About this file

This Statement of Work (SOW) details a concrete pad installation project for the Guadalupe-Nipomo Dunes National Wildlife Refuge (NWR) managed by the U.S. Fish & Wildlife Service. The project requires installing a 7' wide by 14' long by 6" thick reinforced concrete slab with a minimum compressive strength of 3,000 psi, to be used primarily as a UTV washing station and occasionally for an 8,000-12,000 lb skid-steer.

Key installation specifications include grading the existing ground, using welded wire fabric 6x6 10/10 at mid-depth, performing concrete work per American Concrete Institute (ACI) requirements, creating a trowel-finished surface, and implementing proper curing methods. The work site is located approximately 4 miles northeast of Guadalupe, California, with the pad situated about 900 feet southwest of the refuge gate. The project must be completed within 120 days after award, with work performed between 8 a.m. and 4 p.m., Monday through Thursday, excluding federal holidays. Contractors are strongly encouraged to inspect the site before submitting a quote.

STATEMENT OF WORK

Refuge Concrete Pad Installation

Guadalupe-Nipomo Dunes National Wildlife Refuge U.S. Fish & Wildlife Service

1.0 BACKGROUND

Guadalupe-Nipomo Dunes NWR is working on improving its decontamination protocols to reduce new invasive species invasions on the refuge. In order to accomplish this, one of the tasks was to create a decontamination station that includes a 1000-gallon water tank, a pressure washer, and a concrete pad to clean debris and other materials off refuge vehicles (Mainly UTVs).

2.0 SCOPE OF WORK

The intent of this contract is to install a 7’ wide by 14’ long by 6” thick concrete slab on grade for future use by the Refuge. The concrete slab will be used as a UTV washing station but on occasion it would be used to wash an 8,000-12,000 lb skid-steer.

Material Specifications

Material submittals shall be provided to the Government for approval, prior to installation.

The 7’ by 14’ by 6-inch-thick reinforced concrete slab on grade shall have a compressive strength of at least 3,000 pounds per square inch (psi) at 28 days and shall be reinforced with welded wire fabric 6 X 6 10/10 at mid depth.

Installation Requirements

Prior to the concrete slab installation, the existing ground shall be graded.

All concrete work shall be performed per American Concrete Institute (ACI) requirements.

The concrete slab surface shall be trowel finished.

Design shall be weather tight against floor and wall.

Cure the concrete per American Concrete Institute (ACI) 308 requirements. Concrete shall be kept moist during the curing period by the use of one or more the following curing methods:

1. Ponding or immersion, spraying or fogging, and saturated wet coverings may be used.

2. Covering the concrete with impervious paper or plastic sheets, or by applying membrane-forming curing compounds.

Install crack control joints per ACI code requirements.

Work Site

The work site is at Guadalupe-Nipomo Dunes National Wildlife Refuge on Beigle Rd which is about 4 miles northeast of the city of Guadalupe, Ca. The refuge entrance ((35.022180, -120.608442) will be within ¼ mile of the pad location but the pad location will need to be determined through an onsite visit.

Work shall be performed between the hours of 8 a.m. and 4 p.m. during the workweek, Monday thru Thursday excluding Federal Holidays. Work shall be coordinated and scheduled at least 48 hours in advance with the Refuge Manager.

The Contractor shall be responsible for strict compliance with all provisions of the Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29 CFR 1926 during the performance of the work.

Upon completion of the project, all work areas shall be free from rubbish and debris.
