STATEMENT OF WORK:
Replace Boardwalk decking and handrails
Fortress Rosecrans

Replace Board walk decking and handrails Lunette Palmer and Lunette Thomas
1. BACKGROUND
The Fortress Rosecrans site is located at 1012 Golf Lane in Murfreesboro TN 37129. This site is part of the earthen works fortifications from the civil war and the Battle of Stones River.
The Boardwalk system allow us to have visitors walk up and around the earth works to be able to get a better view without damaging the sensitive soil. The boardwalks were originally built in 1995
2. OBJECTIVES:
Remove and replace entire upper structure of the boardwalk to include hand railing and decking boards. The Lunette Palmer boardwalk is approximately 430’ x 6’8”. There is also a seating area that measures approximately 2’x 4’. There is approximately 864 linear feet of 2”x 6” top rail, 864 linear feet of 2”x 4” for handrails and 124 of 4”x 4” posts for hand railing supports. Lunette Thomas boardwalk is approximately 178’ x 6’8”. There is also a seating area that measures approximately 2’x 6’. There is approximately 381 linear feet of 2”x 6” top rail, 381 linear feet of 2”x 4” for handrails and 42 of 4”x 4” posts for hand railing supports.
3. PLACE OF PERFORMANCE:
This project will take place at Fortress Rosecrans site located at 1012 Golf Lane in Murfreesboro TN 37129.
4. PERIOD OF PERFORMANCE:
The period of performance shall be within 160 days after the start date on the notice to proceed.
5. TASKS:
• Contractor shall verify all quantities and dimensions of SOW.
• Maintain ADA standards for “Slope” and “Cross Slope”.
• Remove and replace entire upper structure of the boardwalk to include hand railing and decking boards.
• Install new in-kind or approved equal decking boards with a spacing of 1/4-inch gap between boards
• Install new handrailing to the outer joist, bearing post, and framework as shown in drawings. All exposed hardware shall be galvanized with a black finish.
• Ensure that all handrailing is installed to the newest accessibility standards.
• Surfacing of handrail lumber shall be S4S unless otherwise specified
• The 2 x 4 railing support studs shall be of a standard grade minimum or No.1
• Install new No. 1 grade pressure treated 4x4 posts to support the handrail system
• All cut ends of the 4 x 4 posts and other treated lumber shall be treated with a high-quality liquid wood preservative
• All deck boards and hand railings shall be fastened using galvanized or better, ring shank nails or screws that are at least 1-1/2” inches longer than the thickness of the lumber. Nails in the deck boards shall be spaced approximately 3 inches apart and at least 3/4 of an inch from the outer edge, two nails per stringer
• Rebuild bench seating to match existing seating. This can be constructed from pressure treated lumber.
• Upon approval of submittals, contractor shall have designated project Lead or superintendent on site daily for duration of project until completion.
• Contractor shall dispose of all the debris properly in approved landfill.
6. SUBMITTALS:
• All Submittals shall be approved by the COR prior to purchasing the supplies for the project. All supplies purchased prior to COR approval is at the risk of the contractor.
• Contractor shall submit safety plan for approval.
• Contractor shall submit a copy of all warrantee paperwork
• All submittals shall be on the Government CM-16 form and approved by the project COR.
8. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR
INFORMATION (GFP, GFM, GFE, OR GFI):
There will be no Government-furnished property or services for the purposes of this contract.
9. CLEANING:
• Exterior Cleaning: Contractor shall sweep the area for any screws, nails or other metals that could puncture tires or otherwise injure park staff or visitors.
• Final Cleaning: Contractor shall remove all tools, equipment, surplus materials, and rubbish. They shall blow off the new decking to ensure no debris is left behind
10. SECURITY:
• The contractor shall be responsible for all materials and equipment on the job site.
• All employees working on the job site shall be legal to work in the United States of America and not be a prior convicted felon.
• Park hours are from 8:00 AM until 4:30 PM. The Contractor may plan to work on site from 8 AM to 4:30 PM Monday thru Friday; except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor shall not work outside of these hours, without prior approval from STRI Facility Manager.
11. QUALITY ASSURANCE REQUIREMENT:
The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
12. SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Contractor shall submit a written request that the project is complete and request a final inspection.
The COR will complete an inspection within 3 days of receipt of request.
• If the COR determines that the work is not complete, he will immediately notify the Contractor, in writing, stating the reasons. After completing work, the Contractor shall resubmit a request for another final inspection.
13. POST-CONSTRUCTION INSPECTION: The COR and the contractors project manager shall conduct the walk around to do a final inspection. Any, and all deficiencies shall be corrected before the National Park Service will accept the project.
14. ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, and work has been accepted by the Government, payment will be made in accordance with the Schedule of Values.
CONTRACTED SERVICES STATEMENT:
Contractor’s employees, performing services under this award, shall be controlled, directed, and supervised always by the assigned project manager. Contractor’s management staff shall ensure that employees properly comply with the performance work standards outlined in the scope of work, specifications, and contract documents.
