STATEMENT OF WORK
Sundance Lodge and Four Dances Recreation Interpretive Signs Billings Field Office
Montana/Dakotas Bureau of Land Management
PROJECT BACKGROUND
Sundance Lodge and Four Dances Recreation Areas are located along the Yellowstone River outside the city of Billings in Yellowstone County, Montana. The sites are managed for day-uses, including hiking, equestrian, picnicking, and outdoor education programming. Their location along the Lewis and Clark and Nez Perce National Historic Trails provides an outstanding opportunity for visitors to learn about significant cultural history as well as the abundance of natural resources in the area. This project would take the next steps of incorporating background research into engaging, on-site interpretive signage.
GENERAL
The project entails planning and design of new interpretive exhibits for Sundance Lodge and Four Dances Recreation Areas. The contractor shall provide the planning and design of all wayside exhibit graphic layouts for the interpretive exhibits. The exhibits are sign-based. Work shall include synthesizing existing research, conducting additional research where needed, and conducting interviews with staff, tribal, and NGO partners to develop meaningful interpretive media that provide orientation and engage visitors at the site.
The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required. The attached report, “Sundance Lodge Recreation Area Interpretive Brief” will be the primary source for thematic development.
PROPOSED PROJECT AND GENERAL SUMMARY
The objective of the RFQ is to commission a firm to largely utilize existing research from the Sundance Lodge and Four Dances Recreation Area Interpretive Brief (attached) to develop sign graphics for development of on-site interpretive exhibits. The interpretive brief identifies themes and potential topics for interpretation, as well as providing graphics, journal entries, and other historical information that will be useful for creating sign content.
Goals for the interpretive products:
• To welcome visitors and orient them to the cultural resources and the area’s history;
• To promote visitor understanding and appreciation of the area, and encourage appropriate use of the site;
• To provide accurate information about the history, resources, issues, and land management policies in the area;
• To represent the site to visitors in a manner that is driven by tribal perspectives and voices.
• To identify other potential interpretation methods and mediums that may go beyond the site itself, online and into the surrounding landscapes and communities.
Working with the Contract Officer Representative (COR) to incorporate input from interested tribes (e.g. Crow and Nez Perce) will be essential to ensuring a good fit for the landscape and proper interpretation of the tribal significance of the site(s). It is preferred but not required that offerors have experience working with tribes.
DELIVERABLES: Graphics only, no structures
• Four (4) - Trailhead orientation sign graphics to fit in existing kiosk structures (48”x 48”dimension).
• Six (6) - interpretive sign graphics – (approx. 24”x 36” in dimension)
Note: Alternative creative designs/formats are welcomed and encouraged within the scope of the project. Pending CO and/or COR approval.
SERVICES REQUIRED
The Contractor shall provide all professional services, labor, materials, and facilities (except as otherwise specified in the Contract) to create professional sign graphics that can be fabricated into signage or other interpretive media.
Installation of the graphics is not required by the contractor. This contract is strictly for design purposes only. Graphic design files will be delivered electronically in .pdf and .eps formats.
SCHEDULE
This is a Firm-Fixed Price Contract. This contract type establishes a fixed price for the goods or services to be provided, which does not change regardless of the actual costs incurred by the contractor. No progress payments will be made. Payment will be made after all deliverables are received, inspected and accepted by the COR and/or CO.
The contractor shall schedule, coordinate, oversee, and manage work produced under this contract.
Track work progress to ensure that the project is completed according to the schedule and period of performance. Coordinate and confirm the dates for all review of materials and meetings with the COR.
There is a single panel kiosk at Sundance Lodge and a triple panel kiosk at Four Dances.
This is an example of the type of sign typically used at recreation sites.
Status Reports Provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and an updated schedule based on the information at hand.
Project Schedule The contractor shall produce a detailed, complete project schedule listing all required deliverables and their review times. The contractor should schedule at least two review periods by BLM.
The contractor shall submit a preliminary schedule to the COR for review and approval seven (7) working days prior to the post award meeting. The contractor shall update the approved schedule and submit it to the COR with the listed deliverables.
1. Contractor reviews interpretive brief materials and conducts additional research/consultation as needed.
2. Contractor prepares draft interpretive graphics for review (2-4 weeks BLM review)
3. Contractor incorporates suggested edits (if any), conducts additional research/consultation. Prepares draft interpretive graphics for a second review (2- 4 weeks BLM review).
4. Final edits are completed and submitted.
5. Final approval by BLM COR. Files are delivered electronically in .pdf and .eps formats.
