About this file

This document is a Questions and Answers (Q&A) file for a concrete pad installation project at the Guadalupe-Nipomo Dunes National Wildlife Refuge in California. The federal contract opportunity (Solicitation Number 140FC125Q0015) involves constructing a concrete slab with specific technical requirements, including a minimum 90% subgrade compaction, #4 rebar reinforcement at 16 inches on center, and 4000 PSI concrete strength. The slab will be flush with existing grade and used to support heavy equipment like an 8,000-12,000 lb skid steer.

Key project details include utility locates being required, no city permitting needed, and no additional environmental or fire safety procedures beyond the scope of work. The Contracting Officer Representative (COR) will be on-site and responsible for testing, and the government will provide testing services. The total estimated project cost is below $10,000, and no bid security is required. The project scope is limited strictly to the concrete slab installation, with no utility work, anchoring, tank, or pressure washer installation included.

What are the required compaction levels and material specifications for the subgrade prior to slab placement? Does FWS have testing service on retainer, or will services need to be rendered by contractor?

A minimum of 90% compaction will be required for subgrade. Photos, testing and/or inspection of compaction could be performed by COR. Contractor shall ensure acceptable subgrade compaction. COR retains the right to reject the subgrade based on perceived moisture and compaction deficiencies.

As noted in the scope of work, “On occasion the new pad would be used to wash an 8,000- 12,000 lb skid steer’’. Please confirm new pad is su iciently engineered/rated for use with heavy equipment. In addition, will a ramp need to be constructed for the new slab or will the slab be constructed to be flush with existing grade?

SOW Concrete requirements have been updated to: Reinforcement (#4 at a maximum of 16 inches O.C.) and concrete strength of 4000 PSI. Slab shall be flush to existing grade; excess material will need to remove to accommodate for forms, it shall be backfilled, compacted and flushed to existing ground and new concrete slab.

How much over excavation will be required for the slab?

Shall be kept at a minimum but excavate as necessary to accommodate the requirements in the SOW and concrete forms.

If so, who is responsible for testing?

COR (Contracting O icer Representative) will be on site, require photos and/or testing. The government will be responsible for testing.

Is the tank/pressure washer provided by fish and wildlife or does the contractor need to purchase?

Provided by FWS but will not be required for this project. This project is only the cement slab.

Will the water tank be filled manually or connected to a water source for auto-refill?

There will be a tank onsite to be used for washing vehicles on the decon station but it will not be available for this project. Contractor will need to provide water for project.

Where will the tank be located in relation to the cleaning pad?
