Statement of Work (SOW) Providing Garbage Services within the Upper Colorado River Special

Recreation Management Areas (SRMA) for the Bureau of Land Management (BLM) Kremmling Field Office (KFO)

1. Introduction This Statement of Work (SOW) outlines the requirements for providing comprehensive garbage services at three developed recreation areas. The goal is to ensure clean, safe, and environmentally friendly management of waste in these public spaces.

2. Background The recreation areas, which include the Pumphouse Recreation Area, Radium Recreation Area, and State Bridge Recreation Area, are heavily frequented by the public for various recreational activities. Proper waste management is critical to maintaining the health of the environment and the satisfaction of visitors. Additional sites within the SRMA may be added in 2026 under a contract modification.

3. Scope of Work

3.1 Services Required

The selected contractor shall provide the following services:

• Regular Garbage Collection:

• Provide weekly, bi-weekly or as requested collection from garbage bins or roll-offs provided by the contracted entity at the three recreation areas.

• Garbage Bin/Roll-off Requirements:

• Garbage receptacles regardless of type, must be animal proof with latching or locking doors and that cannot be opened or accessed by wildlife to include but not limited to raccoons, bears, birds or bears.

• Waste Disposal:

• Transportation of collected waste to landfills or transfer station facilities.

• Adherence to all local and state waste disposal regulations.

3.2 Locations (See Map Attachments)

The services will be provided at the following locations:

• Pumphouse Recreation Area – BLM Pumphouse Road (also identified as 1736 Grand County Non-Maintain Road 106 Road for emergency purposes)

• Radium Recreation Area – 3236 Radium Road, Bond CO 80423 (also known as Grand County Road 11)

• State Bridge Recreation Area – 13550 Highway 131, Bond CO 80423

4. Deliverables The contractor shall deliver the following:

• A detailed waste management plan, including collection schedules.

• Provide Animal Proof Garbage Receptacles or Roll-offs that have latching or locking doors.

• The number of receptacles required, and their placement location(s) will be dependent on the capacity of the receptacles provided.

• Monthly reports on waste collected, and bin maintenance logs.

• Documentation of compliance with local waste management regulations.

5. Timeline

• Contract Award Date: TBD

• Start Date of Services: As soon as possible. Then April 1 Annually

• Completion Date: November 30th Annually

6. Performance Standards The contractor is required to:

• Maintain a minimum 95% on-time collection rate.

• Ensure bins are emptied and cleaned without overflow or spillage.

• Respond to service requests or issues within 24 hours.

7. Budget An estimated budget for the project will be outlined, including:

• Monthly or as requested service fees.

• Costs associated with additional services (e.g., increased collection frequency, delivery/removal of garbage receptacles).

• Proposals for bid should price per cubic yard. Proposals should be for what the public can place within each receptacle. (For example: A Garbage Receptacle is taller than the access doors where a void would not be accessible to add trash or trash bags.

8. Responsibilities

8.1 Contractor Responsibilities

• Delivery and removal of garbage receptacles between April 1 – November 30 annually.

• Provision and maintenance of all necessary equipment, including vehicles, bins, and cleaning supplies.

• Compliance with all health, safety, and environmental regulations.

8.2 Client Responsibilities

• Provide access to the recreation areas for service execution.

• Identify location(s) of where garbage receptacles are placed at each recreation area.

• Individual garbage receptacles already in place throughout the recreation areas would be emptied by agency staff/volunteers and hauled to larger receptacles provided by the contractor.

9. Acceptance Criteria Services will be evaluated based on:

• Adherence to the agreed service frequency and quality.

• Proper disposal according to regulations.

• Positive feedback from visitors and area management.
