STATEMENT OF WORK (SOW)
Installation of 2 Diesel Generators at Katherine Landing
PART 1 – GENERAL INFORMATION
1.1 Description of Work. Contractor shall install two (2) new diesel-powered backup generators and all necessary connections at Katherine Landing water treatment facility and Barge/UV area at Lake
Mead National Recreation Area (see Map). The selected generators must meet the power requirements for each area (contractor to verify). Additionally, a 3-way power transfer switch with generator connection will need to be installed at the water plant building (contractor shall determine generator output required). The generators shall be a “soft tone” natural color which compliments the surroundings (beige/brown). Photos will be provided on of desired general location(s) as well as identified in a scheduled site visit during the RFQ. The water plant generator electric conductors shall be installed in conduit and placed on grade but below sidewalk surface, to prevent tripping hazard, and sidewalk regrouted and returned to original grade after conduit installation (contractor to verify layout with NEC and local jurisdiction). Barge/UV Area generator conductors shall be surface laid, service rated UV/SOOW cable (contractor to verify layout with NEC and local jurisdiction).
Upon delivery and setup/installation, the generators must be set for proper phase rotation and tested for proper operation. The generators must run for 8 hours continuous, free from failure/interruptions or the testing must be reperformed. The contractor must schedule the delivery and setup so that the COR may attend and observe the test operation. Generators will be delivered with full fuel tanks and be ready for operation. New generators must meet NFPA as well as CARB and EPA Tier 4 Final guidelines. Any installation work that may create a power outage must be scheduled 2 business days in advance with the COR. Records must be maintained and conveyed to the NPS to include Serial number, size, Make and Model, Date installed, GPS location for each device, user manual and must be conveyed in a digital format such as excel and/or PDF.
**The resulting purchase order will be a service contract that includes labor standard involving construction (FAR 22.4) – Electrical Installation hours shall be paid to State licensed electrician at current Davis Bacon Wage Determination Rate. Certified payroll on form wh347 shall be submitted weekly for all construction related hours.**
1.2 Location of Project. This project is located at the Katherine Landing Water Treatment Plant on Lake
Mohave in the Lake Mead National Recreation Area about 2 miles from Bullhead City, AZ.
1.3 Period of Performance. The period of performance is 90 days from the date of award.
1.4 Responsibility for Work Site. The contractor shall be responsible for all damages to person(s) and property that occur because of the contractor’s fault or negligence in connection with the required work and shall hold the government free from all claims arising from such damage.
1.5 Regular Working Hours. Regular working hours at the park are from 0730 to 1530, Monday through
Friday, excluding federal holidays. All work shall be performed during normal working hours.
1.6 National Park Service Responsibilities (NPS). NPS will provide access to the site and information on current utilities.
PART 2 – SCOPE OF SERVICES
The installer/contractor shall be an Arizona Licensed Electrician or licensed electrician in the registered business’ home state. Contractor shall obtain appropriate permits with local jurisdiction before onsite
Notice to Proceed is issued and submitted to bradley_metler@nps.gov, scott_bell@nps.gov and david_m_wilson@nps.gov . Contractor shall provide all labor, equipment, material and supervision necessary to perform the following tasks. All work shall comply with NEC, current IBC and local jurisdiction code.
1. The contractor shall supply quantity (2) diesel generators capable of running designated systems with skids/precast pads.
2. The contractor shall supply a power/generator disconnect at the water plant. A disconnect is already installed at the UV/barge location.
3. The Contractor will set rotation and test new generators for proper operation.
4. The contractor will provide testing to ensure proper voltage and wattage.
5. The color of the new generators will be a soft tone that helps it blend in with the surrounding area.
6. Any and all electrical components needed to complete a working backup generator system will need to be supplied and installed by the contractor.
7. One Year of on-site troubleshooting and technical support with manufacturer authorized business, after installation.
ACCEPTANCE OF WORK. The Contracting Officer Representative (COR) and NPS appointed project inspector (licensed electrician) will jointly approve and accept all work after local jurisdiction signs off on installation completion and startup. A copy of the final inspection from local jurisdiction shall be submitted to Bradley_metler@nps.gov, scott_bell@nps.gov and david_m_wilson@nps.gov.
