140P5221Q0020 – STRI Boardwalk Decking and Handrails Questions and Answers

QUES 1: Is there are preference regarding hardware used to secure decking? (screws, nails) ANS 1: I would prefer screws, but the SOW states nails or screws are acceptable (Ref Para 5, Tasks)

QUES 2: Is Trex the only manufacturer that the buyer prefers to have installed on this project?

ANS 2: Trex brand or equal quality is acceptable. It needs to meet the specs of existing boards and structurally support the load and not sag or warp under a load.

QUES 3: What color of Trex decking does the buyer prefer?

ANS 3: Brown, as close of a match as possible to the current color.

QUES 4: What is the anticipated award date for this project?

ANS 4: Given the RFQ close out date stays as 3/29/2021 and no unexpected challenges arise through the technical review we are estimating April 2nd

QUES 5: When do you anticipate work will start on this project? (an estimated date is fine) ANS 5: As soon as the awardee meets all the requirements needed to be provided a Notice to Proceed

QUES 6: Will we be able to shut down the entire boardwalk during the project?

ANS 6: One boardwalk can be shut down at a time

QUES 7: To confirm, only the top cap (not handicap rail) and decking are to be replaced?

ANS 7: The railing and deck boards shall be replaced in accordance with the SOW

QUES 8: To confirm, all benches/seating, spindles, posts, joists, stringers, handicap rail, fascia, carriage bolts, concrete footers will remain?

ANS 8: Reference SOW, Para 5, Tasks

QUES 9: Could the buyer please clarify the specific components requiring replacement? At first glance, the objectives seem to only ask for "handrail" and "decking boards", but as you keep reading, they provide dimensions for nearly all the structural components of the boardwalk.

ANS 9: Reference SOW Para 5, Tasks

QUES 10: How are the currently installed decking and handrails secured? (screws, nails, clips) ANS 10: It is believed to have been nailed down with galvanized nails as stated in the SOW but is not 100% verified.

QUES 11: Will seating/benches/lighting/electrical/plumbing or other fixtures require removal to install decking or handrail?

ANS 11: Per the SOW, there is one bench on Lunette Palmer required to be removed and rebuilt. Electrical and plumbing are neither one available on either boardwalk.

QUES 12: If it is possible, could the buyer please review drawings and highlight the specific components they are wanting removed? We really would like to ensure we do not over or underbid this project.

ANS 12: The SOW provides all the requirements. The drawings were provided only to help see how the boardwalk was originally built.

QUES 13: The statement of work calls for in the Palmer leg of the project for 430' X 6'8". I am thinking there is a typo, and it should be 130"? Please verify.

ANS 13: Lunette Palmer is approximately 430 feet long by 6 feet 8 inches wide as the SOW states. Measuring wheel was used to get the LF and a tape measure was used to get the width. The SOW states measurements are approximate and were provided to help but the contractor is responsible for confirming measurements.

QUES 14: The objective and tasks portions of the statement of work seem to not cover the area/platform between the Palmer & Thomas Legs, the plans seem to indicate that it is, is this are included in the project?

ANS 14: Lunette Palmer has a short leg off it that is part of the whole boardwalk. The drawings were provided only to help see how the boardwalk was originally built.

QUES 15: There are 3 items we believe are being requested to be removed.

1. 2x6 Handicap Rail

2. 4x4 Post

3. 2x6 Decking

This is all we are assuming are being removed based on the language in the SOW. Is this correct?

ANS 15: The railing shall be replaced. That shall include everything that makes up the railing.

The existing 2x6 Trex plastic lumber decking shall be replaced with new Trex plastic lumber or approved equal in brown to match existing as close as possible. Should the contractor not locate the exact dimension, they shall measure to ensure there is enough support under the recycled plastic lumber that it can support the weight without warping or bowing.

QUES 16: Which handrail design is to be used, the existing in the pictures is a picket style railing (which is ADA compliant) or the 2x4 X style detailed in the provided drawings (which is not ADA compliant)?

ANS 16: You should look at the attached pictures and build it back according to that style and Compliant with current ADA standards

QUES 17: Will small equipment, i.e. skid or track steer, etc. be allowed on the trails to move materials from staging area to work site?

ANS 17: Yes, small equipment can be run down the existing trails; however, any damage to the trail shall be repaired at no additional expense to the government.

QUES 18: Will the 4x4 posts need to be replaced?

ANS 18: Upon further inspection, there appears to be only a very small few that will need to be replaced. The rest are solid and can stay.

QUES 19: The buyer repeatedly cites Paragraph 5 of the SOW, but if you compare the notations in the drawings with the nomenclature used in Paragraph 5 of the SOW. Please ask the buyer to clarify the nomenclature used in the SOW relative to the furnished Drawings. The verbiage used in Objectives and Tasks do not match the referenced drawings. I need a further clarification than what has been given in my earlier RFI.

ANS 19: Go by the attached pictures of the boardwalk and replace everything in kind from the decking up to include the handrail assemblies. The drawings appear to be confusing you

QUES 20: As per the SOW, Para 2, Lines 3 and 7, they are asking for 2"x4" handrails. In the drawings furnished, the handrails are 2"x6". This will need to be amended, or does the SOW supersede the dimensions provided in the drawings?

ANS 20: Focus on the pictures there is a 2x4 that is behind the 2x6 that is a spacer to create the handicap rail.

QUES 21: As per the SOW, Page 2, Paragraph 5, Items 3 & 5, the following language is used, "Remove and replace entire upper structure of the boardwalk to include hand railing and decking boards."

ANS 21: Yes that is what’s required for the top half of the boardwalk to be replaced from the decking boards up to include the Railing assembly.

QUES 22: As per the Drawings, Page 4 the only thing that resembles the word "Hand railing" is "Handicap Rail". Is this the only railing fixture requiring replacement?

ANS 22: The requirement is for the entire railing assembly replaced again look at the pictures provided.

QUES 23: Will the very top board be replaced? As per the drawings, it is simply referred to as "Trex 2x6 Recycled Lumber".

ANS 23: Yes it shall be replaced; it is part of the railing assembly.

QUES 24: As per the SOW, Page 2, Paragraph 5, Item 5, the following language is used, "Install new handrailing to the outer joist". From a builder's perspective, I do not understand what this means.

ANS 24: SOW requires the railing assembly rebuilt just like it is now look at the pictures not the drawings.

QUES 25: Is it correct to understand that the spindles will remain attached during the entire project?

ANS 25: They shall be replaced with new pressure treated spindles

QUES 26: As per SOW Page 3, Paragraph 6, Item 2, "Contractor shall submit safety plan for approval." Is this required to be included with our response to this solicitation or will this be furnished post-award?

ANS 26: Safety plan will be required as a submittal by the awarded contractor; it is not required with your quote. Ref 1442, page 4, Block B "Basis of Award" and Section L.6 of the terms and conditions, Para D - this tells you what a complete quote should include

QUES 27: As per SOW Page 3, Paragraph 6, Item 4, "All submittals shall be on the Government CM-16 form and approved by the project COR." Can you provide a copy of this form along with instructions on how it is to be filled out? I have never had to fill out a CM-16 as part of a bid submittal before, but I am sure we can figure it out.

ANS 27: This is completed after award is made by the contractor who this is awarded to. At that time, if need be, a CM-16 will be provided to the contractor for use.

QUES 28: We intend on billing for materials upon their arrival onsite. Can you confirm that we are able to bill separately for materials and labor in the Payment Schedule?

ANS 28: As long as material is onsite and can be accounted for by the COR we will authorize a partial payment for the onsite materials. Please note no invoice will be authorized in advance. Only for work that has been completed and accepted or materials that have been delivered and can be accounted for.
