About this file

This is a Sources Sought announcement for market research purposes regarding the procurement of a mobile marine crane for the Port of Aqaba, Jordan. The United States Army Corps of Engineers (USACE) Middle East District is conducting the market research to identify interested and capable vendors prior to formal solicitation.

The requirement involves the supply, shipment, delivery, assembly, and testing of a mobile marine crane capable of hoisting a 40-metric-ton vessel at a 12-meter radius with a maximum lift capacity of at least 150 metric tons. The equipment will operate at an existing pier with a 220V/50 Hz power supply. The project is funded through Foreign Military Financing (FMF) under the Foreign Military Sales (FMS) program, restricting eligibility to U.S. entities only; for joint ventures, the U.S. firm must hold greater than 51% ownership. The contract will be awarded and paid in U.S. dollars, and no Offshore Procurement (OSP) determination has been obtained, meaning all work must occur within the United States unless subsequently approved. Applicable NAICS code 333923 and Federal Supply Codes 3950 and 3810 address overhead traveling cranes and related equipment.

Responses are due by 1000 hours Eastern Daylight Time on September 22, 2026, submitted via email to Elena.N.Shapovalova@usace.army.mil and Eric.L.Caruso@usace.army.mil. Capability statements must not exceed 5 pages and should include firm contact information, CAGE Code/UEI number, teaming arrangements if applicable, specific capabilities addressing crane supply, transportation to an OCONUS location, and on-site assembly/testing approach. A rough order of magnitude (ROM) cost breakdown is required for manufacture/supply, shipment, and assembly/testing, though ROM costs will not be considered binding proposals or future pricing commitments and serve solely for programmatic budgeting. A product brochure detailing technical specifications and lifting capacity charts must also be submitted. This announcement seeks information for preliminary planning purposes only and is not a solicitation for proposals; no contract will be awarded from this announcement, and no specifications or drawings are currently available.
