About this file
This is a Sources Sought Announcement (Amendment 0001) for market research purposes only regarding marine crane procurement and installation at the Port of Aqaba, Jordan.
The United States Army Corps of Engineers (USACE) Middle East District is seeking information from qualified vendors regarding supply, shipment, delivery, assembly, and testing of a mobile marine crane. The crane must have a maximum lift capacity of at least 150 metric tons and be capable of hoisting a 40-metric-ton vessel at a 12-meter radius. The equipment will support maintenance operations at an existing pier with 220V/50 Hz power supply. Applicable NAICS code 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing) and FSC codes 3950 and 3810 apply. The procurement is funded through Foreign Military Financing (FMS/FMF), which restricts eligibility to U.S. entities as prime contractors; joint ventures must have U.S. firm majority ownership (>51%). The contract will be awarded and paid in U.S. dollars. No Offshore Procurement determination has been obtained, restricting procurement to U.S. sources.
Responses must be submitted via email by 1000 hours EDT on 22 September 2026 to Elena.N.Shapovalova@usace.army.mil and Eric.L.Caruso@usace.army.mil. Capability statements should not exceed 5 pages and must include firm contact information, CAGE Code, UEI number/SAM registration, teaming arrangements if applicable, capabilities documentation, and a rough order of magnitude (ROM) cost breakdown for crane manufacture/supply, shipment to Port of Aqaba, and on-site assembly/testing. A product brochure detailing technical specifications and lifting capacity charts is also required. ROM costs are for budgeting purposes only and are not binding on either party. This announcement is explicitly not a solicitation for proposals, and no contract will be awarded from this announcement.
