About this file
This Statement of Work (SOW) details a material supply contract for the Ellicott Slough National Wildlife Refuge fencing project in Santa Cruz County, California. The project requires a qualified supplier to provide fencing materials for rebuilding a 6,800-foot perimeter fence (3,400 feet on each side of an easement road), including 2,000 feet of solid four-rail pipe fence with six gate locations and 4,800 feet of four-wire wildlife-friendly fence using T-posts. The base bid (CLIN 0001) calls for new, undamaged materials matching the existing fence style and color, with an optional additional work order (CLIN 0002) for up to 2,000 feet of four-rail pipe fence and 2,000 feet of four-wire T-post fence, subject to funding availability.
The materials must be suitable for extreme environmental conditions, including hot, dry summers and cold winters with high winds. Specific requirements include 2-7/8" drill pipe fence posts, 6'-6" heavy-grade T-posts, 12.5-gauge high-tensile rolled wire, and various welded components like metal caps, pipe clips, and saddle caps. Delivery is to be made to the San Luis National Wildlife Refuge Center in Los Banos, CA, with a final delivery deadline of January 5, 2026, during business hours. A government representative will inspect the shipment upon delivery, and the technical coordinator is Eric Tozier, Heavy Equipment Manager.

H-braces needed at every change of direction. There are 20 change of direction spots. H-bracing needed at every gate on both sides of each gate. Transitioning to a four wire, wildlife friendly fence using T-posts and smooth rolled wire. T-post spacing will be 8’ on center at each post.
The fencing system shall include every component required by the manufacturer to ensure a complete, code-compliant, and warrantable installation. Including, but not limited to, the primary fencing product, 2-7/8’’ drill pipe fence posts, weld on coaping for H-braces, weld on rounded metal caps, weld on eye loops for 1’’ sucker rod, weld on eye loops to attach smooth wire, 12.5 gauge smooth rolled wire, T-posts 6’-5’’ tall heavy duty, wire ties to attach smooth wire, and any additional components specified by the fencing manufacturer.
In addition to the base requirement, the request for quote includes optional items for the supply of fencing materials for perimeter fencing on both sides of an easement road as well as multiple vehicle access points. These additional access points must be of the same product using the same system and materials as the entirety of the fence system to maintain consistency across the refuge.
The optional items may be exercised depending on available funding and project priorities.

Post size of 2-7/8’’diameter x 8’ feet in length bundled in quantity of 25 per bundle.
• Top rail will be minimum 20’ to 30’ in length at ¼’’ or greater equivalent product that meets well drill pipe standards or exceeds the same performance specifications with weld on sleeves to create a continuous smooth look. Bundles not to exceed 25 per bundle.
• T-posts shall be heavy grade commercial material, 6’-6’’ in length.
• Rolled smooth wire of 12.5-gauge high tensile rolled wire at 1,350’ in length per roll minimum.
• Wire clamps to attach 12.5-gauge wire firmly to T-posts.
• Post caps, weld on metal caps.
• Metal weld on pipe clip for rolled wire.
• Metal weld on pipe clip sized for 1’’ solid sucker rod.
