About this file

This is a Statement of Work (SOW) for the White River Suppression Repair Seeding project issued by the Bureau of Land Management (BLM) White River Field Office in Meeker, Colorado.

The contractor shall seed 258 total acres across two fire suppression repair projects: 70 acres for the Elk Fire (at 6.5 pounds per acre) and 180 acres for the Lee Fire (at 12 pounds per acre) with pre-mixed seed provided by BLM in 50-pound bags. Work must be completed between March 16, 2026, and April 20, 2026, with an estimated start date of March 2026. The project areas span varied mountainous terrain ranging from 6,250 to 8,800 feet in elevation near Meeker, Colorado in Rio Blanco County, with seeding units located 4 to 27 miles west-southwest of Meeker for the Lee Fire and 5 to 15 miles east of Meeker for the Elk Fire. The contractor must furnish all labor, transportation, fuel, tools, and equipment necessary for performance and must apply seed at 6–12 pounds per acre with no ground disturbance allowed. Seed application equipment must include GPS mapping capability, calibrated distribution mechanisms, and secure lids to prevent seed loss. The contractor must submit shapefiles and GPS-mapped application routes to the Contracting Officer's Representative (COR) within three days of project completion and notify the BLM representative at least 24 hours before commencing operations.

Acceptance is based on 95% of the designated seeded area meeting application specifications under Section C.1.2, with seed distribution uniform within 10 percent above or below the specified pounds per acre. The COR will conduct spot inspections for adequate seed coverage, and any areas with insufficient application documented during inspections require retreatment at no additional cost or result in per-acre payment deductions. Payment is based on actual acres seeded as determined from contractor-provided GPS data converted by BLM into a shapefile, measured on a horizontal plane. Invoices must be submitted through https://www.ipp.gov. Contractors may request remeasurement in writing within 10 calendar days after work completion; if the difference between measurements exceeds 5 percent, payment is based on the second measurement; if the difference is 5 percent or less, the original measurement applies and the contractor bears remeasurement costs. Covered Uncrewed Aerial Systems (UAS) manufactured in or using critical components from adversary countries are prohibited on Department of Interior managed lands.
