About this file
This document is a Statement of Work (SOW) for a concrete pad installation project at the Guadalupe-Nipomo Dunes National Wildlife Refuge in California. The U.S. Fish & Wildlife Service requires a 7' x 14' x 6" reinforced concrete slab with a minimum compressive strength of 4,000 psi, to be used as a UTV and skid-steer washing station for decontamination purposes. The project involves grading and compacting the existing ground, installing the concrete pad with #4 rebar spaced 16 inches on center, and following American Concrete Institute (ACI) requirements for placement, finishing, and curing.
The work will be performed between 8 a.m. and 4 p.m., Monday through Thursday, excluding federal holidays, with a 120-day completion timeline after the Notice to Proceed. Contractors must submit material specifications for approval, provide concrete mix tickets, and perform moisture and density testing. The project site is located on Beigle Road, approximately 4 miles northeast of Guadalupe, CA. Prospective contractors are encouraged to inspect the site and submit questions in writing to the Contracting Officer, Tiffannie Pannell, with quotes to be transmitted via email.

2.0 SCOPE OF WORK
The intent of this contract is to install a 7’ wide by 14’ long by 6” thick concrete slab on grade for future use by the Refuge. The concrete slab will be used as a UTV washing station but on occasion it would be used to wash an 8,000-12,000 lb skid-steer.
Material Specifications
Material submittals shall be provided to the Government for approval, prior to installation.
The 7’ by 14’ by 6-inch-thick reinforced concrete slab on grade shall have a compressive strength of at least 4,000 pounds per square inch (psi) at 28 days, and shall be reinforced with #4 rebar, space at a minimum of 16 inches O.C (On Center).
Task 1 – Concrete Pad - Installation Requirements
Prior to the concrete slab installation, the existing ground shall be graded and compacted. Photos and/or inspection of compaction will be required. Contractor is responsible for ensuring acceptable subgrade compaction. Contracting Officer Representative (COR) retains the right to reject the subgrade based on perceived moisture and compaction deficiencies.
