Everglades National Park requires a service provider to supply, transport, and deliver five types of treatment chemicals to support two membrane biological reactors for wastewater treatment, one saltwater reverse osmosis plant, and eleven small drinking water plants. The required chemicals and annual quantities are: Sodium Hypochlorite 12% solution NSF 60 (7,000 gallons) for disinfection; Micro C 2000 (4,400 gallons) as a carbon source for denitrification; Aluminum Sulfate 50% solution (3,500 gallons) for phosphorus removal; Sodium Hydroxide 50% solution (3,000 gallons) for pH adjustment; and Clear Flow Pt 7036 or Aqua gold 170 (100 gallons) for corrosion protection. The contractor must supply holding tanks with containment, manage spills and leaks, and provide Safety Data Sheets for all chemicals. Delivery must occur within 7 days of request, Monday through Friday, 8:00 am to 3:30 pm, to two locations: Pine Island District (within 5 miles of main entrance at 40001 SR 9336, Homestead, FL 33034) and Flamingo District (38-42 miles from main entrance). All chemicals must comply with EPA and NSF standards for drinking water and wastewater treatment and all local, state, and federal regulations. The base contract period runs from August 1, 2026, to July 31, 2027, with four option years extending through July 31, 2031, exercisable at government discretion. A pricing schedule template is provided for contractors to submit per-gallon and annual pricing for each chemical across the base year and four option years. Invoices must be submitted through IPP.gov after COR approval, and all contract matters must be transacted with the Contracting Officer or designated representative.

STATEMENT OF WORK

Purchase and Delivery of Chemicals for Drinking Water Treatment and Wastewater Treatment

Background and Introduction Everglades National Park uses various chemicals to treat drinking water and wastewater. The park operates two membrane biological reactors (MBRs) for wastewater treatment and one saltwater Reverse Osmosis plant, along with 11 small drinking water plants. Chemicals are used for disinfection, pH adjustment, nutrient removal, corrosion protection, and phosphorus removal.

Scope/General Description of Work The service provider is responsible for supplying, transporting, and delivering the requested treatment chemicals to Everglades National Park. All services must comply with all local, state, and federal regulations. Additionally, the service provider is responsible for supplying holding tanks and associated containment for supplies stored on-site, addressing any spills during transportation and delivery, and managing leaks in the supplied holding tanks. Spills must be immediately reported to Everglades Dispatch at (305) 242-7740.

• Sodium Hypochlorite 12% solution NSF 60 = disinfectant (7000 Approximately per year)

• Micro C 2000 = cardon source for denitrification (4400 Approximately per year)

• Aluminum Sulfate 50% solution = phosphorus removal (3500 Approximately per year)

• Sodium Hydroxide 50% solution = pH adjustment (3000 Approximately per year)

• Clear Flow Pt 7036 or Aqua gold 170 = corrosion protection (100 Approximately per year)

Performance Period The base period for this contract is from August 1, 2026, to July 31, 2027. Option periods are as follows:

• Base Year: August 1, 2026 – July 31, 2027

• Option Year One: August 1, 2027 – July 31, 2028

• Option Year Two: August 1, 2028 – July 31, 2029

• Option Year Three: August 1, 2029 – July 31, 2030

• Option Year Four: August 1, 2030 – July 31, 2031

Options will be exercised at the government's discretion.

Standards All services associated with this work must adhere to all local, state, and federal regulations. Chemicals used in water treatment must meet EPA and NSF standards for drinking water and wastewater treatment.

Response Time Delivery must be carried out within 7 days of initial or pre-scheduled requests. Delivery requests and responses will be limited to Monday through Friday (excluding holidays) from 8:00 am to 3:30 pm. All deliveries should be scheduled with the Government Representative identified in Section III.

Documentation and Fees The service provider is responsible for all documentation and costs associated with the transportation of chemicals, including proper labeling. The service provider is also required to supply Safety Data Sheets (SDS) for all provided chemicals.

Delivery Locations The service provider is required to deliver the requested chemicals to the park’s Pine Island and Flamingo Districts.

• Pine Island District, Wastewater Treatment Plant: Physical location is within 5 miles of the main entrance of the park. Physical address of the main park entrance is 40001 SR 9336, Homestead, FL, 33034.

• Flamingo District, Water Treatment and Wastewater Treatment Plants: The plants are located approximately 38 to 42 miles within the main entrance of the park. Physical address of the main park entrance is 40001 SR 9336, Homestead, FL, 33034.

The scope of this work is for the contractor only. The contractor will transact contract matters solely with the Contracting Officer or her/his designated representative. The contractor will be required to submit all invoices through the IPP.gov website after receiving review and approval from the COR.
