About this file

This technical specification outlines requirements for the rehabilitation of Dike "A" at Long Lake National Wildlife Refuge. The project includes site clearing, rehabilitation of approximately 1900 linear feet of dike, installation of riprap and geotextile along the lakeside slope of the dike, and reseeding of the dike crest with a seed mixture designated by the Refuge Manager. The specification provides requirements for mobilization, erosion and sediment control, excavation, embankment fill, imported and existing riprap, riprap bedding, filter fabric, reclamation, and closeout procedures. It identifies the U.S. Fish and Wildlife Service as the contracting agency and includes a submittal list, measurement and payment terms, and refers to other related specification sections for earthwork, concrete, clearing and grubbing, and erosion control requirements.

1.3 PROJECT BACKGROUND

A. Dike “A” was constructed in 1936 and is a designated walk-in shore fishing area on the refuge. Wave action has eroded the side slopes of the dike above the riprap, and significant washouts occurred during the 2009 flood event. This has made it difficult for the public to safely access the area for fishing, and for the refuge to perform routine maintenance and vegetation control on the dike. A topographic survey was completed of Dike “A” in 2021 to gather data about existing conditions and needed repairs to restore the dike to its approximate original condition.

B. Lake levels are generally lowest in August and September. On-site construction work can coincide with expected low water levels, as coordinated with Contracting Officer and Refuge Manager.

1.4 WORK COVERED BY CONTRACT DOCUMENTS

A. Provide all labor, material and equipment required to:

1. Perform site clearing.

2. Rehabilitate approximately 1900 linear feet of dike.

3. Install riprap, riprap bedding, and filter fabric along the lakeside slope of dike.

4. Reseed dike crest with seed mixture designated by Refuge Manager.

4. In conduct of construction activities and operation of equipment, the Contractor shall utilize such practicable methods and devices as are reasonably available to control, prevent, and otherwise minimize atmospheric emissions or discharges of air contaminants.

5. The emission of dust into the atmosphere shall be minimized during handling and storage of construction materials, and the Contractor shall use such methods and equipment as are necessary to minimize or prevent dust during these operations.

6. Equipment and vehicles that are found to have emissions of exhaust or particulates that exceed applicable limits established by Federal, State, or local laws or authorities, shall not be operated until corrective repairs or adjustments are made. If required by the Government Inspector, the Contractor shall provide acceptable evidence that equipment and vehicles

The Contractor shall apply for and execute all permits as required by the State of North Dakota regarding storm water discharge from the construction site. The Contractor shall submit to the Contracting Officer a copy of all permit applications and a copy of all approvals from the State. Allow the Government 10 days for review of the application package prior to submission.

2. During construction, the Contractor shall comply with all applicable Federal, State, and local laws and regulations concerning the control and abatement of water pollution.

3. The Contractor's construction activities shall be performed by methods that will prevent entrance or accidental spillage of solid matter, contaminants, debris, and other objectionable pollutants and wastes into streams, flowing or dry water-courses, lakes, ponds, and underground water sources. The Contractor shall dispose of all pollutants such as petroleum products, rubbish, cement, concrete, etc. and objectionable material at a jurisdictionally accepted waste management facility.

4. Sanitary facilities, such as chemical toilets, shall be located far enough from wells, live streams, or ponds to prevent pollution of the water.

5. Dewatering work for structure foundations or earthwork operations adjacent to or encroaching on streams or watercourses shall be conducted in a manner that prevents muddy water and eroded materials from entering streams or watercourses. This shall be accomplished by construction of

Division 1, Page 11 intercepting ditches, bypass channels, barriers, settling ponds, or other approved means. Excavated material shall not be placed in or adjacent to watercourses where it can be washed away by high water or storm runoff.

E. Prevention of site contamination

1. The purpose of this section is to prevent invasive species from being introduced to the project work sites. This includes both plant and animal species. Invasive species can have long last detrimental effects at project sites at US Fish and Wildlife Service lands.

2. Prior to entrance to the work site, all equipment brought on site will be thoroughly washed to remove dirt, seeds, and plant parts. Any equipment that has been any body of water within the past 30 days will be thoroughly cleaned with hot water greater than 140 degree F (typically the temperature found at commercial truck washes) and dried for a minimum of five days before being used at this project site. In addition, before transporting equipment from the project site all visible mud, plants and fish/animals will be removed, all water will be eliminated, and the equipment will be thoroughly cleaned. Anything that came in contact with water will be cleaned and dried following the above procedure.

F. Environmental Litigation: Time lost due to work stoppage because of failure of the Contractor to comply with these requirements may not be the subject of a claim for extension of time, for additional costs, or damages.
