This is a Statement of Work (SOW) for janitorial services at Virgin Islands National Park facilities located at 1300 Cruz Bay Creek, St. John, VI 00830.

The contractor must provide comprehensive janitorial services across five facilities: the Visitor Center (VC) and its public restrooms, Facility Maintenance Building, Resource Management & Science (RMS) Building, and RMS public restrooms. The contractor must provide all labor, transportation, equipment, supervision, materials, and supplies except government-furnished items (keys, security access codes, toilet paper, urinal screens and cakes, trash bags, toilet seat covers, liquid hand soap, bi-fold paper towels, and sanitary napkin disposal liners). Specific cleaning requirements include daily disinfection of restrooms with fixture polishing, deep cleaning of toilet bowls and urinals, floor mopping, dust removal, waste receptacle emptying, and high-surface cleaning above 70 inches. Performance standards mandate smudge-free fixtures, de-scaled toilet bowls and urinals free from stains and deposits, streak-free floors, and clean corners and crevices. The contractor must designate an on-site supervisor and equally qualified alternate supervisor as key personnel capable of reading, writing, speaking, and understanding English, with full contractor authority. Supervisory contact information must be provided to the Contracting Officer within ten calendar days of award. Key control procedures require maintaining a key issuance log, restricting key duplication, limiting access to work areas only, and immediately reporting lost or stolen keys. The contractor may be held financially responsible for rekeying costs resulting from lost, stolen, or misused keys. The government reserves the right to conduct background checks on contractor employees with key access.
