About this file
This is a detailed technical specification document for a Bureau of Land Management materials purchase, containing requirements for solar pumping systems and various construction materials to be delivered to the BLM Rock Springs Field Office in Wyoming. The materials list includes 28 different items such as rubber tire troughs, HDPE pipes, fusion fittings, valves, conduits, and eight complete solar pumping systems.
The solar pumping systems must be capable of pumping 10 GPM from 390 feet depth and produce 3,600 GPD minimum, with specific requirements for eight different well locations ranging from 450-750 feet in total depth. The systems require Grundfos 11SQF-2 pumps or equivalent, 1200-1400 watt solar arrays with 5-year warranty, pole-mounted racks rated for 130 MPH winds, and comprehensive control systems. All materials must be delivered Monday through Friday between 7:00 AM and 4:00 PM before July 31, 2025, with 48-hour advance notice required. Payment will be made as one lump sum after all materials are delivered. The contractor must submit material specifications for approval prior to shipping and protect all products from damage during transit and delivery.

The pumping systems must be capable of pumping 10 gallons per minute (GPM), minimum from a depth of 390 feet and produce a minimum of 3600 gallons per day (GPD). The pumping system shall consist of the following:
Solar Powered Pump:
• Capable of 10 GPM (minimum) with a total dynamic head (TDH) of
390 feet (minimum). In example, Grundfos 11SQF-2 or equivalent
Solar Array:
• Capable of producing 3600 GPD from April 1 through October 31
• Recommend 1200-1400 watts, but is pump dependent.
• Array configuration must be compatible with pump provided
(max/min watts, amps, volts)

• Minimum warranty – 5 years on materials, 10 year power performance – maximum 1% loss per year
• -40 to 85 degrees C operating temperature
• 7000 Pa dynamic load, minimum
• Tempered, anti reflective glass front
Pole Top Rack for the Solar Array:
• Recommended – Powerfab, Solarrackworks
• Adjustable vertical angle, at a minimum, from 30, 45, and 60 degrees.
• Built to withstand 130 MPH winds
• Weather resistant paint (urethane enamel), galvanized, or other BLM
Contracting Officer’s Representative approved finish
• Stainless steel mounting hardware
• Mount on 6” steel pipe (Schedule 40)
• Array to be mounted oriented to true south (adjusted for declination)
• Pole to be long enough so that lowest point of array at maximum vertical angle is 4’ above ground level, minimum and high enough to be above the influence of any shading. And, to accommodate 4’ burial length. Generally a 10 foot pole is adequate, but this will be a function of the array size and rack orientation.
• Stainless Steel bird spikes to reduce bird perching – recommend Nixalite Premium
Controls:
• Weather tight array disconnect switch (fused).
• Controller capable of interfacing for single phase AC generator backup
• Controller capable of interfacing float and/or pressure water level control
• Generator interface
• Pump dry run protection
• Lightning Arrestor
• Float Switch – recommend Square D

• Flow rate control to prevent exceeding available drawdown – mechanical i.e. Dole Valve, or VFD
Pump Drop Wire:
• Sized for pump & add about 25’ to get from well to controller
All down hole components must be NSF drinking water Certified.
B. Rubber Tire Troughs:
Rubber tire troughs must have an approximate diameter of 12 feet and a depth of 24 inches. Rubber tire troughs should be very similar to those in Figure 1.
Figure 1. Example of rubber tire trough.
