About this file

This is a Scope of Work document for a construction project at Cumberland Gap National Historical Park in Middlesboro, Kentucky. The National Park Service Southeast Region is seeking contractor services to fabricate and install welded steel handrail systems at multiple locations including the Visitor Center stairs, Headquarters Building stairs (front and rear), and a parking lot walkway, with a total of approximately 190 linear feet of handrails across five locations.

The contractor must complete all work within 60 calendar days following Notice to Proceed, performing work exclusively outside park business hours (8:00 AM – 5:00 PM) unless approved by the Contracting Officer Representative. Handrails shall be constructed from 2-inch outside diameter steel pipe conforming to ASTM A53 or A500 Grade B with Schedule 40 minimum wall thickness (0.154 inch), meeting IBC and ADA/ABA Accessibility Guidelines with a graspable handrail height of 34-38 inches above stair nosing, 1.5-inch minimum clearance from adjacent surfaces, continuous along full stair length, capable of withstanding 200 pounds concentrated load, and vertical post spacing not exceeding 5 feet on center. All welding must comply with AWS D1.1 Structural Welding Code, with continuous ground-smooth welds and slag removal prior to painting. Surface preparation requires cleaning to SSPC-SP2 standards, followed by application of rust inhibitive primer and two coats of exterior metal enamel in Sherwin Williams Fairfax Brown. Anchoring methods include core-drilled epoxy systems, surface-mounted mechanical anchors (Hilti or Simpson), or embedded concrete footings, all complying with manufacturer ratings and ASTM standards. The contractor must provide shop drawings, product data, welding procedures if requested, a Safety Plan/Accident Prevention Plan complying with OSHA 29 CFR 1926, and a work schedule prior to fabrication, followed by closeout submittals including minimum one-year warranty, paint and anchor product data, as-built drawings, and final project photographs. All work is subject to COR inspection with deficient work corrected at no cost to the Government.
