Amendment 0001 to Solicitation 140Q0045 Questions and Answers

Q1. (Water Plant) Please clarify the term "3-way power transfer switch" is this to be understood as an automatic transfer switch it appears the existing gear is set up to be manually connected to the Generator Breaker see below Please clarify the need for an automatic transfer switch or are we to connect to the breaker below which has a manual bypass input? Allowing the Parks personnel to manually start the generator?

A1: To clarify, a switch like the one supplied at the UV/Barge location shall be installed at the water plant site. It is intended to allow the Park staff to switch the power manually to and from commercial pwer to generator power and back etc.

Q2: (Water Plant) Please clarify at the MDU at the water plant if we are to do anything with the TVSS system it appears to not be functioning correctly. It does not appear that any language is included in the Statement of work. Transients occur when switching takes place from normal to Generator Power.

A2: The TVSS unit is out of service and will be repaired/replaced independent of this project.

Q3: (Water Plant) Please clarify the need for a Nema 4x transfer switch it appears at the water plant Nema 3r would be acceptable.

A3: NEMA 4x is requested.

Q4: (Water Plant) Please clarify if a block heater is warranted as we will have a battery charger installed also ?

A4: No block heater of battery charger.

Q5: Is there any need for a remote annunciator?

A5: No.

Q6: (Water Plant) Please explain how the below statement would apply to a Union Nevada Contractor using Vegas personnel?

A6: Mojave County, AZ Davis Bacon Wages are posted with this solicitation. The appropriate wages + fringe (if applicable) for the electrician(s) are to be paid, at minimum. The electrician’s credentials shall be submitted with the quote:

Q7: (Water Plant) Based on past experience can we get the elevation of the site so we can calculate the right engine for the elevation this is a huge problem if we are to high we might have to move up to the next size to overcome the elevation problem

A7: Approximately 646 feet.

Q8: (Barge) Please Clarify that it is acceptable to run bare wires on the ground and not in a conduit.

We believe this to be not only a questionable NEC concern but also a poor installation we suggest conduit and regular THWN wire, A8: To clarify, a switch like the one supplied at the UV/Barge location shall be installed at the water plant site. Q10: (Barge) Please clarify if an automatic transfer switch is wanted at the Barge area verbiage is confusing are we to use the manual transfer switch and the Parks personnel will manually start the stationary generator?

A10: No automatic switch. Park staff to transfer manually.

Q11: (Barge) Please clarify if a block heater is warranted as we will have a battery charger installed also ?

A11: No block heater required.

Q12: (Barge) Is there any need for a remote annunciator?

A12: No.

Q13: Please clarify: “Additionally, a 3-way power transfer switch with generator connection will need to be installed at the water plant building”. Are you requesting a Automatic transfer switch or Manual transfer switch? Besides generator are you requesting a secondary generator hook-up with a plug

A13: No automatic switch. Generator needs to be able to plug in with “pigtail” connection.

Q14: Water Plant Building: Existing service has in-place a manual breaker and safety lockout in the service; Is a transfer switch still required?

A14: Yes.

Q15: At time of job walk existing main and generator breakers were blocked by safety lockout at Water Plant Building. Please verify amperage and AIC rating of existing main and generator breakers.

A15: Nothing was blocked, the site visit was the time to confirm this information.

Q16: Water treatment building 120/208V panel “L” There is an existing 15/2pole breaker circuits 10, 12 was currently off at time of job walk. Is this breaker not used to where we can utilize for block and battery charger on the generator?

A16: No sub panel will need installed.

Q17: Barge/UV, At time of job walk existing main disconnect switch was locked and Please provide amperage.

A17: Everything was open at time of job walk.

Q18: Fuel tank size, Is 24hr run time acceptable?

A18: Yes.

Q19: Bollards be required around Barge generator?

A19: NO - No Ground Disturbance (Excavation) is authorized.

Q20: Will NPS be providing Specifications and manufactures requirements for project?

A20: No.

Q21: Will NPS be providing Specifications and manufactures requirements for project?

A21: No they do not need to meet tie.

Q22: Statement “The period of performance is 90 days from the date of award. Generator Manufacturers are around 30-35 weeks from submittal approval, and that is not guaranteed.

A22: Period of performance may be expended based on proof of delay of delivery

Q23: Please provide utility companies for both water treatment and Barge/UV.

A23: Unisource.

Q24: Provide monthly and daily kW usage for both water treatment and Barge/UV..

A24: No info available.

Q25: Will Permits be required?

A25: Yes, see scope of work.

Q26: Who is AHJ on inspections?

A26: NPS and local jurisdiction issuing permits jointly have AHJ.

Q27: Will taxes be required?

A27: No Sales tax on materials and equipment as this is a Federal job.

Q28: Can you provide current One-Line drawings for both water treatment and Barge/UV?

A28: No information available

Q29: Water Treatment plant, In Lieu of cutting concrete and patching can generator feed be installed along current retaining wall?

A29: NPS Is open to alternative conduit paths so long as OSHA, NEC and Local jurisdiction requirements are met.

Q30: Barge/UV Area generator conductors shall be surface laid, service rated UV/SOOW cable. SOOW cable laying on surface could be possible issue with damage from wildlife. Can an Intermediate Metal Conduit (IMC) and XHHW Be used in Lieu of UV/SOOW Cable

A30: NPS Is open to alternative conduit paths so long as OSHA, NEC and Local jurisdiction requirements are met.

Q31: Per Art, the power can be down for a couple days. Can you confirm the requested 8 hours of run time you are requesting will be sufficient?

A31: Yes.

Q33: Is there a specific Brand that you would like to see on the property? We all know the difference from a Cummins to a CAT can be $20k?

A33: No Brand name has been specified.

Q34: I saw the EPA Standards, are there any sound requirements that need to be meet?

A34: No.

Q35: The Generator reps say there is a NPS color code that can be provided. Do you have that specific color code?

A35: No.

Q36: Secondary containment? Or containment outside of the generator’s secondary containment?

Can you tell me if any will be required and what those requirements may be?

A36: Diesel fuel tank shall be self-contained within the generator housing. No supplemental tank is called out for.

Q37: Looks like both locations have Interlocks and motor load starters would have to be reset upon power failure so no need to toss an Automatic Transfer Switch in. There was some talk about this A37: No automatic transfer requested.

Q38: Locations set aside for Generator may not be the best locations with plumbing and weight of the units. In the proposal i will mark up some drawings and send new locations.

A38: Provide alternatives for approval/disapproval to COR.
