completed with the manufacturer as required by the contractor within 10 days after completion of the applicable item of work. Copies shall be submitted to the CO.
2. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project
Substantial Completion.
3. Information shall include operation and maintenance manuals for each warranted material.

PART 4 MEASUREMENT AND PAYMENT
Measurement and payment shall be as per the items, units, and prices bid on the bid form according to the work completed and accepted.
Quantities of work are estimated and subject to change. Final Contract price shall be based off of unit price bid for each item bid per unit of work completed in accordance with the specifications and contract documents.

TRAFFIC AND SAFETY
PART 1 GENERAL
1 .1 DESCRIPTION
A. Work under this section consists of the furnishing of all labor, materials, equipment, and signs required by these specifications.
PART 2 PRODUCTS NOT USED
PART 3 EXECUTION
3 .1 PROTECTION OF PUBLIC
A. Flaggers: The contractor shall furnish two (2) capable, physically and mentally qualified flaggers for maintaining traffic flow during construction operations. The flaggers shall be English speaking. Flaggers shall wear fluorescent orange or green vests and shall be equipped with a standard hand-held warning (Stop/Slow) sign. Flags shall not be allowed for traffic control. They shall also be equipped with two-way radios that are capable of dependable transmission for one mile.
B. Safety Equipment: All slow moving equipment shall be equipped with slow moving vehicle emblems and high intensity flashing lights. Emblem and flashing lights shall meet OSHA standards.
C. Laws to be Observed: The contractor shall keep fully informed of all federal and state laws, all local laws, ordinances, safety codes, regulations, and all orders and decrees of bodies or tribunals having any jurisdiction or authority, which in any manner affect those engaged or employed on the work, or which in any way affect the conduct of the work. He shall at all times observe and comply with all such laws, ordinances, safety codes, regulations, orders, and decrees; and shall protect and indemnify the Government and its representatives against any claim or liability arising from or based on the violation of any such law, ordinance, safety code, regulation, order, or decree, whether by himself or his employees.
D. Public Convenience and Safety: The contractor shall at all times so conduct his work as to assure the safety and convenience of the general public and the residents along the parkway and to assure the protection of persons and property. Care shall be taken at all times to regulate the operations so as to protect visitors and campers in the park
E. Barricades, Warning Signs, and Other Devices: The contractor shall provide, erect, and maintain all necessary barricades, suitable and sufficient lights, danger signals, signs and other traffic control devices, and shall take all necessary precautions for the protection of the work and safety of the public. Suitable warning signs shall be provided to properly control and direct traffic.
Utilization of all barricades, warning signs, lights, temporary signals, flagmen and pilot car operators and equipment, and other protective devices shall be in accordance with the current edition, Part VI of the Manual on Uniform Traffic Control Devices for Streets and Highways, published by the U.S.
Government Printing Office. Part VI of the manual may be examined by prospective bidders at
Natchez Trace Parkway Headquarters, Tupelo, Mississippi. The contractor shall furnish, erect, 01/2008 01599-2

maintain, and remove, when directed, all signs shown on the plans. Portable construction traffic control devices shall be relocated after each 3000 foot progression of work. Signing, flagging and other detailed drawings are included with these specifications. During a lane closure, traffic cones shall be used to delineate the work area.
F. “DO NOT PASS”, “NO PASSING ZONE” and “PASS WITH CARE” signs shall be installed when and as directed by the Contracting officer representative at the appropriate locations before any pavement markings are covered by the overlay.
